In order to systematize the primary grades and thereby econ-

omize in teachers and space, we have been forced to make a rule, which was imperative under the circumstances, that no child should enter the primary school after the first Monday in October, in each school year, unless qualified to enter an exist- ing class. But this has brought only temporary relief. At the opening of the fall term, there were fifty-three pupils reg- istered in the primary room and but forty eight desks. Sev- eral children were pushed ahead into the next room. Here in turn was a surplus and another forced promotion had to be made.
The intermediate room is large, and here the overflow ceased. But here were three classes where there should have been but two, and the work done was not what it ought to have been. Grade lines have been broken and while our school-house re- mains as it is, there is no hope for improvement. There is a crying need for another teacher and another room at once, for the accommodation of a first intermediate grade. This would allow a raising and strengthening of our grade system, which all must admit is highly desirable.
Our School building will have to be shingled before another winter, and some better method for ventilation ought to be de- vised.
This report is offered as a report of progress. Our schools are not all they ought to be for a number of reasons. The chief reason has been mentioned. Another, is lack of interest and co-operation among parents. Parents do not visit schools often enough. It is a personal duty which every father and inother owe their children, to become familiar with, not merely what is taught them, but with how they are taught, and to further the teachers' efforts by home influence.

In March 1895 the towns voted to authorize the use of a part of the appropriation for the salary of the Librarian. For five

years after the opening of the Library his salary was paid by private subscription, but so many of the members of the Asso- ciation died and moved away, it became impossible to collect sufficient money for this purpose, and the salary was unpaid from sometime in 1893. Since everyone had the free use of the Library it was thought no more than fair that this item of expense came from the general appropriation rather than from private individuals, and the towns, by their votes, adopted the same view. Therefore this year his overdue and current salary has been paid, and hereafter there will be a proportionate larger amount of money for books. The Library is well patronized, the circulation being over 12,000 volumes a year. Citizens having in mind books they would like added to the Library are requested to hand in lists to the Librarian, from which the trustees may make selections in purchasing.
