"The Endowment of St. Paul's Church, Elizabeth River Parish, Inc." was organized in 1906 and $10,000. in cash and pledges were obtained from the Congregation of the Church.
It was due to the vision, personal effort and the gene- rous financial aid of Mr. Richard B. Tunstall that made the Endowment Fund possible. Its development and successful operation was due to his guiding hand more than any one else.
It is controlled by a Management Board of seven, which is self perpetuating. They are elected for life or until they resign. When a vacancy occurs, the Vestry may make a nomination, if it so desires. The first meeting was held May 10, 1906 and the members present at that time were: Rev. B. D. Tucker, Messrs. Richard B. Tunstall, Geo. L. Arps and Caldwell Hardy. The assets consist of the buildings Nos. 235, 237, 239 and 241 Church Street, which originally cost $47,500. and $21,096. in mortgages, bonds and cash. The original fund has been increased by income from investments and spe- cial contributions and donations.
The purpose was to establish in perpetuity a Fund for the preservation or improvement of St. Paul's Church and Church Yard and the rectory which at that time was lo- cated at 124 College Place or any other rectory that might be acquired later, - also the furniture, fittings, organs, books, pictures, memorial windows, mural tablets, monu- ments and other property and to contribute to the expense of public worship and to its religious, charitable and bene- volent uses and to such other work of charity and benevo- lence as it may undertake. It was the intention of some of those who started the Fund that it should accumulate and be used for the above purposes only in case of emer- gency or if and when at some future time, the congregation was not strong enough to carry on the work. Since it was organized, the Fund has contributed $26,224.69 for the upkeep and current expenses of St. Paul's Church.
COT SOCIETY OF ST. PAUL'S CHURCH
Several years before 1902, St. Paul's Cot Society was formed to raise money from the congregation to endow a cot in the "Retreat for the Sick," a hospital then located on Holt Street, corner of Reilly Street. This Hospital later was called Protestant Hospital and was moved to Raleigh Avenue and at this time is known as Norfolk General Hospital.
In 1902, the fund had reached $3,000. and was turned over to the Board of the Norfolk Protestant Hospital under

an agreement that the Hospital would provide and main- tain perpetually one bed for the use of one patient, to be designated by the Cot Society, the patient to be furnished with a bed in a ward and to be nursed, nourished and given such medical attention and treatment as shall be customary in said Hospital.
At the present time, the Norfolk General Hospital gives to our Church $180. worth of service a year, this amount being 6% on the $3,000. fund.
