POSTAGE RATES.
First Class-Letters and all other written matter, whether sealed or unsealed, (except manuscript copy accompanying proof-sheets or corrected proof-sheets of the same) and all other matter sealed, nailed, sewed, tied or fastened in any manner, so that it cannot be easily examined, two cents per ounce or frac- tion thereof, including delivery at letter car- rier offices. Postal cards, one cent each. Postal cards are unmailable with any writing or printing on the address side, except the direction, or with anything pasted upon it or attached to them. On private mailing cards bearing written messages, provided they con- form to regulations, one cent each. Drop letters, two cents per ounce or fraction thereof, when mailed at letter carrier offices, and one cent at offices where free delivery by carriers is not established. The postage on first-class matter should be fully prepaid, but if two cents in stamps be affixed, the matter will be forwarded and the remainder due collected of addressee before delivery.
Second Class-Only for publishers and news agents; publications of the second-class, when sent by the publishers thereof and news agents, are subject to postage at the rate of one cent a pound or fraction thereof.
The rate of postage on newspapers and periodical publications of the second class, when sent by other than the publisher or news agent, is one cent for each four ounces or fraction thereof, and must be fully prepaid. Publications of the second class, one copy to each actual subscriber residing in the county where the same are printed, in whole or in part, and published, shall go free through the mails; but the same shall not be delivered at carrier offices, or distributed by carriers, un- less postage is paid thereon at the rate of one cent per pound. The rate on newspapers and periodicals (except weeklies) and periodicals weighing more than two ounces shall be sub- ject, when delivered by carriers, to a postage of two cents each, and these rates shall be prepaid. Weekly newspapers mailed for de- livery at a free delivery office, although within the county of publication, must pay the pound rate, and are then entitled to delivery by ca-r riers, or through boxes or the general delivery. Daily newspapers, or papers other than week- lies and periodicals, mailed for delivery at other than letter carrier offices within the . county, one copy of each to actual subscribers
residing in the county, are entitled to pass free; but if mailed for delivery at a letter car- rier office other than the office of mailing, the pound rate must be paid thereon; if mailed for delivery at a letter carrier office, through office box or general elivery at the office of mailing, the pound rate must be paid; if de- posited in a letter carrier office for delivery by carriers, the postage must be prepaid at the rate of one cent each for newspapers, one cent each for periodicals weighing less than two ounces, and two cents for periodicals weighing over two ounces.
Third Class-Must be placed under a band, upon a roller, between boards or in an unclosed envelope, or closed so as not to conceal the nature of the packet or its contents, or it may be so tied with a string so as to easily unfasten (all matter enclosed in sealed envelopes notched on the sides or corners must pay letter rates) onė cent for each two ounces or fraction thereof, which must be fully prepaid. This includes books, circulars, chromos, hand bills, engravings, lithographs, magazines, music, newspapers, pamphlets, photographs, proof- sheets, and manuscript accompanying the same, reproduction by the electric pen, hekto- graph, metallograph, papyrograph, and in short any copying press not in the nature of personal correspondence. Seeds, bulbs, roots, scions and plants, although mailable at third class rates are fourth class matter in all other respects and may bear the written additions permissible on matter of that sort. Limit of weight four pounds, except for a single book, which may weigh more. Third class matter must be fully prepaid or will not be forwarded.
Fourth class-All mailable matter not in- cluded in the three preceding classes which is so prepared as to be easily withdrawn from the wrapper and examined, or which is not in its form or nature liable to destroy, deface or otherwise damage the contents of the mail bag or harm the person of any one engaged in the postal service and not above weight provided by law. Rate, one cent per ounce or fraction thereof. Limit of weight four pounds. Full prepayment compulsory.

The whole number of postoffices in Texas is 2,661. The whole number of presidential offices is 298, consisting of 9 offices of the first-class, 63 of the second-class and 226 of the third class. There are 2,363 offices of the fourth-class in Texas, and 1,692 money order offices and 58 money order branch offices and stations.

