Mr. Perry presented Town bill, of Leonard Jaycox, for $2.00. On motion, allowed as claimed, and charged to the Town of Putnam Valley. Mr. Mabie presented Town bill, of L. A. Sutton, for $10.00. On motion, allowed as claimed, and charged to the Town of Patterson.
County bill No. 76, of C. C. Bumford, for $83.00, examined, and, on motion, allowed as claimed.
Bill of Hortense K. Smith, for $8.20, for refunding personal tax levied in Town of Southeast, was taken up, and, on roll-call, voted disallowed, all members voting to disallow the bill.

County bill No. 77, of James E. Towner, Jr., for $10.00, was taken up, and, on motion, allowed as claimed. Also County bill No. 78, of Geo. Banks, M. D., for $10.00, was allowed as claimed. County bill No. 79, of J. M. Winslow, M. D., for $12.00, was examined, and, on motion, allowed as claimed. County bill No. 80, of Vincent A. Murray, for $2.00, was allowed as claimed. Also County bill No. 81, of John Warren, for $2.00, was allowed as claimed. Also County bill No. 82, of Jas. McIlravy, for $2.00, was allowed as claimed. County bill No. 83, of Dennison & Sons, for $47.77, was allowed as claimed. County bill No. 84, of Ezra J. Brewer, for $111.50, was allowed as claimed. County bill No. 85, of H. W. Hazen, for $24.70, was allowed as claimed.
Mr. Mabie offered the following resolution :
Resolved That the " Brewster Standard," " Putnam County Courier," " Putnam County Republican " and the " Patterson News " be designated to publish the election notices issued by the Secretary of State, the official

canvass, the tables of aggregate valuation, compensation of members and abstracts of Town and County accounts, and the price for publishing the same be fixed at 30 cents per folio for table work and 25 cents per folio for other matter, and moved its adoption.
Mr. Perry moved as an amendment that the " Cold Spring Recorder " be added to the list of papers named in the above resolution, and asked that the roll might be called on the amendment.

Mr. Mabie offered the following resolution :
Resolved, That the uncollected school taxes of the several towns as returned by the County Treasurer be levied and assessed to their proper accounts in the tax books, and orders issued on the County Treasurer, pay- able March 1, 1905, for the various amounts.

The Board of Supervisors at this time were served by the Sheriff with summons and complaints from Supreme Court in the matter of Irving P. McCoy against the Board of Supervisors and others.

Mr. Frank Lyon, representative of the State Engineer's office, at Albany, came before the Board and occupied their attention for the prin- cipal part of the afternoon session. A number of the Road Commissioners were present from the several towns.
On motion, the Board decided to secure counsel in the matter of McCoy against said Board.
On motion, the Board decided to secure the services of Ryder Anderson and District Attorney W. H. Weeks.
On motion, the Board adjourned to meet at the County Farm on Wednesday, December 21, at ten o'clock A. M.
ELEVENTH DAY.
CARMEL, December 21, 1904.
The Board met pursuant to adjournment at the County Farm. Mem- bers all present.
On motion, the reading of the minutes of the tenth day was dispensed with.

On motion, the Chairman appointed two committees to examine and inventory the property at the County Farm.
Mr. Perry and Mr. Clark, committee on outside stock and farm products, etc.
Mr. Townsend, Mr. Benjamin and Mr. Mabie, inside.
The property was duly inspected by the above committees and inven- toried.
After they completed their duties they were joined at their annual dinner by a number of the County officials and a few friends from the several towns.
After the dinner they adjourned to meet at their rooms on December 23, 1904, at ten o'clock A. M.
TWELFTH DAY.
DECEMBER 23, 1904.
The Board met pursuant to adjournment. Members all present. Minutes of eleventh day read and adopted.
Mr. Perry presented petition of Assessors of Putnam Valley for the correction of clerical errors in the assessment roll of Putnam Valley for the year 1904. On motion, the petition was granted.
Mr. Mabie offered the following resolution, which was adopted:
Resolved That there be levied and assessed upon the taxable property of the Town of Patterson the sum of $1,122.92, the amount of town abstract of said town; also that there be levied the sum of $2,200 for the main- tenance of roads; also the sum of $300.00 for the maintenance of bridges in said town; also the sum of $10.00, the amount of town bills audited by the Board of Supervisors.

