In accordance with established custom, we are pre- senting a summary of State assistance payments dur- ing 1949 to individuals applying from Vershire.


These payments are financed entirely from State

and Federal sources except Aid to Dependent Children in which the town or city participates to the extent of 121/2 percent and committed children for whom the municipality reimburses the State for one-half the cost. The cost of all programs reflects to a large degree the economic consequences of the devaluation of the Am- erican Dollar in terms of purchasing power and its effect on savings and investments.


Approximately 80 percent of all welfare and assist- ance in Vermont is now paid by the State. Vermont has proportionately fewer individuals receiving aid and smaller average payments than the National average. Over 95 cents out of each public assistance dollar is paid to recipients and less than 5 cents is used for adminis- tration. No other State has a better record.

ANNUAL SCHOOL REPORT


To the Citizens of the Town of Vershire:


There have been several changes in our schools this year both in personnel and improvements. Two new teachers joined us this year and we appreciate their cooperation and believe in their sincere labors to pro- vide learning experiences for the children. Several ob- jectives have been achieved this past year toward the betterment of our school facilities. The Village school received paint on the outside which both preserves and beautifies the exterior. New curtains were provided for the primary room, these being a "must" on our pro- gram.


At South Vershire with the assistance of Mr. Young the interior has been redecorated. This im- proves conditions here tremendously. A replacement of both chemical toilet tanks and some of the other ac- cessories was found to be necessary and this has been done. It has cost more than was budgeted to care for this added repair work but still had to be taken care of, somewhat to the expense of other parts of our budget. If we continue to run two schools we must plan to paint the exterior of the South Vershire school and provide electricity since the power line passes within a com- paratively short distance.


There is one item that makes our finances look very good at this fiscal year ending, this being the re- ceipt of our entire amount of State Aid before the end of the Town Fiscal Year. We did receive an increase in our basic aid this year but this will be offset by the additional aid received the past two years, given to bring the teachers' salaries up to State requipments. We can- not anticipate a lessening of costs for our school year ahead, as it is still a difficult problem to obtain teachers. Vershire has been extremely forunate in having resi- dents in town qualified and willing to teach. We cannot however continue to expect to hire teachers who do not meet minimum requirements as set forth by the State and be eligible to receive State Aid.


Our State Aid is still as in the past dependent upon daily school attendance, but of extreme importance also is the percentage of total taxes raised as to amount spent for schools. The higher this percentage is the

more State Aid we receive. This year schools received approximately 46% and it is reflected in the increase of basic aid of $1,043.34. Only on continuance of com- parative school tax can Vershire hope to receive as much aid in the future.
