CHAP. IX.
An Act for dividing the County of Goochland .*
[Passed March 23, 1748.]
For the Ease and Convenience of the Inhabitants of the County of Goochland in attending Courts and other public Meetings Be it enacted by the Lieutenant Governor Council and Burgesses of this present General Assembly and (ms. defective) [it is] hereby enacted by the authority of the same That from and immediately after the twentieth day of May next en- suing the said County of Goochland be divided into two Counties that is to say all that part of the said County of Goochland lying on the south side of James River shall be one distinct County and called by the Name of Cumberland County and all that other part of the said County of Goochland on the noth side of James River aforesaid shall be one other distinct County and retain the Name of Goochland County And for the due Administration of Justice after the said twentieth day of May a Court for the said County of Cumberland be constantly held by the Justices thereof upon the fourth Monday and a Court for the said County of Gooch- land be constantly held by the Justices thereof upon the third. Tuesday in every Month in such Manner as by the Laws of this Colony is provided and shall be by their Commissions directed PROVIDED always that noth- ing herein contained shall be construed to hinder the Sherif or Collector of the said County of Goochland as the same now stands entire and un- divided to make Distress for any Levies Fees or Dues which shall be due from the said County of Cumberland after the said twentieth day of May in such Manner and not otherwise as by Law he might have done if this Act had never been made any Law Custom or Usage to the con- trary thereof nothwithstanding.

An Act for dividing the County of Isle of Wight into two distinct Counties and for other purposes therein mentioned .*

WHEREAS divers Inconveniencies attend the outer Inhabitants of Isle of Wight County by reason of their great Distance from the Court-house and other places appointed for public Meetings Be it therefore enacted by the Lieutenant Governor Council and Burgesses of this present General Assembly And it is hereby enacted by the Authority of the same That from and immediately after the twentieth day of May next the said County of Isle of Wight be divided into two distinct Counties by the River Black Water and that part of the said County which lies to the east of the said River be erected into one distinct County and retain the Name of Isle of Wight and all that other part thereof to the West of the said River be one other distinct County and called by the Name of the County of South- ampton And for the due Administration of Justice Be it further Enacted by the authority aforesaid that after the said Twentieth day of May a Court for the said County of Southampton be constantly held by the Jus- tices thereof on the second Thursday in every Month in such Manner as by the Laws of this Colony is provided and shall be by their Commissions di- rected PROVIDED always that nothing herein shall be construed to restrain the Sherif of the said County of Isle of Wight as it now stands intire and undivided to make Distress for any Levies Fees or other Dues which shall be due from the Inhabitants of the said County after the said twentieth day of May next in such Manner and not otherwise as by Law he might have done if this Act had never been made any Law Custom or Usage to the Contrary thereof in any wise notwithstanding AND whereas there is now in the Hands of Ethelred Taylor of the said County of Isle of Wight Gentleman about one Hundred and Twelve Pounds Current Money also a Quantity of Tobacco which has been levied by the Court of the said County to defray the Contingent Charges thereof AND whereas by reason of the great Number of Bridges in the said County of Southampton which are

now maintained at the Charge of the said County of Isle of Wight the Levies of the Inhabitants of the said County of Southampton by the Di- vision aforesaid will be greatly increased and the Inhabitants of the said County of Isle of Wight as it now stands intire and undivided have mutually agreed that the said Money and Tobacco shall remain to the seperate use of the of the County of Southampton aforesaid Be it therefore further Enacted by the Authority aforesaid That the said Money and Tobacco from and after the aforesaid twentieth day of May, shall be vested in the Justices of the Court of the said County of Southampton and their Successors to and for the use of the said County to be by the said Justices and their Successors applied towards maintaining the aforesaid Bridges and defray- ing the other contingent Charges of the said County PROVIDED neverthe- less that nothing herein contained shall be construed deemed or taken to discharge the Inhabitants of the said County of Southampton from con- tributing towards building a Bridge over the said River Blackwater at a place called Proctors Ferry but that the same shall be erected built and maintained at the Expence of the said Counties of Isle of Wight and South- ampton respectively in proportion to the Number of Tithable Persons in each of the said Counties AND Be it further Enacted by the Authority aforesaid that from and after the aforesaid twentieth day of May the Court for the County of Isle of Wight shall be constantly held on the first Thursday in every Month any Law Custom or Usage to the Contrary in anywise nothwithstanding.

FOR the Ease and convenience of the Inhabitants of the County of Henrico in attending Courts and other public Meetings Be it Enacted by the Lieutenant Governor Council and Burgesses of this present General Assembly and it is hereby enacted by the Authority of the same That from and immediately after the twenty fifth day of May next ensuing the said County of Henrico be divided into two Counties that is to say all that Part of the said County of Henrico lying on the south side of James River shall be one distinct County and called by the Name of Chesterfield County and all that other part of the said County of Henrico on the north side of James River aforesaid shall be one other distinct County and retain the Name of Henrico AND that for the due Administration of Justice after the said twenty-fifth day of May a Court for the said County of Chesterfield be constantly held by the Justices thereof upon the first Friday and a Court for the said County of Henrico be constantly held by the Justices thereof upon the first Monday in every Month in such Manner as by the Laws of this Colony is provided and shall be by their Commissions directed PRO- VIDED alway that nothing herein contained shall be construed to hinder the Sherif or Collector of the said County of Henrico as the same now stands intire and undivided to make Distress for any Levies Fees or Dues which shall be due from the said County of Chesterfield after the said twenty fifth day of May in such Manner and not otherwise as by Law he might have done if this Act had never been made any Law Custom or Usage to the Contrary thereof notwithstanding.

BIBLIOGRAPHY
This bibliography in a way follows the plan of the -preface as a whole, in that there is a "general" group, which contains the various official Vir- ginia collections of information touching all the counties in a greater or less degree, while there are grouped under the name of each of the coun- ties such additional titles as the Library contains (as of October 1, 1915) which relate to that particular county,-these county-groups being based directly upon Assistant State Librarian Earl G. Swem's "Bibliography of Virginia, Part I" (Virginia State Library Bulletin, vol. 8, Nos. 2, 3, 4- April, July, October, 1915), to which acknowledgment is hereby gratefully made, and to which the student is referred for fuller and more detailed data than are here given. As the Library does not contain separate histories of all the counties resulting from Virginia legislation, which are now in other juris- dictions, there have been utilized in those cases such available histories of Kentucky and West Virginia as seem to contain the desired information, although bearing the titles of state histories; and in the case of Yohogania County recourse has been had to a history of Westmoreland County in western Pennsylvania.
In the titles given under the various counties it has been thought proper to include printed speeches and addresses delivered before audiences in those counties-if in any case such information is conveyed on the title page- books, pamphlets, etc., whose title pages connect their authors with these counties in any way, and in some cases the biographies of natives of the counties. The effort has not been made, however, to collect in the case of any county a full list of the biographies in which information in reference to that county may be found. Such biographies, it is hardly neces- sary to say, frequently contain a large amount of valuable information for the worker in local history.
One cannot but be struck by the fact that there are at least fourteen counties* in the present State of Virginia for which not a single separate title is now available in the Library ; and it is hoped that this presentation of the paucity of such material will stimulate others to add to this all-too- meagre collection.