County bill No. 105, of L. Willard Jaycox, for $9.35, allowed as claimed.
Mr. Townsend offered the following resolution, which was adopted :
Resolved, That there be levied and assessed upon the taxable property of the Town of Kent the sum of $1,448.67, the amount of town abstract of the Town of Kent.
Mr. Hine offered the following resolution, which was adopted :
Resolved, That there be levied and assessed upon the taxable property of the Town of Southeast the sum of $3,437.84; also the sum of $200.00 for the maintenance of poor; also the sum of $4,000.00 for maintenance of highways; also the sum of $1,000.00 for bridges; also the sum of $500.00 for the Brewster Library; also the sum of $1,080.00, the amount of bridge bond and interest.
Mr. Benjamin offered the following resolution, which was adopted :
Resolved, That there be levied on the taxable property, in the Town of Philipstown, the sum of $848.74, the amount of town abstract; also the sum of $311.60, amount of town certificate for balance due Highway Commissioners for 1903; also the sum of $500.00 for highways and bridges by Supervisor.
Mr. Clark offered the following resolution, which was adopted :
Resolved, That there be levied and assessed upon the taxable property of the Town of Carmel the sum of $3,950.00 for working the highways

of said town under the money system; also the sum of $250.00 for roads and bridges.
Mr. Perry offered the following resolution, which was adopted :
Resolved, That there be levied on the taxable property of Putnam Valley the sum of $434.56, the amount of town abstract; also the sum of $2,000.00 for working highways under the money system; also the sum of $2.00, amount of Town bill audited by the Supervisors; also the sum of $300.00 for bridges.
The Committee bill, of Geo. Hine, for $31.04, was presented, and, on motion, allowed; the Clerk was directed to issue order on County Treas- urer for the amount.
County bill No. 106, of Dr. Mckown, for $10.00, was, on motion, allowed as claimed.
On motion, the Board took a recess to meet at one o'clock.

Mr. Benjamin offered the following resolution, which was adopted:
Resolved, That there be levied and assessed upon the Town of Carmel the sum of $142.86 for its proportionate interest on bonds issued July, 1904, and the sum of $60.57 for its share of the legal and other expenses in connection with the issue; and that there be levied and assessed upon the Town of Kent the sum of $190.47 for interest on and $80.77 for expenses as the town's proportionate share of the above bonds; and that there be levied upon the Town of Southeast the sum of $666.67 as interest on and $282.66 for expenses as the town's proportionate share of the above bonds.
Mr. Perry offered the following, which was adopted:
Resolved, That the returns of the Overseers of Highways of the several towns be assessed as presented and placed to the proper account on the tax books.
County bill No. 108, for $87.60, was, on motion, allowed as claimed.
County bill of " Putnam County Courier," for $87.60, was, on motion, allowed as claimed.
Mr. Clark offered the following resolution, which was adopted :
Resolved, That Supervisors Mabie and Townsend and Mr. and Mrs. N. B. Smith, Keeper and Matron of the County Poor Farm, be appointed to represent Putnam county at the thirty-fifth Annual Convention of the County Superintendents of the Poor of the State of New York, to be held at Lake Placid, Essex County, beginning June 23, 1905.
On motion, Mr. Clark and Mr. Mabie were appointed a committee to look after the insurance on County buildings.
On motion, the Board adjourned to meet on Thursday, December 29, at ten o'clock.

FOURTEENTH DAY.
CARMEL, December 29, 1904.
Board met pursuant to adjournment. Members all present. Minutes of thirteenth day read and approved.
On motion, the Clerk was directed to issue an order payable to Leonard Carey, Assessor, Town of Patterson, for $6.40 for services as County Can- vasser and mileage, 1904.
Also, the Clerk was directed to issue an order, payable to W. B. Pierce, Assessor of Town of Carmel, for $4.96, for services as Canvasser and mileage, 1904.
Mr. Hine presented petition of the Assessors of the Town of Southeast for the correction of the assessment roll for 1904. Petition read, and, on motion, granted.

Committee bill of Emerson Clark, for $54.88, or service and mileage, was, on motion, allowed as claimed, and the Clerk was directed to issue an order on the County Treasurer for the amount. Bill of A. C. Townsend for committee service and mileage, for $5.76, was, on motion, allowed as claimed, and the Clerk was directed to issue an order on County Treasurer for the amount.

