Among these are climate (good living and working conditions); availability of intelligent native labor, 79.8 per cent native white, 19.7 per cent Negro, 0.5 per cent foreign-born; harmonious industrial relations; efficient public utilities; adequate electric power and modern municipal facilities.


Located on main line of the double-tracked Southern Railway System between Washington, D. C. and Atlanta, Ga.


On the High Point, Thomasville & Denton Railroad, a locally-owned and suc- cessful short-line railroad connecting, through the Winston-Salem Southbound Railroad, with the Norfolk & Western Railway, the Atlantic Coast Line Railroad and the Norfolk Southern Railroad, with throughrates and service applying.


Air service through the Greensboro-High Point Airport is furnished by Eastern Airlines main line, Capital Airlines and Piedmont Airlines.


Sixteen motor-freight lines operate out of High Point.


Charter and Form of Government


The original charter of the City of High Point was granted by the State Legis- lature in 1859. The present council-manager form of government was inaugurated by charter amendments in 1915 and 1931.


The present charter provides for a city council consisting of a mayor and eight councilmen.


High Point is operated under a modern city-manager charter which places responsibility for efficient operation of all departments upon the city manager and delegates to him authority commensurate with such responsibility.


Pursuant to provisions in the State of North Carolina Constitution, no new indebtedness may be created in any fiscal year in excess of 66.67 per cent of the amount retired during the previous year except by vote of the citizens.


Electric Distribution System


The City operates its residential and commercial electric system with con- siderable net profit. The City's charges for electric current sold to its resi- dential and commercial consumers are no greater than those charged for similar classes of service rendered by private utility companies operating in this area. Duke Power Company supplies all electricity in our area and distributes indus- trial power.

INTRODUCTION


Education


HIGH POINT COLLEGE is one of the most dynamic and progressive institu- tions of the South. Its fundamental purpose is to prepare students for the tre- mendously important leadership roles of the future. In doing this, it stresses active participation and responsibility on the part of the students for their learn- ing experiences.


It is accredited by both state, regional, and church agencies and its curricu- lum provides for both the A. B. and B. S. degrees in 17 major fields. High aca- demic standards are maintained and only those students who show leadership potential and are in the upper half of their high school graduating class are ad- mitted.


In addition to the regular college program, High Point College maintains an evening college for those who work and numerous special conferences, seminars, workshops, and short courses. It was the first college in the South to offer lab- oratory programs in leadership and continues these programs for students, faculty, church, educational business, and religious groups.


The enrollment of 1,200 represents 21 states and 5 foreign countries. The campus consists of 57 beautifully wooded acres with modern fire-proof build- ings. Tuition and costs are maintained at a minimum to assure an education for anyone with the aptitude and the ambition.


Public Schools-The City Schools system, with an enrollment of 11,400 and a professional staff of 450, includes eighteen schools, consisting of 2 Senior High Schools, 3 Junior High Schools and 13 Elementary Schools, housed in build- ings valued at $12,288, 000.00. A Vocational School, operated in cooperation with the Guilford County Schools, which offers practical and technical training, is lo- cated nearby at Jamestown. Six public schools of the Guilford County System are located on the edges of High Point.


Private Schools-The Educational Directory of North Carolina lists 31 nurs- eries, kindergartens, and sectarian schools in High Point.


Colleges-High Point College. Colleges located within easy commuting range. Wake Forest College, North Carolina College, Greensboro College, Woman's College of University of North Carolina, Guilford College, Bennett College, Greensboro Evening College.


Recreation Area and Climate


City Lake Park-969.36 acres. Swimming pool 270 feet long, 165 feet wide, ranging in depth from 22 to 11 feet; ample for olympic swimming trials; water tested continously as to purification; large wading pool. Capacity of pool is 1,250,000 gallons of water. Concrete dam and walkway over watershed. Softball field, outdoor amphitheatre, children's playgrounds equipped with the most modern play equipment, family picnic facilities. Miniature train and large liner to take passengers on tour of High Point watershed. There are 341.0 water and 628.36 acres of field and forest at City Lake.

INTRODUCTION


Negro Park-27 acres, swimming pool, wading pool, 4 tennis courts, 2 of which are lighted and paved. Paved multi-used areas, picnic grounds, picnic shelters, paved parking areas behind recreation center. Softball field, lighted athletic and baseball field, playgrounds for children, modern recreation center and miniature train.


Blair Park-152.9 acres. Golf courses: 18 hole championship golf course, clubhouse, pro-shop and maintenance shed area, A. A. U. Regulations, lighted horseshoe pits; administration offices. 4 paved and lighted tennis courts.


Numerous small developed park areas throughout the city, and school athletic fields.


Over 1,500 acres parks and recreation lands plus approximated 75 additional park strips and garden plots throughout the city of High Point ranging in size from 50 x 50 to 8 to 10 acres, numerous lighted ball fields which serve the needs for men, women and children's softball programs.


Active arts and crafts workshop.


Fourteen playgrounds scattered throughout the city, staffed during the sum- mer.


Numerous other special facilities under the supervision of the Parks and Recreation Department.

Population Growth


Census: 1900, 4,163; 1910, 9,525; 1920, 14,302; 1930, 36,745; 1940, 38,495; 1950, 39,973 (1960, 62,063 including 19.6 square miles annexed January 1, 1960).


GUILFORD COUNTY


Guilford County is named for Frederick (Lord North), Earl of Guilford. Area, 691 square miles. Formed in 1770 from Orange and Rowan counties.


Agriculture


Farming in Guilford County is progressive and prosperous. Climate and soil conditions are favorable and markets are numerous and accessible. Major farm products produced in the county include tobacco, corn, hay, wheat and sweet potatoes. Dairy farming, beef production, poultry and egg production are fast becoming major sources of income. The value of agricultural products in a recent year was placed at $14,000,000.


Our people are supporters of 4-H, FFA programs for our Youth. Farm Bu- reau and grange organizations are active throughout our county.
