Agreeably to the minute of yesterday, Council resumed the con- sideration of the case of Patrick Waugh now under sentence of death for the murder of his wife, and Mr. Findley ( who made enquiry concerning the prisoner, having understood that there were some circumstances to justify a further respite) now moved the board to respite Patrick Waugh until the eleventh of December next, which motion being seconded by Doctor Gregg ; it was

In conformity with the act of General Assembly passed the fifth day of March last, entituled " An Act relating to the securities of Sheriffs and Coroners," Jacob Bennett, Esquire, Sheriff of the county of Bucks, appeared before Council, and entered into a re- cognizarce in the sum of two thousand pounds for the faithfull performance of the office of Sheriff of the said county, according to law, and be offered James Tate and William Bennet, of the said county, as his sureties, who were accepted as such.
The Comptroller and Register General's reports upon the ac- count of William Semple, Esquire, late Sub-Lieutenant of the city and Liberties of Philadelphia, for five hundred and eighty-

eight days employed in the duties of the said office, between the tenth of June, 1777, the time of his appointment, and the twen- tieth of December, 1779, the time of his resignation, amounting to sixty-three pounds one shilling and five pence, was read and ap- proved, and an order was drawn upon the Treasurer in favor of Mr. Semple, payable out of the monies arising from militia fines in the said city and Liberties.
A petition of James Pearson, stating, in behalf of Thomas Paul and others, a claim to a city lot in right of Thomas Harding, an original purchasor of land from William Penn, Esquire, which was received and read in Council on the ninth day of April, 1788, was this day read the second time, and an order taken that the said claim be referred to the Land Offices to report thereon to Council.
A petition from Samuel Coates, of the county of Delaware, who was convicted at a Court of General Quarter Sessions of the said county of fornication, praying that Council would be pleased to re- mit the fine of ten pounds which was imposed upon him for the said offence, being read the second time, with a recommendation from a number of respectable inhabitants of the said county in his behalf, it was thereupon
Resolved, That the said fine of ten pounds be and the same is hereby remitted.
Upon application of Colonel Thomas Proctor for four quarter casks of gun powder and four yards of flannel, to be made up into catridges, and used upon the arrival of the President of the United States in this city, it was agreed that Colonel Proctor be authorized to purchase the said quantity of gun powder and four yards of flannel for the purpose aforesaid, he to be accountable.

Of Francis Johnston, Esquire, Receiver General of the Land Office, for fees received in his office during the months of August, September and October, 1790, amounting to three hundred and sixty-one pounds fifteen shillings.
Of William Zoll, for militia services rendered by John Heins in the county of Berks in the year 1781, amounting to ten pounds seventeen shillings, for which sum he obtained an order from Henry Spyker, Pay-master, upon the Treasurer of Berks county ; but no money being paid thereon, the said sum is now charged to the said Pay-master, and the order delivered up to be cancelled.
Of Lieutenant Daniel Stroud, for the residue of pay due to his company of Berks county, while employed in guarding prisoners of war in August and September, 1781, amounting to ninety-five pounds eighteen shillings.
Of Charles Biddle, Esquire, Secretary to Council, for fees re- ceived in the Secretary's Office from the twenty-third of April until the eighth day of September, 1790, amounting to two hundred and sixty four pounds eleven shillings and two pence, by which account it appears that a ballance is due of thirty-eight pounds nineteen shillings and five pence is due to the Secretary.
Upon further consideration of the application and claim of Rich- ard Peters, Esquire, to a city lot in right of Adrian Vroessen's pur- chase, it was
Resolved, That Mr. Findley, Mr. Gregg and Nathaniel Bread- ing, be a committee to confer with Mr. Peters relative to the said claim.
On motion,
Resolved, That Mr. Taylor be added to the Committee who were appointed to superintend the exchage of certificates, Doctor Wilk- ins, one of that Committee, being now absent.

Of William Bradford the elder, for public monies received and expended by him as chairman of the State Navy Board, between the twenty-sixth of February and the second of September, 1778, by which it appears that the sum of three hundred and fifty-five pounds ten shillings and two pence, specie, is due to the said Wil- liam Bradford.
Of the said William Bradford, for monies paid for repairing arms and the expences of drummers and fifers, &ca , for his company of Philadelphia Associators, betwen the twenty-sixth day of May, 1775, and June the twenty-fifth, 1775, by which it appears that the sum of one hundred and seven pounds nineteen shillings and three pence, is due to the said William Bradford, upon the said account.
Of the said William Bradford, for printing work done for the Trustees of the General Loan office of the late Province of Penn- sylvania, between the fourteenth of August, 1760, and the twelfth of April, 1764, amounting to three pounds fifteen shillings.
A return of the General election of Sheriffs and Coroners, held in the county of Huntingdon, was received and read, by which it appears that John Patton and Alexander Ramsey, were duly elect- ed Sheriff, and William Enyeart and Lodowick Sell, Coroners of the said county ; whereupon, it was

