He shall on the first day of every month pay over to the Treasurer the entire sum of money that he may have re- ceived during the preceding month, taking the receipts of the Treasurer therefor on each of the accounts; so that - the settlement of monies received by him shall be final and · complete each month. No disbursement of any sum what- ever shall appear on these books. If any petty expenses are requisite to be paid by the Keeper, it must be by ar- rangement or authority of the Treasurer.
