PREFACE.
THE compiler and publisher of this work deems but few words necessary to explain its design or to indicate its use- fulness.
He has brought to his task the experience of nine years in the Directory business, and the determination to make his book a more convenient and a not less reliable work of refer- ence than the official documents from which it is compiled. In almost every city of note within the sphere of his obser- vation, a similar list is published annually ; and it is a matter of great surprise, that in the commercial metropolis of this continent, the record of what should be the surest and readiest exponent of an individual's pecuniary responsibility-the assessed valuation of his real and personal property-has hitherto remained, comparatively, a sealed book.
It was the intention of the publisher to have issued this work at an earlier date ; the labor of transcribing the returns of the ward assessors was commenced as soon as the time prescribed by law for rectifying errors had expired ; but un- usual difficulties and expenses are involved in such a pub- lication, and any competent judge who examines the book will admit that but few printers could have executed the work from the want of "sorts." By far the most arduous part of the labor has been in collating and alphabetically classifying the names, and this labor has been greatly aug- mented by the ignorance of some of the assessors of the ordinary modes of spelling names. It would almost appear that the ingenuity of the gentlemen had sometimes been exerted to select letters other than those usually employed,

the combination of which might represent sounds approxi- mating to the intended names. As one of many instances, it is a fact, that a well-known clergyman of this city (whose devotion to things eternal has not prevented his acquiring a very considerable proprietary interest in things temporal, and whose possessions include a goodly number of houses that " are made with hands,") has his name spelled in ten different ways by the assessors of the several wards in which his prop- erty is located. Hundreds of similar cases have rendered the work of assorting and revising a protracted and expensive one. But many of the assessors are amenable to the more serious charges of being incapable of, or indifferent to, the proper performance of the duties of their office. Much real estate still stands on their returns, in the names of parties whose ownership in the premises ceased long ago, some of whom have been dead for years! And what is yet more astonishing, not less than 195,765 dollars' worth of prop- erty is returned as belonging to owners " unknown." With the means of acquiring the necessary information so easily accessible, a more inspiring motive than mere official ob- ligations might have enabled the assessors to ascertain not only in whom the right of possession is now vested, but, if need be, to have traced back its possessors for a century past. But here, unfortunately, as in almost every ramification of the public service, whether under our Municipal, State, or Gene- ral Goverments, the paralyzing influence of politics is deeply felt ; and we shall look in vain for a reform in this depart- ment until men are selected to discharge the onerous duties of assessors from other considerations than motives of polit- ical expediency, or to reward them for partisan services.
It has been the aim of the publisher to make the " Tax Book " a valuable assistant, not only to Dealers in Real Estate, but to Underwriters, Bankers, Brokers, Lawyers, and to the mercantile community in general. The Justices of the Civil and Criminal Courts will find it invaluable for the purpose of verifying or refuting the statements of persons who pre- sent themselves to assume the obligations of bondsmen, and

future assessors may be guided by it to a more faithful and efficient acquittal of their trusts.
In conclusion, he would gratefully acknowledge the in- dulgent kindness of the Tax Commissioners, and the exten- sion by them of every facility to himself and his corps of assistants, during several weeks in which they were engaged in copying the records of that office. And to Mr. Jonathan W. Allen, the senior member of the Board of Commissioners, he is particularly indebted for much valuable information and many important suggestions at the commencement of this enterprise.

NOTICE.
In order that the "Tax Book" might correspond pre- cisely with the corrected returns of the ward assessors, the valuation given is the amount upon which tax is actually levied ; and as the law provides for a remission to the uniformed militia of this State of the tax upon $500 for service in the infantry, and upon $1,000 for service in the cavalry, and to Ministers of the Gospel upon $1,500 of the estimated valuation, it will therefore be necessary to add those amounts respectively, to ascertain the true valuation in either of the above cses.
