BAILEY'S Washington Almanac, FOR THE YEAR OF OUR LORD

1823,

Being the third after Bissextile, or Leap Year.

WASHINGTON.

PHILADELPHIA :

PRINTED FOR ROBERT DESILVER. Yo. 110, Walnut Street.

NOTES TO THE READER.

First .- The Astronomical calculations are made to so- lar, or apparent time ; to which, add the equation, when the sun is slow, and subtract when fast, for the mean, or clock time.

Second .- The time of High Water, at Philadelphia, is so computed, as to serve for either morning or evening, (near enough for common use,) the morning flood being about 12 minutes earlier than the time in the tide column, and that of the evening as much later.

Third .- As the day ends at midnight, the rising, setting, and southing, of the Moon, after that time, is found against the succeeding day : so, on the night of (or following) the 5th day of January, the Moon rises at 2 h. 25 m. after mid- night, viz. in the morning of the 6th, not at 1 h. 22 m. the time opposite the 5th, which is that of its rising the pre- ceding morning.

Fourth .- The rising, setting, or southing, of a star, may be carried several days backward, by adding, or forward, by subtracting, 4 minutes per day :- for instance,. on the 11th day of January, Sirius is south at 11h. 5 m. adding 12 m. for three days sooner, we have 11 h. 17 m. for the southing on the 8th ; and by deducting 8 m. for two days later, we have 10 h. 57 m. for the southing on the 13th of the same month, &c.

RATES OF POSTAGE.

For a Single Letter, composed of one piece of paper, and carried any distance not exceeding 36 miles, 8 cents ; over 36, and not ex .. ceeding 80 miles, 10 cents ; over 80, and not exceeding 150 miles, 123 cents; over 150, and not exceeding 400 miles, 183 cents ; over 400 miles, 25 cents .- Double Letters, or those composed of two pieces of paper, are charged with double those rates-Triple Letters, with triple those rates-Quadruple Letters, with quadruple those rates, provided they weigh one ounce ; otherwise, with triple postage .- Every Packet, composed of four or more pieces of paper, and weigh- ing one ounce, or more, is to be charged with single postage for each quarter of an ounce ; except letters conveyed by water mails, which are not to be charged with more than quadruple postage, unless the packets actually contain more than four distinct letters.

Newspapers .- Each paper, carried not over 100 miles, 1 cent ; over 100 miles, 13 cent. But if carried to any Post Office in the state in which it is printed, whatever may be the distance, the rate is 1 cent.

Magazines and Pamphlets are rated by the sheet ; and carried not over 50 miles, per sheet, 1 cent; over 50, and not exceeding 100 miles, 1} cent ; any greater distance, 2 cents .- Every 4 folio, 8 quar- to, or 16 octavo, or lesser pages, to be considered a sheet : also, the surplus pages beyond even fours, &c.