Resolved, That a commission under the great seal be issued to Robert Galbraith and Andrew Henderson, Esquire, of the said county, authorising them to take from the said Sheriff and Coroner, the said recognizances and bonds in the manner prescribed in and by the said act of Assembly, and that the said commissioners make a report to Council of their proceedings in the premises.
On motion of Doctor Gregg, seconded by Doctor Wilkins, it was
Resolved, That Tuesday next be assigned for the further con- sideration of the motion which was made on the day of
last, for a general pardon of persons who have been attainted of high treason.
Upon farther consideration of the petition of William Rosell, now confined in the jail of the city and county of Philadelphia for larceny, praying that Council would be pleased to remit the fine and the punishment of three years bard labour, to which he hath been sentenced by the Mayor's Court for the said offence, and a committee of Council who are appointed to enquire into the situa- tion and character of the prisoner, having reported from the infor- mation of Mr. Reynolds, that since his confinement he has behaved himself well, and been useful in discovering to the jailor a conspi- racy among some of the' prisoners for breaking the jail and escape- ing, it was
Resolved, To pardon the said William Rosell, on condition of his leaving the State immediately not to return.

Of Patrick Cavenough, for the depreciation of his pay as a pri- vate soldier in the Pennsylvania line of the late Continental army, from January, 1777, to July, 1780, amounting to one hundred and seven pounds ten shillings.
Of Colonel David Jenkins, late of the tenth battalion of the militia of Lancaster county, for his services in 1777, 1778, and 1779, in taking an account of male white inhabitants, and classing the said battalion, also executing the orders of Bartram Galbraith, Lieutenant of said county, from time to time, amounting to four- teen pounds ten shillings and six pence.
An order was drawn upon the Treasurer in favor of Frederick Sneider, for the sum of fifteen pounds, in full of his account for his wages as Doorkeeper to Council, for the month of November, 1790.
Agreeably to the resolve of the second instant, Richard Peters, Esquire, and the officers of the Land office attended, when Coun- cil proceeded to the further consideration of the petition of Richard Peters, Esquire, for an equivalant in value for city lots claimed un- der Adrian Vroesen's original purchase of 5000 acres of land from William Penn, Esquire, and it appearing to the satisfaction of this Board, that on the fifth day of July, Anno Domini, 1781, the said Richard Peters exhibited his claim to the said lots together with the deeds and papers in support thereof, and Council having by their resolution of the first day of July, 1788, admitted and allow- ed his said claim.
Resolved, That the claim of the said Richard Peters, Esquire, to an equivalent in value for the lot originally falling on High or Market street, be and the same his hereby allowed and confirmed.
And it further appearing to Council, that on the said fifth day of July, 1781, when the said petition was exhibited, certain ground situate on the north side of Market or High street, between eighth and ninth from the river Delaware, in the said city, being in breadth on the said High or Market street, one hundred and thirty- two feet, and in length or depth three hundred and six feet, which ground hath since been sold by the Commonwealth to Alex- ander Qurrier, William Hunter, Isaac Melcher, David Kennedy, John Davidson and John Steinmetz, was vacant ..
Resolved, That a writ be framed and issued by the Prothonota- ry of the Supreme Court, (in which the lot and premises last men- tioned shall be particularly described,) directed to the Sheriff of the county of Philadelphia, commanding him to summon a Jury of twelve good and lawfull men, who being sworn or affirmed shall proceed to assign to the said Richard Peters, Esquire, so much of the unappropriated lots within the city of Philadelphia, as shall in their judgment, (having due regard to quantity and quality,) be equal in value to the said last mentioned lot
Resolved, That the farther consideration of the claim of Richard Peters, Esquire, for an equivalent for a lot originally falling on Front street, be postponed until Wednesday next.

An order was drawn upon the Treasurer in favor of Alexander McLene, Esquire, for the sum of thirty pounds, payable according to a resolution of the General Assembly passed the 21st day of No- vember, 1788, payable out of any unappropriated monies in the Treasury, being on account of his services as a Commissioner for reviewing the road from Bedford to Pittsburgh, under an appoint- ment from Council dated the 14th of March, 1789.
The consideration of the motion for a general pardon of persons who have been attainted of treason in the late war, was postponed.
A transcript of the record of the conviction of Joseph Edward Jones, in the county of Northumberland, for the murder of Dennis Leary, was read ; and on motion, it was
Resolved, That Thursday next be assigned for the consideration thereof.
On motion of Doctor Gregg, and on considering the report of the officers of the Land office upon the application of Thomas Paul, as attorney in fact for the heirs of Thomas Harding, for an equiva- lent in value for a lot of ground in the city of Philadelphia, granted to the said Thomas Harding, by Patent from William Penn, Esquire, dated the 7th of the 4th month, 1684, containing in breadth fifty feet, and in length or depth three hundred and six feet, bounded southward by Mulberry street, and eastward by the Twelfth street from the river Delaware, which lot has been sold by the Common- wealth to James Budden.
Resolved, That Council are of opinion the claim of the petitioner in behalf of the heirs of the said Thomas Harding, deceased, is well founded, and that he is entitled to an equivalent for the lot above described, in the mode prescribed in and by the Act of Assembly passed on the 10th day of April, 1781.
