Second Class-Newspapers and periodicals to regular sub- scribers, one cent per pound ; transcient newspapers, one cent for each four ounces or fraction thereof.
Third Class-Printed matter in unsealed wrappers, cor- rected proof sheets, and manuscript copy accompanying the same, business and visiting cards, address tags and labels, printed maps, plans and charts, paper valentines, blue prints, photographs, engravings, heliotypes, hektograph prints, litho- graphs and similar articles of print, one cent for every two ounces or fraction thereof. Seed, cuttings, bulbs, roots, scions and plants are now sent at this rate, but subject to fourth class regulations.
