General Review


The beginning of what is now a thriving eastern Carolina city was a wilderness settlement and trading post on the banks of the Neuse River, 70 miles from the Atlantic Ocean, in Colonial 1740. Since that time, Kin- ston has been multiplied many times over, and has become a well-balanced center of varied commerce. The forest trails and water travel of the Colonial days have turned into paved highways and railway roadbeds, and the "trading post" now serves approximately 150,000 "settlers" in its territory.


The population of the river settlement has grown from a hardy handful early in the 19th century to an estimated 26,200 at present. Today Kinston is the seat of government of Lenoir County, embracing 48,700 persons. The growth of Kinston always has been closely tied to agriculture, but now with the continued increase of population in the trade area, a gradu- ally-developing industrial character is to be observed. The city, likewise, has become a permanent retail trading center for eastern North Carolina,, and is the largest wholesale distribution point east of Raleigh.

INTRODUCTION


From the basic agricultural work of the early settlers, engaged in for Survival, the production-first, of cotton, and later, tobacco-came a broad- er economic outlook and more prosperity. Today "King Cotton" has lost its autocracy, and the "Golden-Leaf Tobacco" has become the economic ruler.

The rule of the "Golden-Leaf" has been a fruitful one, for $38,229,267.02 poured into the farmers' purses as result of sales on the Kinston market in 1956. Kinston's 14 tobacco warehouses provide ample sales space and facilities to accommodate more than 100,000,000 pounds of tobacco. Such a return from a single phase of the agricultural life of Kinston's "settle- ment" area, when boosted by the progress and return from the variety of other phases, has been reflected sharply in its growth.


Following the establishment of a thriving market, tobacco-processing factories were built, and have taken their place among numerous other industrial establishments to make the river-bank trading post a center of economic wealth. Within the boundaries of Kinston, with its many miles of broad, paved streets, are located producers of clothing and other tex- tiles, building materials, and various types of consumer goods.

A network of improved highways lead out of Kinston into the Coastal Plain like the spokes of a wheel, and two railroads provide carrier facilities of heavy goods and shipments. Electric power, with newly added equip- ment and facilities, is available to the city's residential and industrial needs and is manufactured in sufficient quantity to supply an excess of more than 40 o/o above the peak demand at present. There are 60 manu- facturing and processing firms located in the city, with nine large whole- sale distributors, and over 400 retail stores and service institutions, all banded together to serve the requirements of the ever-growing population.


The economic soundness of Kinston can be attested by the three thriv- ing banks which serve its citizens and its business life. Surveys have shown a steadily-mounting check-clearance volume in the banks for a number of years. The solvency of the City government is shown by the ready sale, at all times, of the municipal bonds for street and utility improvements and for the construction of permanent municipal improvements.


The physical well-being of the city and its citizens is no less sound than any other part of its life. With the location 70 miles from the coast on North Carolina's temperate plains, the weather-wet or dry, hot or cold-is of the most healthful. Here, it is not a matter of how many days the sun shines each year, but whether it shines in proper proportion to the rainfall. The abundance and value of farm crops grown in the immediate vicinity is proof of ideal weather and climate.

INTRODUCTION


Two modern hospitals, staffed by some of the country's most eminent physicians, surgeons and specialists, are here to serve the citizens of the area. More than 50 doctors and dentists reside and practice in the city, thereby making Kinston the medical center of eastern North Carolina. A well-organized public health program is carried on at all times to make for cleanliness and the eradication and treatment of diseases. The Cas- well Training School, the State's largest institution for the care of mental dificients, is located near the city.


Kinston has the unique distinction of a perpetual artesian water supply coming from deep wells that provide water of the purest content east of the Rocky Mountains and is entirely untreated. The supply is unlimited for in- dustrial and commercial use, as well as for home consumption.

· The United States Secret Service has launched a "KNOW YOUR ENDORSER" campaign against check forgery to supplement its highly successful "KNOW YOUR MONEY" drive, which, over a period of six years, reduced the amount of coun- terfeit money in circulation by more than 97 per cent.


We can all cooperate in this long-pull educa- tional program and thus eliminate the market for forged checks by making it dangerous and unprofitable for forgers to operate. Here are a few simple rules for those who cash checks and those who get them cashed.


If You Cash Checks for Others


1. DEMAND PROPER IDENTIFICATION. Remember that lodge cards, Social Security cards, auto licenses, letters and the like can be forged and stolen. A forger's credentials are often forgeries themselves. Proper identification can best be determined by asking your- self this question: "IF THIS CHECK IS RETURNED, CAN I FIND THE PERSON WHO GAVE IT TO ME?"


2. Always demand that the person cashing the check en- dorse it in your presence. Even though the check has been endorsed, insist that he endorse it again.


3. Do not cash checks that show any alteration of their face. Altered checks are usually forged checks.


4. If you are an employer and more than one employee of yours is empowered to cash checks, be sure that they initial every accepted check so that you can identify the person who cashed it.


5. You can safeguard your merchandise, your cash, and your profits from check forgers by following these simple rules every time you cash a check. Make these practices routine. Remember you lose if you cash a forged check.


If You Get Checks Cashed


1. BE SURE some member of the family is at home when checks are due to be delivered. Get the check as soon as it arrives.


2. PRINT your name clearly on your mail box. EQUIP your mail box with a lock if you have not done so.


3. CASH your checks in the same place each month. This will make identification easicr.


4. DO NOT ENDORSE your check until you are in the presence of the person you will ask to cash it.
