A LAW,


.TO REGULATE HACKNEY COACHES.


1. Be it ordar ned by the mayor, aldermen and commonally of the city of New York, in common couacil convened, that the mayor of the said city of New York for the time being, shall from time to F

time give and grant licenses under his hand and seal to such persons as he shall think fit, to license thein and every of them, to keep hack- ney coaches and carriages for hire, which said license shall continue in force for the term of one year from the time of granting the same, and no longer, unless the same shall be revoked by the mayor, or in his absence, the recorder, for misconduct in any owner or driver ; and each person to whom such license shall be given and granted, shall pay therefor the sum of five dollars for each and every hack- ney coach and carriage, which he shall keep for hire as aforesaid, which sum shall be paid over by the said mayor, to the chamberlain of the said city, and shall be used and applied in and towards the support of the poor of the said city.


2. And be it further ordained, that no person shall after the first day of April next, keep any hackney coach or carriage for hire in the said city, without having such license as aforesaid, under the penalty of one hundred dollars for every offence.


3. And be it further ordained, that the name of every person so licensed as aforesaid, together with the number of his license, and the number of carriages kept by him, shall be entered in a proper book, to be kept for that purpose in the mayor's office ; and each person so licensed shall cause the number of his license to be painted in a plain conspicuous manner, in figures not less than two inches in size, on the outsides of each of the doors of his carriages, which shall stand at any of the stands, or places herein after for that purpose de- signated, under the penalty of ten dollars for every day or part of the day, that the said carriage shall stand at any of the said stands or pla- ces without such number so painted thereon.


4. And be it further ordained, that it shall and may be lawful for the hackney carriages belonging to the persons so licensed as afore. said, to stand and attend for hire or employ at all times except on Sun- days, at the p'aces following, that is to say, around the Bowling green at the southerly end of the Broadway : and on the westerly side of the Broadway, between the notherly side of the northern gateway lead- ing into the 'Trinity Church-yard and the southerly side of the house at the corner of Broadway and Thames-street, now or lately belong B. ing to Cornelius Ray, esq. and on the easterly side of Broadway fromte- the southerly corner of the Park, to a point opposite the southerly side of Robinson-street and on the northerly side of Chatham-Row from the southerly corner of the said Park to the point opposite the southerly side of Beekman-street and on the westerly side of Chat- ham-square, and at the Circus in Broadway opposite the corner f White-street,and at the northerly side of Courtlandt-street slip adja- cent to the Steam-Boat Ferry Wharf-and the said carriages short be placed in a range with each other, adjoining to theÆrside walk at the said stands, and no carriage shall be placed along side of any other carriage there.


5. And be it further ordained, that no hackney carriage shall stand waiting, or attending for employment in / any of the publie streets or places in this city, other than are ab ove prescribed, nor

shall be placed along side of any other carriage at either of the said stands, under the penalty of ten dollars for each offence.


6. And be it further ordained, that the driver of each hackney carriage shall remain seated on the box or seat of the said carriage during the time said carriage shall be waiting or attending for em- ployment, and shall not quit his seat, except to admit a passenger in- to the said carriage, or to fix or arrange the harness ; after which, he shall forthwith resume his seat, under the penalty of five dollars for each offence.


7. And be it further ordained, that no such driver shall smack or crack his whip while so waiting or attending for employment under the penalty of five dollars for each and every offence.


8. And be it further ordained, that the rates or prices to be taken by the owners or drivers of hackney carriages on the stands above mentioned for the conveyance of passengers, shall be as follows viz.


For any distance not exceeding one mile, for each

For any distance over one mile, and within the lamp


and watch district, for a single passenger, 0 50

And whenever hackney carriages shall be hired and paid by time, or detained, the rates or prices shall be as Follows, that is to say,


For any time not exceeding one hour, $0 75, and so on in pro- portion for a greater or less time.


9. And be it further ordained, that there shall be placed and con- stantly kept in some conspicuous place at the inside of each of the said carriages, a printed card or paper containing the number of the license of the owner of the said carriages, and the whole of the pre- ceding section, under the penalty of ten dollars for each neglect.


10. And be it further ordained, that no owner or driver of any hackney carriage, or any of the stands aforesaid, shall demand or require any greater rate or price for the conveyance of any

passenger, than is above described under the penalty of ten dollars for each offence.


11. And be it further ordained, that no owner or driver of any hackney carriage, or any of the stands aforesaid, shall refuse to convey any person or persons to any place or places on this island,. (unless at the time of application the said carriage shall be actually engaged) under the penalty of fifteen dollars for every such offence.


12. And be it further ordained, that all hackney sleighs employ -- ed on the stands aforesaid shall be numbered in the like manner with hackney coaches, and the drivers the owners thereof respect- ively, shall be subject to all the preceding regulations, fines, forfeit- ures, and penalties.


13. And be it further ordained, that if any offence shall be com- mitted against this ordinance by any driver of any hackney carriage or sleigh, the penalty shall he recovered from and paid by the owner or driver of the carriage or sleigh driver.


14. And be it further ordained, that the attorney of this board. shall be authorised, after the recovery and receipt of any penalty under this ordinance, to pay over one half part thereof to the per- son who shall give him such information as shall enable the said at- torney to prosecate the offender to judgment.
