Messenger Calla -- When necessary, a messenger will be sent to the address of the person desired requesting him to come to a tele- phone, provided the calling subscriber guarantees payment for the messenger service. The exact amount disbursed for messenger service will be chargedi in addition to the charge for the telephone connection and will be included in the bill for toll service against the calling tele- phone,
Collect Calls-Upon the request of the calling subscriber, the charges on a particular-person toff call, including mepenger charges, will be collected from the called station, if such charges are accepted by the person called. Request for Charges If anyone calling from a regular sub- scriber's station (not a public telephone) wishes to be notified of the amount of the charges on his call, he will save time by requesting this information at the time he gives his call to the toll operator. If the request for such information is not made until the completion of the conversation, unavoidable delay may result while the operator obtains the rate and computes the charges.
SUPERVISION OF TOLL CALLS BY PRIVATE BRANCH EXCHANGE ATTENDANTS
Supervision of Toll Connections by private branch exchange attendants interferes with satisfactory service, and therefore attendants should not listen on the line after the connection has been completed.
FREE CALLS
Calls from any telephone in the Metropolitan 'Division may be made to any Department of the Telephone Company in that Division without charge.
The Metropolitan Division includes the five Boroughs of the City of New York-Manhattan, The Bronx, . Brooklyn, Queene and Richmond (Staten Island), the New York Counties of Nad sau, Suffolk (Long Island), Westchester, Putnam, Rockland, the town of Tuxedo in Orange County and Greenwich, Conn .; alad the New Jersey Counties of Bergen, Essex, Hudson, Middlesext. Monmouth, Morris, Passaic, Somerset,. Union and a part of Ocean County.
POLICEMEN and PIREMEN will be allowed Free Loc Service, provided that at the time the connection is asked for the policeman or fireman making the call gives the operatot his badge number and states that the call is made in the pert formance of his official duties, as follows:
(1) From any Public Telephone in the Boroughs of Man- hattan and The Bronx to any other station in these Boroughs." (2) From any Public Telephone in the Borough of Brooklyn to Police or Fire Headquarters in that Borough.
(3) From any Public Telephone in the Borough of Queens to Police or Fire Headquarters in that Borough.
(4)' From any Public Telephone in the Borough of Rich- mond to Police or Fire Headquarters in that Borough.
On all free calls made from coin box stations, the coin de- posited in order to call the operator will be returned.
EMERGENCY CALLS
Calls for the purpose of summoning assistance in case of fire, Iqtlessness or accident will be given special attention, if at the time the call is made it is indicated that the call is necessitated by an emergency. The call should begiven to the operator in such a way that the nature of the emergency is clearly indicated; as, for example " I want to report a fire, " or " I want to get a policemes." Emergency calls made in this manner will not be charged,
If circumstances compel the calling party to leave the tele- phone before obtaining connection with the desired station, the operator should be told of the exact location where help is needed in addition to the nature of the emergency.
TELEGRAMS BY TELEPHONE Call by NAME
To facilitate sending telegrams and cablegrams, 'patrons should call by name for the Postal Telegraph-Cable Company, for the Western Union Telegraph Company.
Postal Telegraph-Cable Company- Call "Postal."
Patrons Calling "Postal" will be connected with the office des- · iguated by that Company to receive telegrams or cablegrachs by telephone.
Western Union Telegraph Company-Call "Western Union." Patrons calling "Western Union" will be connected with the office designated by that Company to receive telegrams or cable- grams by telephone.
By arrangement with the Western Union Telegraph Compare,. the charges for Western Union telegraph messages filed by tele- phone will be billed by the Telephone Company on telephone bill as rendered. .
Patrons calling telegraph companies for any other purpose than to send a telegram or cablegram should call by number in the usual manner.

WEATHER FORECASTS
Subscriber i can obtain information relating to weather fore- casts, by calling; up the U. S. Weather Bureau, New York City. In case a call involves a toll charge, the toll will be charged to the subscriber making the call.
IDENTIFICATION OF EMPLOYES
Every employe of the Telephone Company authorized to inspect, repair or remove the Company's apparatus carries a metal badge showing the Company's name and his own number. -Subscribers are earnestly requested to' refuse access to. their premises to anyone who cannot in this way identify himself.
ATTACHMENTS TO TELEPHONES
Telephone instruments have been designed to produce the best results and are, necessarily, very sensitive and intricate. The various unauthorized devices offered for sale and which are supposed to improve transmission, eliminate noise, destroy germs, supplant the telephone directory, etc., are unnecessary. Many of them get the telephone lines and instruments out of order and the Company, to protect its service, is compelled to remove them.
Subscribers' contracts provide that no instrument or appli- ance not furnished by the Company shall be attached to or used in connection with its instruments or lines.
INJURING TELEPHONE PROPERTY
Any person who wilfully or maliciously displaces, removes, injures, or destroys a line of telegraph or telephone, wire of cable, pier or abutment, or the material or property belonging thereto, without lawful authority, or who shall unlawfully and wilfully cut, break, tap, or make connection with any telegraph or telephone line, wire cable or instrument, or read or copy in any unauthorized manner any message, communication or report passing over it, in this state; or who shall wilfully prevent, obstruct or delay, by any means or contrivance whatsoever, the sending, transmission, conveyance or delivery, in this state, of any authorized message, communication or report by or through any telegraph or telephone line, wire or cable, under the control of any telegraph or telephone company doing business in this state; or who shall aid, agree with, employ or conspire with any person or persons to unlawfully do, or permit or cause to be done, any of the acts" hereinbefore mentioned, or who shall occupy, use a line, or shall knowingly permit another to occupy, use a line, a room, table, establishment or apparatus to unlawfully do or cause to be done any of the acts hereinbefore mentioned, is punishable by imprisonment for not more than two years .- Extract from Section 1423 of the Penal Law.