Other Matters-Articles of every kind or nature which are admitted to the domestic mails of either country, will be admitted under the same conditions to the mails exchanged between the two countries, except that arti- cles other than letters in their usual and ordi- nary forms are excluded from the mails, unless they are so wrapped or enclosed as to permit their contents to be easily examined by post- masters or custom officers; and except, also, the following articles, the transmission of which is absolutely prohibited under any cir- cumstances, viz: Sealed packages, which, from their form and general appearance, evi- dently are not letters, and are not wrapped or inclosed as above required; publications which violate the copyright laws of the country of destination ; packets (except single volumes of printed books and packages of second class matter) which exceeds four pounds, six ounces in weight; poisons, explosives or live or dead (not dried) animals, insects or reptiles, con- fections, inflammable material, fatty sub- stances or those which easily liquefy; paste, fruits and vegetables which quickly decompose; substances which exhale a bad odor; lottery tickets or circulars and newspapers containing advertisements of lotteries; Police Gazettes: all obscene or immoral articles, and other articles which may destroy or damage the mails or persons handling them. All articles are required to be fully prepaid with postage stamps at the same rate of postage applicable to similar articles in the domestic mails of the country of origin, and are required to be de- livered free to addresses of destination, except letters in their usual or ordinary form prepaid two cents which must be forwarded to the proper U. S. exchange postoffice where they will be stamped "T" and rated with deficient postage.
RATES OF POSTAGE TO MEXICO.
Letters, newspapers and printed matter are now carried between the United States and Mexico at the same rates as in the United States. Samples are 1 cent for 2 ounces; limit of weight, 83/4 ounces. Merchandise, other than samples, may only be sent by par- cels post. No sealed packages other than let- ters in their usual and ordinary form, may be sent by mail to Mexico, nor any package over four pounds, six ounces in weight.
RATES OF POSTAGE TO POSTAL UNION COUNTRIES.
Letters-Five cents per half ounce or frac- tion thereof (fifteen grams being the postal equivalent of half an ounce). Postal cards, single, two cents each; with paid reply, four cents each. Newspapers and other printed matter, two ounces, one cent; commercial pa- pers in packets, not in excess of ten ounces, five cents : in excess of ten ounces, one cent for each two ounces or fratcion thereof. Samples of merchandise, two cents for each four ounces or fraction thereof.
Registered Matter-The fee on registered matter, domestic and foreign, is eight cents for each letter or parcel, to be affixed in stamps in addition to the postage. Full prepayment of fee and postage is required.
RATES OF COMMISSION CHARGED FOR MONEY ORDERS.
Domestic Rates-For orders for sums not exceeding $2.50, 3 cents; over $2.50 and not exceeding $5, 5 cents; over $5 and not exceed- ing $10, 8 cents; over $10 and not exceeding $20, 10 cents; over $20 and not exceeding $30, 12 cents; over $30 and not exceeding $40, 15 cents; over $40 and not exceeding $50, 18 cents; over $50 and not exceeding $60, 20 cents; over $60 and not exceeding $75, 25 cents; over $75 and not exceeding $100, 30 cents.
International Money Order Rates except Mexico, Puerto Rico and Cuba .- The fee for an International Money Order to Mexico only is one-half the fee named in the table below, to Cuba and Puerto Rico same as domestic table -For sums not exceeding $10, 10 cents; over $10 and not exceeding $20, 20 cents; over $20 and not exceeding $30, 30 cents; over $30 and not exceeding $40, 40 cents; over $40 and not exceeding $50, 50 cents; over $50 and not ex- ceeding $60, 60 cents; over $60 and not ex ceeding $70, 70 cents; over $70 and not ex- ceeding $80, 80 cents: over $80 and not ex- ceeding $90, 90 cents; over $90 and not ex- ceeding $100, 1 dollar.
