Location and Topography-Goldsboro, a city with an estimated population of 31,100, is 52 miles southeast of Raleigh, the state capital, 89 miles north of the port city of Wilmington and 97 miles northwest of the port of Morehead City. The city is halfway between New York and Jacksonville, Florida, approximately five hundred miles from each.
Wayne County, of which Goldsboro is the county seat, has an area of 555 square miles. It lies wholly within and is the approximate center of the Coastal Plains section of the state, one of the great agricultural areas of the United States. The topography is flat to gently rolling and averages approximately 104 feet above sea level.
The Neuse, Northeast Cape Fear and Little Rivers, as well as a half dozen creeks, drain the county.
Climate-The annual mean temperature is 61.3 degrees ranging from an average of 42.8 degrees in January to 79.7 degrees in July. Rainfall averages approximately 49 inches annually. Snow is seldom seen.
The date of the last killing frost in the spring is April 1, the first in the fall is November 4. The length of the growing season is 217 days.
Taxes-Goldsboro, $1.48 per $100; Wayne County, $1.25 per $100; total assessed valuation, Goldsboro, $43,500,000; total assessed valuation Wayne County, $104,500,000.
Transportation Facilities -- Railroads: Three railroads provide Goldsboro with excellent freight and passenger service. They are: Atlantic Coastline Railroad Company, Southern Railway System and Atlantic and East Carolina Railroad Company.
These railroads are adequate to provide fast and efficient delivery of mer- chandise and materials to points all over the United States.
Air -- Goldsboro has a municipal airport six miles west of the city on U. S. Highway 70. It provides service and facilities for transit aircraft and charter flights may be arranged.
Goldsboro's nearest commercial air service is at Kinston, a distance of 26 miles. Piedmont Air Lines, a certified air carrier, serves the city with four flights daily.
Inter-City Bus Lines-Goldsboro is servedby three bus companies -- Atlantic Greyhound Lines, Queen City Coach Company, Seashore Transportation Co .- with 56 departures and arrivals every 24 hours.

INTRODUCTION
Motor Freight-Goldsboro is served by U. S. Highway 70, a trans continental east-west highway, U. S. Highways 13 and 117, north-south routes, and state highways 102, 111 and 581. Goldsboro is also the center of a vast network of paved secondary roads providing easy travel to all sections of the county.
Seven large trucking companies maintain terminals in Goldsboro and, along with a number of local companies, offer fast dependable motor freight service to all points daily. In addition, there are several local "for hire" trucking com- panies.
Population- Ninety-nine per cent of the people of Goldsboro and Wayne County are native born.

ONE OF MANY SMALL DIVERSI FIED MANUFACTURING PLANTS
Industry-There are fifty-three small diversified manufacturing plants in Goldsboro and Wayne County with 3,298 employees and an annual payroll of approximately $8,500,000. The manufacture of lumber and wood products is the chief industry with iron and steel products second and textile yarn third. Tobacco stemming and redrying plants are important industries during the tobacco season. Other industries include the manufacture of building blocks, electric lamp wires, bread and other food products, monuments, fertilizer, hides, insecticides, meat packing and oil and grain mills.
Retail Trade-Goldsboro has the finest shopping facilities east of Raleigh. Its modern stores and shops offering quality merchandise and wide business streets with excellent parking facilities draw shoppers from miles around. Retail sales in 1959 totaled $46,330,000, 14th highest in the state.
Banking and Finance -- The Wachovia Bank & Trust Co. and the Branch Bank- ing & Trust Co., with combined assets of $722,000,000, have branches in Golds- boro. The American Bank has assets of $3,000,000.
The Goldsboro Building & Loan Association and the Citizens Building & Loan Association have assets of approximately $9,878,000.
Wholesale Trade-Goldsboro is rapidly becoming the distribution center for this area. It is the almost exact center of the Coastal Plains section of the state

Hotels -- There are three hotels andfour motor courts in Goldsboro providing more than 300 rooms: The Hotel Goldsboro with 200 rooms and 200 baths, the Center Hotel, the Terminal Hotel, the El Rancho Motor Court, Goodson's Motel, Wayne Motel and Goldmount Motel.
There are numerous guest and boarding houses.
Newspapers and Radio Stations-There are two newspapers: The Goldsboro News Argus, an afternoon daily with a circulation over 12, 900 and the Goldsboro Record, a weekly with a circulation of 650.