Mr. Mabie offered resolutions for the building of State roads in the County, the first being the long-talked-of route, commencing at the West chester line, near Baldwin Place, in the Town of Carmel, and running northerly through the Village of Carmel; thence north and northeasterly along the Mud Road and the old highway through the eastern part of the Town of Kent to the line between the towns of Kent and Patterson, near the residence of Lewis G. Robinson ; thence in an easterly direction along the old highway to or near what is known as the Rutledge place ; thence ir a generally north and northeasterly direction to and through the hamlet o: Patterson to the division line between the Counties of Putnam and Dutchess, north of what is commonly known as Akin's Corners in the Town of Patterson.
The other resolutions were as follows :
RESOLUTION No. 2.
Resolved, That the public interest demands the improvement of : public highway situated in the County of Putnam and State of Nev York, and which highway is described as follows: Beginning a the division line between the Counties of Westchester and Putnam at a point near the former residence of Emory Rundle, deceased in the Town of Southeast; thence running in a generally north westerly direction to Dean's Corners; thence in a northeasterly directio: along highway, near the Village of Brewster, through hamlet of Southeas Centre to the hamlet of Milltown; thence continuing northerly throug De Forest's Corners to the line between the towns of Southeast and Pa terson ; thence continuing in a generally northerly direction along the ol highway to what is known as Akin's Corners, in the Town of Patterson.
RESOLUTION No. 3.
Resolved, That public interest demands the improvement of a highwa situated in the County of Putnam and State of New York, and whic highway is described as follows: Beginning on the division line betwee the Counties of Westchester and Putnam, where the old River Road enter the Town of Philipstown ; thence running in a northerly direction throug

said town to the division line between the Counties of Putnam and Dutchess where the old Post Road runs.
RESOLUTION No. 4.
Resolved, That public interest demands the improvement of a public highway, under Chapter 15, Laws of 1898, situated in the County of Putnam and State of New York, and which highway is described as follows : Beginning at the division line of the Counties of Westchester and Putnam, at a point near the Putnam Valley Post Office, in the Town of Putnam Valley; thence running in a generally northeasterly direction through the Town of Putnam Valley to the town line of the Town of Kent, near the residence of Smith Worden, and thence along the Peekskill Hollow Road to Kent Cliffs, in the Town of Kent.
RESOLUTION No. 5.
Resolved, That public interest demands the improvement of the public highway situated in the County of Putnam and State of New York, and which highway is described as follows. Beginning at the corporation limits of the Village of Brewster, in the Town of Southeast; thence running westerly along the old highway to the Village of Carmel terminating at the intersection of the said road with the main street of Carmel.
Mr. Mabie's resolutions were unanimously adopted.
On motion, Mr. Clark and Mr. Mabie were appointed a committee to confer with the State Engineer on the matter of improved roads.
Motion carried.
Mr. Benjamin offered the following resolution, which was adopted :
Resolved, That there be levied and assessed upon the taxable property in the several towns in Putnam County the following sums for the follow- ing purposes :

Mr. Townsend offered the following resolution, which was adopted :
Resolved, That Dr. Mckown be appointed County Physician for th ensuing year and that he treat the prisoners in the County Jail, inmate in the County Poor House and other wards of the County ; that he furnis medicine and surgical treatment when necessary and that he receive salary of $150.00 per annum.
On motion, the Clerk was directed to issue an order on the Count Treasurer, payable to Dr. McKown, for $150.00 for services for the yet 1904.
Mr. Townsend presented returns of Overseers of Highways of tl Town of Kent; filed.
On motion, the Board proceeded to the equalization of assessments.
Tables were offered by Messrs. Clark, Benjamin and Perry, and beir put to a vote the motions were lost. The following table offered by M Hine was adopted, Messrs. Clark, Townsend, Mabie and Hine voting ay and Messrs. Perry and Benjamin nay.

Mr. Mabie offered the following resolution, which was adopted :
Resolved, That the County Treasurer be and hereby is authorized borrow five thousand dollars or so much thereof as may be necessary meet the current expenses of his office.
The bill of " Cold Spring Recorder " was presented for $87.60.
Mr. Weeks, counsel for the Board in the matter of Irving P. McC against the Board of Supervisors and others, came before the Board a: read the answer as prepared.
The bill of " Cold Spring Recorder " for $87.60 was taken up.
On motion, the bill was disallowed.
On motion, the Chairman was authorized to issue an order to A. Budd for $159.75 for insurance on County buildings and contents at t County Farm.

