ANNUAL SCHOOL MEETING, 1941
District Number 4
WARNING
All the inhabitants of School District No. 4 in the town of Middlebury, who are legal voters in School Meetings are hereby warned and notified to meet in the Town Hall in said District on Wednesday, June 25th, 1941 at 8 o'clock P. M. Daylight Sav- ing Time (7 o'clock Eastern Standard Time) for the following purposes to wit:
First. To elect a Moderator and Clerk.
Second. To act on reports submitted by the Auditor.
Third. To see if the voters will appropriate the sum of $500.00 to help defray the expense for the work carried on at the new recreational field on the Fair Grounds.
Fourth. To vote a tax on the Grand List of 1941 for the support of Schools in said District and to pay outstanding in- debtedness and interest.
Fifth. To vote a tax to pay interest on bonds and to pro- vide for payment of Bonds as they come due.
Sixth. To see if the voters will authorize the Prudential Committee to change the date of the Annual School Meeting from June to sometime before May 30th.
Seventh. To elect the remaining officers for the year ensu- ing.
Eighth. To transact any other business proper to be done.

CHAIRMAN'S REPORT
The best education possible for our children is more im- portant today than it has ever been. Every man, woman and child is conscious of the unbalanced world conditions and cer- tain fears surround us or influence our thought and actions. How intelligent our children are, and ourselves for that mat- ter, in our final conclusions, depends on keeping up with the constantly changing conditions. Our schools are meeting this condition courageously and are facing the situation intellec- tually, following a course of action based upon the best in- formation obtainable.
The challenge today calls for a knowledge of rapidly changing facts and a progress suited to new conditions and new opportunities. We believe our teachers have grasped this thought and are giving our children the best education in keep- ing with the conditions of today. They are to be commended for their loyal, conscientious work and fine cooperation.
HIGH SCHOOL AND GYMNASIUM
New basketball courts have been placed in the gymnasium and all adjustments and repairs have been made to the new boilers by Blodgett & Company of Burlington. For these re- pairs and adjustments we have been reimbursed by Mr. Mc- Laughlin's bonding company. Our plant is now in fine condi- tion.
New curbs are being laid around the school park and con- siderable grading and landscaping is being done, which will make both buildings and grounds more attractive. The widening of College Street, near the school, will also provide additional parking space.
GRADED SCHOOL
New stair treads have been put in from the basement to the second floor and other repairs made to make the building more attractive.

FAIR GROUNDS
We were unable to do any work on the grounds this last year owing to the fact that WPA labor was used by the village practically all the time. We hope to be able to continue this work this year if help is available. We recommend that at least five hundred dollars be appropriated for this year so that work can be started this summer or fall.

Balance of new bonds $72,000 less $2,000 paid this year. Balance $70,000 outstanding. Total of old debt $8,884.24 plus $70,000 outstanding bonds, total $78,884.24 net indebtedness for year ending June 1, 1941. Why I did not include the bonds in the comparative figure is that they are to be provided for by School Tax as shown by the Treasurer, Special Account. If the voters continue to vote this extra tax each year and same is segregated as recommended, these bonds will be retired as they mature.
These bonds of course must be considered as a part of the net debt but I believe the fair way to show the net result of

current operation is as I have given it in the comparative schedule.
I must again commend the committee for being able to reduce the old indebtedness even only a small amount.
I would recommend the same tax $1.50 as last year and a tax of .20 extra to care for interest and maturing bonds and again recommend that this extra tax be credited to the Special Account set up for this purpose.