INTRODUCTION
There are four radio stations, WGRB, 1,000 watts; WEQR (FM), 40,000 radiated watts; WFMC, 1,000 watts and WGOL, 1,000 watts. The first two stations are affiliated with the American Broadcasting Company and the third with the Gold Leaf Broadcasting Company.
City Water -- The City of Goldsboro operates its own water supply system. Raw water is obtained from the Little River, a tributary of the Neuse River, and is handled through a pumping station.
A new filter plant with a 3,000,000 gallon per day capacity was completed in the spring of 1953. The plant can be expanded easily to 8,000,000 gallons per day, as needed.
Electric Power-Electric power in Goldsboro is supplied by Carolina Power and Light Company at both 66,000 and 110,000 volts. Power is supplied from company steam and hydro plants and through purchase contracts. The company has two 100,000 horse power units at its new steam plant at Goldsboro, produc- ing more than a billion kilowatt hours of electricity per year. Abundant power is therefore available in the area at low rates.
Communications- Telephone service is provided by Southern Bell Telephone and Telegraph Company with over 17,000 telephones now in use. New industries moving to Goldsboro may be assured that their telephone needs will be adequately filled.
Telegraph -- The Goldsboro office of the Western Union Telegraph company has direct duplex reperforator circuits to Richmond, Virginia, relay office, one of the largest new reperforator switching relays.
Mail -- There are 10 arrivals and 10 dispatches of mail daily providing excel- lent mail service. Postal receipts in 1959 total $416,687.08.
Agriculture -- Goldsboro is the center of one of the great agricultural areas of the United States with Wayne County ranking seventh in total value of North Carolina's eleven principal crops. The value of these crops amounted to$26,- 350,000.
Tobacco is the principal cash crop and more than 50 percent of the fluecured tobacco grown in North Carolina is found within a 60 mile radius of the city. Second in importance is corn followed by cotton, Irish and sweet potatoes, green beans, wheat and soy beans.
Beef and dairy cattle, hogs and poultry production are becoming an increas- ing source of revenue to the farmers. Livestock production accounted for $5,- 000,000 in 1959.
Within the county is a large tobacco market, two cotton markets, three live- stock markets, two produce markets, five hog buying stations and approximately thirty corn buying points.
Municipal Features
Government-Goldsboro is governed by a mayor and five aldermen, elected biennially. The Board in turn selects a city manager to administer municipal affairs.
Wayne County is governed by a five-man Board of Commissioners, also biennially.
Fire Department -- The fire department is staffed by 38 full-time employees. Equipment is modern and fire loss has been negligible in the past.
Police Department-The police department is staffed by 36 officers and men providing efficient protection for residents of the community. Equipment con- sists of six patrol cars and three motorcycles with two way radio.
Health Department-Health activities are handled by the Wayne County Board of Health. It is responsible for the control of communicable disease, venereal disease and tuberculosis; it provides care of pre-school and school children through immunization and health examinations; it supervises food handling establishments, water supplies and rodent and insect control and maintains vital statistics and health records.
Welfare Department -- The Wayne County Department of Public Welfare administers aid to dependent children, the indigent poor, the blind and those totally and permanently disabled. In addition, the Department arranges adoptions, obtains hospital care for crippled children and mentally deficient persons, et cetera.
Hospitals -- A new addition was added to the Wayne County Memorial Hospital, located in Goldsboro, in 1958 at a cost of slightly over 2 million dollars. The hospital now has 228 beds and 30 bassinets.
The State of North Carolina operates the State Hospital for Negro Insane near Goldsboro and cares for 3,300 patients. The Goldsboro Training School, com- pleted in 1957 at a cost of 52 million dollars, cares for mentally retarded Negro children.