PRIVACY OF TELEPHONE SERVICE
" A person who wrongfully obtains or attempts to obtain any knowledge of a telegraphic or telephonic message by connivance with a clerk, operator, messenger or other employe of a telegraph or telephone company, or * * * being such clerk, operator, mes- wenger or other employe, willfully divulges to anyone but the persons for whom it was intended the contents or the nature. thereof, of a telegraphic or telephonic message or despatch intrusted to him for the transmission or delivery, or of which contents he may in any manner become possessed, * * * is pun- ishable by a fine of not more than one thousand dollars, or by imprisonment for not more than two years, or by both such fine and imprisonment."

TERMINATION OF CONTRACTS

SUSPENSION OF RESIDENCE SERVICE
When a residence is to be closed for any considerable pe iod, the telephone service may be temporarily suspended without ter- mination of contract or removal of telephone instruments, anı un- der certain conditions, if arranged for in advance, a partial a ow- ance will be made for a period not exceeding four months in any contract year; the allowance for suspended service on farty lines will be made for only one (1) period of four months of less in any contract | year. Bills will be rendered regularly " hile service is suspended, and the total allowance credited to subse :ber when service is tesumed. This suspended service does not app y to business telephones. It applies to residence telephones, ar d is offered as a convenience when water, electricity, gas, etc., are also being shut off, and the residence left without a caretaker. If a caretaker' or watchman is employed, or the premises even cast ally visited by persons acting for the owner, it is recommended hat telephone service be maintained, as the telephone is a very val- uable aid in case of fire or accident.
DIRECTORY LISTINGS FOR NON-SUBSCRIBERS
Residents of Hotels or Apartment Houses and bus .jess men, who are not subscribers to Telephone Service, but who. have desk room in offices equipped with message rate Telep! one Service, may, with the consent of the subscriber, have i leir names listed in the Telephone Directory in connection with the telephone number of the Hotel, Apartment House, or Offk } in which they are located. A moderate charge is made for i uch listings.
BILLS FOR TELEPHONE SERVICE
Bills for local service will be rendered monthly in advanch in accordance with the terms of the contract. Charges for jub- urban and long distance messages (foreign messages) will aps ear on the same bill, the charges covering a period of one month but in order to render bills on the first of the month the pe' lod will begin and end several days before the end of the caler dar month.

For the convenience of the public the Telephone Company maintains a number of business offices throughout the cty. These offices handle all matters relating to new telephone wirv. ice, removals, termination of contracts, directory listi fra, directory advertising, adjustment of accounts, collection of brin, etc., in the territory served by the Central Offices for which these local business offices are responsible.
These offices can, however, handle any business relativi ; to telephone service in any part of the territory.

SPECIAL INSTRUCTIONS TO PUBLIC TELEPHONE AGENTS
REQUEST TO SEND A MESSENGER
Public Telephone Agents, on a request from, the Toll Operator to send -for any person, should endeavor to . secure messenger service at as low a figure as possible, and in all cases should notify the Toll Operator of the charge, and receive her approval of the amount before sending the messenger.
The Public Telephone Agent should transmit the messen- ger's report to the Toll Operator as soon as the messenger returns.
PAYMENT FOR MESSENGER SERVICE
The Toll Operator will write a credit slip, covering the amount paid for messenger charges, which amount will be paid to the agent by a collector where the public telephone is. equipped with a coin box, otherwise the amount will be credited to the agent'e account.
CHARGES
Public Telephone Agents should collect either cash or pass for every call madej from a public telephone, except in the case of calls described under "EMERGENCY. CALLS ".which are free of charge, and under "FREE CALLS."
PASSES
Passes issued by the New York Telephone Company are good only for messages sent over the lines of that Company, within the Division indicated on the pas.
Passes issued by other Local Companies are good only for messages sent over the lines of the companies by whom issued or countersigned.
Passes issued by the American Telephone & Telegraph Com pany (Long Distance) will be accepted in payment of tolls t points reached via the lines of that Company. These passes are not: good for local or suburban Toll charges or for messengr service:' -

THE new schedules are the result of an agreement reached by the Public Service Commission, Second District, State of New York, and the Telephone Company, and- are in accordance with the formal order of the Commission dated March 30, 1915.
The local calling area under message rate contracts has been greatly extended under these new schedules, and the rate per message con- siderably decreased from that charged for service in a smaller territory under standard schedules in effect prior to July 1, 1915, There are no changes in rate or local calling areas, in "connection with Standard Local Flat Rate Contracts.
The introduction of these new rates on July Ist suggests that it might be opportune for you to consider changes in your present telephone equipment which would give added facilities and improved service at no addition to the present annual charges.
