REPORT OF Trustees of Public Library OF WINCHESTER.


The trustees of Winchester Public Library beg to present the seventh annual report made to the voters of Winchester.


They take pleasure in stating that a number of books will soon be added to the library.


These will be catalogued as expeditiously as pos- sible, and placed upon the shelves for the benefit of the citizens of the town.


We suggest that the usual appropriations, $300.00 and $200.00 be made for library purposes for the year 1909-10.

You are hereby notified to meet at the Town Hall in said Winchester, on the 9th day of March next, at nine o'clock in the forenoon, to vote upon the follow- ing subjects:


ARTICLE 1 .- To receive the report of the town treasurer and other town officers, including agents and committees, and act thereon.


ART. 2-To choose all necessary town officers for the ensuing year.


ART. 3 .- To see what sum of money the town will vote to raise for the care of the common the ensuing year, or act thereon.


¥ART. 4 .- To see how much money the town will vote to raise to keep the roads in repair the ensuing year, or act thereon.


ART. 5 .- To see if the town will vote to have state aid on permanent road, raise necessary money therefor, or act thereon.

ART. 6 .- To see if the town will vote to continue the sidewalk on Richmond street from a point near the residence of Merrill White, to a point near the residence of Luman R. Nelson, raise money therefor, or act thereon.


ART. 7 .- To see if the town will vote to raise and appropriate the sum of one hundred and seventy-five dollars to be expended in repairing the sidewalk from the Grange hall, to a point near the residence of E. M. Prentice on Mechanic street, or act thereon.


ART. 8 .- To see if the town will vote to build a concrete sidewalk on the southeast side of Main street, commencing at a point near the Congrega- tional Church, extending to the residence of O. B. Curtis, raise money therefor, or act thereon.


ART. 9 .- To see if the town will vote to raise the road and sidewalk from the residence of Fred E. White, to the new state road, raise money therefor, or act thereon.


Art. 10 .- To see if the town will vote to have the road on the farther side of the mountain, on the Northfield road widened and made so two teams can pass, raise money therefor, or act thereon.


ART. 11 .- To see how much money the town will vote to raise to pay the town officers the ensuing year.


ART. 12 .- To see how much money the town will vote to raise tor ordinary town charges the ensuing year.


ART. 13 .- To see how much money the town will vote to raise for the support of poor the ensuing year.


ART. 14 .- To see how much money the town will vote to raise for the support of the fire department the ensuing year, or act thereon.

ART. 18 .- To see how much money the town will vote to raise for the care and improvement of Ever- green cemetery the ensuing year, or act thereon.


ART. 19 .- To see if the town will vote to raise and appropriate the sum of seventy-five dollars to pur- chase a device for lowering caskets.


ART. 20 .- To see if the town will vote to sell the pine timber growing on the Rixford cemetery lot, to- wards defraying the expense of building a fence around said cemetery, or act anything thereon.


ART. 21 .- To see if the town will vote to paint the south parish cemetery fence, raise money therefor, or act thereon.


ART. 22 .- To see if the town will vote to pay the library bonds, raise money therefor, or act thereon.


ART. 23 .- To see if the town will vote to put in a water system for the benefit of town, by erecting a pumping station at Forest Lake, laying pipes of suit- able size to convey the water to an aqueduct to be built at or near the summit of Meeting House moun- tain, and from there conveyed in pipes throughout the town for the benefit of the inhabitants, raise money therefor, or act thereon.


ART. 24 .- To see if the town will vote to put in a sewer system for the benefit of the town, so that the

residents may connect therewith, thereby improving the sanitary condition, raise money therefor, or act thereon.


ART. 25 .- To see if the town will vote to put in a sewer on Parker street to carry off the surface water, and allow residents on said street to connect therewith, raise money therefor, or act thereon.


ART. 26 .- To see if the town will vote to instruct cmetery committee to repair and put the water system now supplying Evergreen cemetery in perfect condition. To have the same done before Memorial day 1909. Raise money therefor, or act thereon.


ART. 27 .- To see how much money the town will vote to raise and appropriate to defray the expense of observing Old Home week.


ART. 28 .- To see how much money the town will vote to raise to pay on the town debt, or act thereon.


ART. 29 .- To see if the town will vote to appoint one or more liquor agents the ensuing year.


ART. 30 .- To see if the town will vote to extend the hydrant system in Ashuelot, to or toward the residence of John Qualters, raise money therefor, or act thereon.


ART. 31 .- To see if the town will vote to estab- lish a voting precinct in Ashuelot.


ART. 32 .- To see how much money the town will vote to raise for the purchase of hose for fire depart- ment.


ART. 33 .- To see if the town will select a com- mitiee to investigate and report on the practicability of purchasing, if satisfactory to the school district of Winchester, the Robbins property, now owned by the Grange, and the Mrs. J. F. Field property or any

other contiguous property. The same being for a schoolhouse lot, or act anything thereon.


ART. 34 .- To see if the town of Winchester will vote to accept the trust fund as provided by the last will and testament of the late Willard H. Jennings of this town, or act anything thereon or in relation there- to. The same being in relation to certain burial lots in Evergreen Cemetery and the care thereof.


ART. 35 .- To see how much money the town will vote to raise for the improvement of the old Muster- field, or act anything thereon.


ART. 36 .- To see if the town will vote to estab- lish a by-law to forbid any person to ride or drive faster than a walk upon or across the Iron Bridge crossing the Ashuelot river in the village of Winches- ter, under a penalty of one dollar, and the Selectmen be instructed to appoint someone to see that the law , is enforced.


ART. 37-To see if the town will vote to exempt from taxation till April 1st, 1919, such buildings and machinery as may be constructed and located upon the property recently purchased by E. C. Robertson & W. F. Robertson of the Cheshire Provident Inst. and L. F. Dickinson situated at Ashuelot, the same to be used by them or their successors as a manufacturing establishment, or act thereon.


ART. 38-To see if the town will vote to raise and appropriate the sum of $50.00 to straighten and improve the curve in road near Westport, or act thereon.


ART. 39-To see if the town will vote to purchase a street sprinkler or any other road machinery, raise money therefor, or act thereon.
