POST OFFICE ESTABLISHMENT.
The post office establishment is under the direction of a post master general, whose office is called the general post office, and is kept at the seat of govern- ment.
Congress, by special acts, established · such post- roads as appear to them expedient. At this time there is a main post road which extends 1733 miles, from Scodic, on the north-eastern extremity of the Sea coast of the United States, to St. Mary's on the south-east- ern extremity, and another main post road, which leads from the seat of government to New Orleans, being the distance of 1233 miles, and branches or cross roads, which keep up a communication between the capital of the United States and the capital of the in- dividual States, and also with every city or village of any note. The aggregate of the extent of the several post roads is 31,616 miles.
The mail is carried by contracts made with the post master general, who has divided the whole into nearly four hundred and sixty routes or contracts, and stipu- lates for its conveyance as often and with such expe- dition as he finds the public interest requires. It is now carried every day between the great commercial

towns; twice a week to the capitals of each state where they are not commercial, and once a week to other places. The usual rate of travelling on the cross roads is 40 miles a day, and from sixty to one hundred and twenty miles in twenty-four hours, between the great commercial towns.
Post offices are established by the post master gene- ral, at such places as he considers expedient. There are already rising of two thousand (1809) post offices in the United States.
Stages are erected for the conveyance of the mail and passengers, from Wiscasset in Main, to St. Mary's in Georgia, and on many of the cross roads.
RATES OF POSTAGE.
For single letters, (such as are composed of one piece of paper) and carried not exceeding 40 miles, eight cents; over 40 miles, and not over 90 miles, ten cents; over 90 miles, and not over 150 miles, 12 1-2 cents; over 150 miles, and not over 300 miles, 17 cents; over 300 miles, and not over 500 miles, 20 cents; over 500 miles, 25 cents. Double letters, or those com- posed of two pieces, double those rates; triple letters, or those composed of three pieces, triple those rates; quadruple letters, or those composed of four pieces, quadruple those rates; packets or letters, containing more than three inclosures, are charged by weight, each quarter ounce being equal to a single letter.
POSTAGE ON NEWSPAPERS.
Each paper carried not exceeding 100 miles, one cent; over 100 miles, and out of the state where printed, one and a balf cents.
POSTAGE ON MAGAZINES OR PAMPHLETS.
For each sheet carried not over 50 miles, one cent; over 50 miles, and not over 100 miles one and a half cents; over 100 miles, two cents.
Neither magazines nor pamphlets are admitted into the mail, when they are addressed to places to which the mail is carried on horseback, if the post master is

of opinion that they will impede the transportation of the mail.
Those who send letters may either pay the postage in · advance, or leave it to be paid by their correspondents.
When letters have lain in a post office three months they are then called dead letters, and are returned to the general post office, where they are opened; if they contain nothing which appears to be valuable they are destroyed; if they contain any thing which appears to be valuable they are returned to the writer, if his resi- dence is known, and if not known, they are preserved in the office.

REMARKS ON THE FOREGOING TABLE.
Since the 24th of January 1803, the convenience, utility, and security of mail coaches have been ex- tended in different parts of the United States, over post roads, to the distance of 3,085 miles, where they never had been contemplated previous to that period.
Since the third of March 1801, the post roads have increased forty-four and three-fourths per cent. The establishment of mail coaches have been increased sixty-nine and an half per cent. The daily transpor- tation of the mail by stages has increased 2427 miles, and the whole daily transportation of the mail has increased 3,950 miles.
