BANKS Established under the General Banking Law.
THE NEW-YORK
STATE STOCK SECURITY BANK.
This institution, under provisions of the General Banking Law, issues FRACTIONAL PARTS OF THE PUBLIC DEBT OF THE STATE OF NEW-YORK.
It has been established by a single individual (Mr. L. Bonnefoux,) upon this peculiar principle, that New-York State Stocks only, to the exclusion of any other kind of se- curities, are deposited in the hands of the Comptroller; the certificates of said stocks being transferred to the Comptroller in trust for the special purpose (as is expressed in the body of the certificates and on the book of transfer) of redeeming the notes so issued, if need be, the bills of this institution can therefore be denominated with perfect truth, Fractional parts of the Public Debt of this State, the issue of those Fractional parts being thus (under the supervision of the Comptroller) authorised by the General Banking Law, it thereby creates a circulating medium equal to any existing, giving to the bill holder the security of the State of New-York for the redemption of the notes.
