In the matter of the residence of soldiers and personal details of their lives, the records are still more barren. The residence of soldiers is given in the index when known, as this information is too valuable not to be included even in a mere list of names.

The actual number of soldiers represented by the index cannot be determined with any degree of certainty. In the case of officers, names are repeated with each grade of commission. In this way the same officer often appears in the index in separate entries, but, on the other hand, if the names of officers were given but once, with the various ranks attached, officers of the same name but of different rank would be confused.

The system differs for private soldiers. Owing to the difficulty of

11

differentiating privates of the same name on account of the brevity of the records, the various references to soldiers of the same name are attached to a single entry, except where the soldier's place of residence is given; then the name is printed twice, once with the reference which includes the place of residence and a second time with the other references. Likewise, in referring to men of the same name who served in the army and the navy, the name is given for both branches.

This system is burdened with the inescapable defect of grouping different individuals under the same entry, and, in the case of frequently found names, a considerable number of men are sometimes referred to as if but one man. But the same person is often referred to in several different places, while variations of spelling frequently cause several entries to be made for a single man. For all these reasons it has been found impossible to ascertain the number of soldiers included in the index.

This difficulty of making identifications and of estimating the number of soldiers, resulting from the confused and unsatisfactory conditions of the records, has baffled previous examinations. The Journal of the House of Delegates for 1829-30, p. 127, in giving the report of the committee on Revolutionary claims, states: "Your committee are unable to ascertain, with any degree of accuracy, the number or the rank of the officers attached to the Virginia State line in May, 1779, or at any subsequent period. As the term of enlistment expired, the respective regiments were from time to time reduced; and thus the officers attached to them frequently became supernumerary, and continued without a command, until other regiments were raised, or a vacancy occurred, so as to call them into service again. The documents belonging to the office of the Commissioner of War, during the Revolution, having been almost entirely destroyed or lost, your committee have not had access to any public or accredited records, designating those officers who during the progress became supernumerary, or what portion of the supernumeraries again entered the service, resigned, were suspended or cashiered. Your committee believe it was not infrequently the case, that supernumerary officers of the State line entered the continental service and thus forfeited their claims on Virginia."

One element which adds greatly to the difficulty of getting at the number of troops from a State, or even the number in a single command, returns for which exist at various times, is the extreme mutability of the Revolutionary forces. The American troops were almost always badly fed and badly clothed, and consequently lost more men by sickness than properly equipped and properly provisioned armies. Besides, many men enlisted for short terms and re-enlisted several times, and invalided soldiers when cured frequently returned. A recently discovered list of Morgan's first rifle company differs greatly from the published rolls of his companies as they existed later on, and what is true of Morgan's command is true of others. Elimination proceeded with remarkable rapidity in the Continental army. Because of the difficulties stated above, I am not prepared to say more at present as to the size of the forces contributed by Virginia to the Revolution than that it was a large proportion of her white male able-bodied population; she gave her full share of men, arms and supplies to the general cause. The records for all the contributions of men and material were so carelessly kept and

REPORT OF THE STATE LIBRARIAN

have been in such part destroyed that the question of the number of W 11 ginians serving in the Revolution can be answered only by piecing u evidence which remains and studying it critically. Madison once said the upwards of ten thousand stand of arms had been sent from Virginia 11. Washington's army. No record of this apparently exists, but the stateme" is corroborated in part by the great scarcity of arms in Virginia towar the close of the war. Little better records remain of the great quantitk of provisions shipped up Chesapeake Bay for Washington's support; all d records bearing on the war are most unsatisfactory for the purpose of suppl ing numbers and statistics. Something has been done, however, in th present work to recover the names of Virginia soldiers hitherto found scattered and almost inaccessible places; and if this effort, imperfect i it may be, shall serve as the first part of the completion of a great historia task it will not be in vain.

The number of entries in this index is between thirty-five and thirty six thousand.