ONE O'CLOCK.
The Board reassembled.
Mr. Clark presented the following report, which was accepted, and the Committee were, with thanks, discharged.
Your Committee on Good Roads would respectfully report that we lave interviewed the State Engineer and Surveyor and have his assurance hat the necessary surveys and estimates will be made at the earliest prac- ical time. The survey of the roads in Putnam Valley, Philipstown, and 'rom Brewster to Carmel will be undertaken as early as possible in the pring; also that portion of the road from the residence of L. G. Robinson n the Town of Kent to Towner's Four Corners, in the Town of Patterson. That portion of the road from Dean's Corners, in the Town of Southeast o the Westchester County line, will be completed immediately in accord- ince with the petition on file. All the routes will be laid out in accordance with desires of the town interested.
We further report that he has consented to retain the petitions on file n their regular order and that the whole or any portion of said roads for which the surveys and estimates have already been made will be approved whenever adopted by the Board of Supervisors.

Resolved, That there be hereby appropriated the sum of $50.00 for each of the following: Michael Ferguson and Theodore Ruscoe, and that the sum of $37.50 be appropriated for each of the following: Margaret Daniels and Peter Lawson, and that the sum of $25.00 be appropriated for each of the following: Catharine Williams, Catharine Robinson and Emeline Cargain, and that the Supervisor issue orders on County Treas- urer in quarterly payments for the amounts.
Mr. Perry offered the following resolution, which was adopted:
Resolved, That $50.00 be appropriated for each of the following-named indigent persons of the Town of Putnam Valley: Herman Odell, Samuel Miller and Phebe Maria Rush.
Mr. Benjamin offered the following resolution, which was adopted :
Resolved, That $75.00 be appropriated for the support of James H. Segur, and $50.00 for each of the following persons, residents of the Town of Philipstown: Mrs. Alfred Lewis, Daniel Lewis, William Hickey and Mrs. Catherine Dillon.
Mr. Hine offered the following resolution :
Resolved, That $50.00 be appropriated for the support of each of the following persons of the town of Southeast: Mrs. Jonathan Minor, Mrs. Ella Murtha and Zulema Bailey, and $25.00 for Mrs. Garigan. Adopted.
Mr. Clark offered the following resolution :

Resolved, That $50.00 be appropriated for the support of Henry Rob- inson, and $40.00 for Charles McAllister, of the Town of Carmel. Adopted.
The bill for committee service and mileage of Henry Mabie to Albany, in matter of State Roads, for $24.80, was allowed, and Clerk was directed to issue order on County Treasurer for the amount.
Bill of Emerson Clark for committee services and mileage, in matter of State road, for $24.00, was taken up, allowed as claimed, and Clerk was directed to issue order on County Treasurer for the amount.
Mr. Mabie offered the following resolution, which was adopted :
Resolved, That a resolution passed by this Board on December 29, 1904, known as Good Roads Resolution No. 2, and now on file in the office of the State Engineer and Surveyor as No. 1164, be amended to read as follows : After the words described insert " Beginning at the division line between the Counties of Westchester and Putnam, at a point near the fac- tory of George Juengst & Sons ; thence continuing in a northeasterly direc- tion to Dean's Corners, thence-

Board met pursuant to adjournment. Members all present. Minutes of fifteenth day read and adopted.
Mr. Mabie offered the following resolution, which was adopted :
Resolved, That the sum of $50.00 be appropriated for the support of Sarah Ann Pepper, an indigent person of the Town of Patterson, and that the Supervisor be authorized to issue order on the County Treasurer for the amount.
The following report was presented, read, and, on motion, accepted : To the Board of Supervisors of Putnam County:
GENTLEMEN-Your Committee on Repairs and Improvements respect- fully reports that they have placed in the County Almshouse a modern steam-heating apparatus, eighteen additional radiators and new piping throughout the building; have also extended pipes from plant in main building to the hospital and placed radiators therein. Mr. W. E. Smith, of Brewster, being the lowest of four bidders, was awarded the contract for all labor and material for the sum of $1,900.00, which amount has been paid by orders on County Treasurer.

Bill of L. A. Shove, for $8.00, was taken up, and, on motion, allowed as claimed, and the Clerk was directed to issue order on County Treasurer for the amount.
Mr. Benjamin offered the following resolution, which was adopted :
Resolved, That the Supervisors of the several towns visit the County Poor-house as follows :

Southeast-March and September.
Kent-April and October.
Putnam Valley-May and November.
Philipstown-June and December.