Goldsboro is the site of the Eastern N. C. Branch of the N. C. Orthopedic Hospital with a monthly clinic for orthopedic patients at the Wayne County Public Health Center.
Library -- The Goldsboro Public Library and the Goldsboro Colored Public Library have 26,500 volumes. A bookmobile serves the rural areas.
Education- The Goldsboro School System consists of six schools for white pupils and five schools for Negroes. In 1959-60 school year, the white schools had an enrollment of 4,318 with 150 teachers. The Negro schools had an enroll- ment of 3,404 with 129 teachers.
There are 11 white and 5 colored schools in the Wayne County System. In the 1958-59 school year, the white schools had an enrollment of 7,688 with 259 teachers. The Negro schools had an enrollment of 4,454 with 140 teachers.
Buildings are modern and facilities are above the state average in education and training for both city and county schools.
There are three private schools in Goldsboro: St. Mary's Parochial School, Crumpler's Secretarial School and Barnes Business School for Negroes. In addition, there are three kindergartens.

ONE OF GOLDSBORO'S MANY BEAUTIFUL CHURCHES
Churches -- There are more than fifty churches in Goldsboro representing practically every religious faith: Baptist, Christian, Episcopal, Jewish, Latter Day Saints, Methodist, Evangelical, Pentecostal, Presbyterian, Lutheran, Roman Catholic, et cetera.
Civic Organizations-Service clubs include Kiwanis, Optimist, Lions, Rotary, Civitans and Junior Chamber of Commerce.
Veterans Organizations are the American Legion, 40 and 8, Veterans of Foreign Wars and Disabled American Veterans.
Other organizations include the Goldsboro Chamber of Commerce, the Golds- boro Woman's Club, Business and Professional Women's Club, the American Legion Auxiliary, several parent-teacher associations, the Community Con- cert Association, a unit of the North Carolina Symphony Society, Wayne Ministerial Association, Wayne Medical Society, American Red Cross and the Community Chest.
Lodges and fraternal organizations include the Elks, Masons, Odd Fellows, Woodmen of the World, Moose, Pythians and Shriners.
Recreation -- Recreation for the youth of Goldsboro centers around the Wayne County Memorial Community Building. The building has an indoor pool, gym- nasium, banquet room, several meeting rooms and provides office space for the Boy and Girl Scouts, Red Cross and United Fund. A recreation field, one and one-half miles from the building has baseball and softball diamonds, football field and an outdoor basketball court. The Boys Club, with a full time director, recently purchased a spacious residential home, and carries out a well-rounded recreational program for its many members.

EIGHTEEN HOLE GOLF COURSE
The city of Goldsboro has a recreation commission with five members. The Colored Community Center has a large meeting hall and gymnasium combined, meeting rooms and a full time director.
Herman Park, 19 acres, has six tennis courts, playground equipment and amusement rides. In addition, three white and three colored schools have play- grounds with equipment.
The "Cliffs of the Neuse" State Park, located 13 miles southeast of Golds- boro, is a very popular recreation spot for the people of this area. There are 312 acres in the park with paved roads, trails and paths leading to all parts of it. Chief attraction is the view from the 98 feet high cliffs. There are several picnic areas with outdoor fire places. A lake for fishing and swimming was com- pleted in 1955.
There are three lakes for swimming, besides the indoor pool, located five to twelve miles from the city; four theatres, including one colored, with seating capacity of 2,035 and two drive-ins with car capacity of 450; five billiard parlors with twenty-four tables, an 18-hole golf course; country club; two stadiums: Goldsboro High School and the Goldsboro Municipal Stadium.
Hunting and fishing are popular sports for Goldsboro residents. Fishing is excellent in the nearby Neuse and Little rivers, bass, brim, rock, robbin and catfish. For the hunter there are rabbits, squirrel, quail and foxes.
North Carolina beaches are only two hours away. Fishing and hunting are excellent along the coast and boating is a popular sport in the protected sounds and on the ocean.
Seymour Johnson Air Force Base
Seymour Johnson, a training base during World War II, was reactivated April 9, 1956. It falls under the command of the Ninth Air Force and is part of Tactical Air Command.

INTRODUCTION
The main unit at Seymour Johnson is the 4th Fighter Wing which has three groups and twelve squadrons. The 482nd Fighter Interceptor Squadron of the Air Defense Command, the Strategic Air Command and 19th Air Force Head- quarters are tenant units at the base. The estimated military strength is ex- pected to be between 5,000 and 10,000 when the base is fully operational in mid 1959.
Practically all of the temporary building constructed during World War II have been replaced with permanent type. Approximately $50,000,000 has been expended for new construction and it is expected that considerable more will be spent within the next few years to make Seymour Johnson the most modern base in the country.
