Shortly after the close of the regular session of the General Assembly was appointed by Governor Nash, together with the Honorable Wade H. Ellis, now Attorney General of Ohio, to draft the new municipal code and introduced that measure at the extraordinary session of the General Assembly called by the Governor. Was chairman of the conference committee to adjust differences between the House and the Senate; was nominated for Congress from the First District of Ohio during the extraordinary session and elected by 15,000 plurality; was a member of the Republican State Executive Committee the following year and chairman of the Speakers' Bureau. Is a member of the committee on For- eign Affairs and Pensions in the national House of Representatives; is the member from Ohio on the Republican Congressional Committee and a member of the Executive Committee of that body. He was re-elected to the 59th and 60th Congresses.

Mr. Goebel was elected a mem- ber of the House of Representatives of Ohio in 1875; he was elected Judge of the Probate Court of Hamilton County, in 1884, and re-elected in 1887; was elected to the 58th, 59th and 60th Congress. HON. J. E. HARDING, of Middletown, Ohio,
H ON. J. E. HARDING, of Middletown, Ohio, was born in Excello, Ohio, on the 29th day of June, 1877. He is of English-German extraction. His father, A. E. Harding, was a native of Surrey, England, while his mother, Mrs. Christine (Bridge) Harding, was born in Pennsylvania of German parent- age. The senior Harding died twenty-three years ago after having accumulated quite a fortune as a manufacturer of writing paper. He came to this country at the age of twenty-four and located in Middletown, Ohio, in the year 1854. He built the village of Excello (located three miles south of Middletown), where the family mansion was erected at the same time. The Harding fam- ily still resides there, Hon. J. E. Harding's business address being Middle- town, Ohio. He was elected to the State Senate of the 76th General As- sembly from the Second-Fourth Senatorial District, and served one term, and . was the only Republican ever elected from this district. In 1906 he was elected as a member of Congress over James E. Campbell, and succeeds Hon. R. M. Nevin from this district, who served three terms. He received a thor- ough education at the Amanda public school, Pennsylvania Military College, at Chester, Pa., and the University of Michigan, at Ann Arbor, from which institution he graduated in 1900 with the degree of LL. D. He enjoyed the dis- tinction of being the youngest member of the State Senate, and is now said to be the youngest member of the Sixtieth Congress. His affable disposition has made him exceedingly popular, and all the probabilities indicate that he will succeed himself as long as he desires as a member of Congress from the Third Ohio District.

JOSEPH WARREN KEIFER.
OSEPH WARREN KEIFER, Republican, of Springfield, was born January J
30, 1836, on a farm in Bethel township, Clark County, Ohio, where he re- sided until 1856; educated in common schools and at Antioch College; commenced the study of law on the farm and later pursued it in Springfield, Ohio; was admitted to practice in Ohio January 12, 1858, and has since prac- ticed his profession when not engaged on some public duty; married Eliza Stout, March 22, 1860, who died March 12, 1899; has three sons; enlisted as a soldier in the Union Army April 19, 1861; was commissioned major of the Third Ohio Volunteer Infantry April 27, 1861, and promoted to be lieutenant- colonel of that regiment February 12, 1862; was commissioned colonel of the 110th Ohio Volunteer Infantry, September 30, 1862; was appointed brigadier- general by brevet November 30, 1864, "for gallant and meritorious services in the battles of Opequon, Fisher's Hill and Cedar Creek, Virginia," and was as- signed to duty by President Lincoln as brigadier-general December 29, 1864; was appointed July 1, 1865, major-general by brevet for "gallant and dis- tinguished services during the campaign ending in the surrender of the in- surgent army under General R. E. Lee;" was mustered out of service June 27, 1865, having been in the volunteer army four years and two months; was a member of the Ohio State Senate 1868-69; was three years commander of the Department of Ohio Grand Army of the Republic; was a representative from Ohio in the 45th, 46th, 47th and 48th Congresses, and Speaker of the 47th Congress; was elected to the 59th and 60th Congresses.

RALPH D. COLE.
R ALPH D. COLE was born November 30, 1873, at Vanlue, Hancock County, Ohio. Attended country school; graduated from Findlay College in 1896. Taught two terms of school. Studied law at Ohio Normal University at Ada, Ohio, and admitted to the bar, December, 1900. Appointed deputy clerk of the Courts in 1897, and served two years. Nominated by the Republican party and elected to the 74th General Assembly, re-elected in 1901. Nominated by the Republican party and elected to Congress in 1904 in the 8th Congressional District of Ohio. Re-elected in 1906. He is a member of three standing com- mittees: Agriculture, Territories and Irrigation.

ISAAC R. SHERWOOD, Toledo, O.
I SAAC R. SHERWOOD was born at Stanford, N. Y., August 13, 1853; son of Aaron and Maria (Yoemans) S. He was educated at Antioch College, Ohio, and is a graduate of the Ohio Law College, Cleveland. Was mar- ried September 1, 1859, to Kate M. Brownlee, of Poland, Ohio. He enlisted in the army April 16, 1861, and served four years, commanding the 111th O. V. I. three years; was in 46 engagements and was breveted brigadier general by President Lincoln for gallantry on the fields of Franklin and Nashville, Tenn., November 30 and December 15, 1864, respectively. In the battle of Franklin his regiment lost more men. killed and wounded, than any other regiment in the Union army. He was Secretary of State of Ohio, 1870-4; member of Con- gress, Toledo District, 1874-6; Judge Probate Court, Lucas County, two terms; editor consecutively Cleveland Leader, Toledo Journal, Toledo Commercial and Canton News-Democrat; author of "The Army Grayback." In 1906 he was elected to Congress as a Democrat from the 9th Ohio District, which district in 1904 gave the Republican' candidate for Congress a plurality of 18,640.
