In submitting our report, we have tried to make it plain, so that it will need little explanation, but in justice to ourselves we think that a few remarks will not be out of place, and feel that we shall be justified in making a few recommendations.
At the commencement of the year, as you are well aware, the town hall was pronounced in an unsafe condition, with no appropriation for putting it in con- dition that it could be safely used, but as agents of the town we felt it our duty to make the necessary repairs and put the hall in suitable condition for public use, which we did at an expenditure of $295.53, and hope it will meet your approbation.
During the summer the firewards of Ashuelot reported to us that the engine house at Ashuelot was in a bad condition and needed shingling, as it was rotting the building inside and it would be unwise to wait for an appropriation at the next annual town meeting, as the building was being injured by delay. We ordered them to have the needed repairs made, which they did at a cost of $40.96.
Our fire department have exceeded their appro- priation about $130.00 beside the special expense of repairs on the engine house at Ashuelot, of which $116.90 is still unpaid, and we hope that Article 22 of

the town warrant will be carried so that the unpaid bills can be immediately adjusted.
The expense of supporting our town paupers the coming year, it seems from the present outlook, must be very light unless we have some extraordinary case come up as we did last year in the case of Herbert Metcal", which cost the town nearly two hundred dollars.
We have now but one pauper that is causing much expense. That is Frank T. Houlihan, of Ash- uelot, an insane person who is at the asylum for insane at Concord, N. H., and is now an expense of about $150.00 a year. We think the money raised last year will be more than sufficient to meet the expenses of the town paupers this year, and would recommend that the sum of $500.00 be raised for support of poor, and the sum of $200.00 be added to the fire department appropriation of last year, which will make $600.00 for support of fire department the ensuing year.
We regret very much that it became necessary to make so large an abatement of taxes to the 1896 collector. The tax on the Ashuelot Warp Co. property, through a legal quibble, cannot be collected, and we felt justified in giving the collector an abatement which amounted to $462.69. The abatements of taxes for 1896 and 1897 were $494.77, and the abatements for 1898 were $94.72, making the total abatements $589.49, which amount we were in hopes we could have added to our net decrease of debt.
In regard to the reappraisal of the real estate of the town we have but little to say. We tried to carry out the vote of the town without fear or favor. We have endeavored to use all alike. If we have erred it

is lack of judgment, or we have been misled by wrong information. If anyone will show any just cause for complaint, or if we are informed of any error, we shall be pleased to correct it if imformed before our term of office expires.
