GENERAL GUIDE TO CLASSIFICA- TION OF DOMESTIC MAIL MATTER.
First Class.
Includes written matter and matter closed against inspection. See section 2.)
Second Class.
Includes newspapers and periodicals hearing notice of entry as second-class matter
Third Class.
Includes all printed matter upon paper not having the nature of actual, per- sonal correspondence, except newspapers and periodicals hearing notice of entry as second-class matter.
Not included: Articles bearing print such as blotting paper, envelopes, letter and bill-heads, wrapping paper, and all substances other than paper.
Fourth Class.
Includes merchandise and all other matter not comprehended in the first, second and third classes.
Limit of Weight.
The limit of weight of matter in the domestic mails is four (4) pounds for each package thereof, except ---
(1) Single books.
(2) Documents published or circulated by order of Congress.
(3) Single volumes of reading matter for the blind on which the limit of welght is ten lbs
(4) Second-class matter.
Note .- Matter of a higher class In- closed with matter of a lower class suh- jects the whole package to the higher rate.
SECTION 1 .- DOMESTIC MAIL MAT- TER.
Domestic mail matter includes matter deposited In the mails for local delivery, or for transmission from one place to another within the United States, or to or from or hetween the possessions of the United States.
Porto Rico and Hawaii are Included in the term "United States." The Phillp- pine Archipelago, Guam, Tutuila (in- cluding all adjacent islands of the Sa- moan group which are possessions of the United States), and the Canal Zone are Included in the term "Possessions of the United States." The term "Canal Zone" includes all the territory pur- chased from the Republic of Panama, embracing the "Canal Zone" proper and the islands In the Bay of Panama named Pertlco. Naos, Culebra, and Flamenco.
Domestle rates of postage apply to mail matter sent from the United States to Canada, Cuha, Mexico, the Republic of Panama and the United States postal agency at Shanghal, China, and matter addressed to officers or members of the crew of vessels of war of the United States.
SECTION 2 .- CLASSIFICATION AND POSTAGE RATES.
Domestic mail matter is divided into four classes:
First Class .- Rate, 2 cents for each ounce or fraction thereof. Limit of weight, 4 pounds. United States postal cards, 1 cent each; post cards, 1 cent each.
Includes: Letters, United States pos- tal cards, post cards manufactured by private persons, all matter sealed or otherwise closed against inspection, and ail matter wholly or partly in writing, whether sealed or unsealed.
Note .- Typewriting and carbon and letterpress copies thereof are written matter and subject to the first-class rate.
See section 3 for exceptions to pre- payment.
Second Class-Unsealed .- Rate, 1 cent for each 4 ounces or fraction thereof. Full prepayment required. No limit of weight.
This is the rate which applies to news- papers and other periodicals bearing no- tice of entry as second-class matter, etc., when they are mailed by the public.
Note .- The rates of postage on and the conditions applicable to second-class matter, when mailed by publishers or news agents, are not treated In this pamphlet.
Third Class-Unsealed .- Rate, 1 cent for each 2 ounces or fraction thereof. Full prepayment required. Limit of weight, 4 pounds, except it be a single hook.
Includes: Books, newspapers and pe- riodicals not admitted to the second- class, circulars, miscellaneous printed matter on paper not having the nature of personal correspondence, and proof- sheets, corrected proof-sheets, and manu- script copy accompanying the same, and matter in point print or raised charac- ters used by the blind.
Fourth Class-Unsealed .- Rate, 1 cent for each ounce or fraction thereof, ex- cept seeds, hulbs, roots, scions, and plants, which are 1 cent for each 2 ounces or fraction, Full prepayment re-"

SECTION 3 .- PREPAYMENT OF POST- AGE.
Postage on all domestic mail matter must he prepaid in full at the time of malling by stamps affixed, except as follows:
(a) Letters of United States soldiers, sailors and marines when marked "Sol- dier's letter,' "Sailor's letter," or "Ma- rine's letter," as the case may be, and signed thereunder hy an officer with his uame and official designation.
(b) A letter bearing only a special-de- livery stamp. This provision applies to special delivery letters only
(c) First-class matter, prepaid one full rate, 2 cents.
Note .- In each of the above cases the matter will be forwarded to destination and the unpaid postage collected on de- livery at single rates only.
(d) Matter of the third and fourth classes mailed in quantities of not less than 2,000 identical pieces upon which postage is paid in money, as provided in the Act of April 28, 1904.
Note .- Postage.due stamps, internal revenue stamps, or embossed stamps cut from stamped envelopes, or stamps cut from postal cards will not he accepted in payment of postage
POSTAL MAIL ORDERS.
Money can he sent without danger of loss at low rates to all parts of the United States and its possesslons as well as to foreign countries by means of Pos- tal Money Orders.
It is recommended that Postal Money Orders he used, whenever available, in- stead of cash, for remittances by mail. The system is safe, simple and economical.
Absolute Security .- Money represented by such orders is held by the Post-Office Department, and Is thus safely kept.
Repayment .- The amounts of the ord- ers will be refunded at any time within one year from the last day of the month of issue upon their presentation by the owner at elther the office of issue or the office of payment.
Duplicates .- If the original orders are lost or destroyed, the Department will issue duplicates thereof without charge, provided that not more than one year has elapsed from the last day of the month of issue.
Warrants .- It is desired that orders he presented for payment within three years from the date of Issue. If pre-
sented after the lapse of more than c year from the last day of the month Issue, they will be paid by means warrants on the United States Treasu The Post-Office Department thus insu? $100 for a fee of 30c.
Certificates of Deposit .- Original o ers held for savings are practically c. tificates of deposit, and all that is . quired of the purchaser is that he ex. cise ordinary care in the preservation such orders.

Letters and parcels may be registere at any post-office or station thereof, an by rural carriers. A re ceipt is issued to the sender of ever. article, and in addition thereto an ac knowledgment of delivery is returned t the sender without extra charge, for al articles addressed to domestic destina tions, and those for foreign destination: upon which the senders have placed the words "Return Receipt Demanded."
Without extra cost, every registered letter (or sealed parcel prepaid at the letter rate) malied at, and addressed to any United States post-office, is insured against loss for its value up to $25, and every registered article mailed at s United States post-office addressed to any foreign country embraced In the Unl- versal Postal Union is Insured against loss, except Parcel-rost mail, and except in cases beyond control, for Its value up to 50 francs or Its equivalent in United States money.
The registry system provides for spe- cial care and correct delivery.
