THE DECLARATION OF FAITH OF THE KANSAS CITY COUNCIL


Adopted as the doctrinal standard of the Vermont Congre- gational Conference, May 20, 1914.


We believe in God the Father, infinite in wisdom, goodness, and love; and in Jesus Christ, His Son, our Lord and Saviour, who for us and our salvation lived and died and rose again and liveth evermore; and in the Holy Spirit, who taketh of the things of Christ and revealeth them to us, renewing, comforting, and inspiring the souls of men. We are united in striving to know the will of God as taught in the Holy Scriptures, and in our pur- pose to walk in the ways of the Lord, made known or to be known to us. We hold it to be the mission of the Church of Christ to proclaim the gospel to all mankind, exalting the wor- ship of the one true God, and laboring for the progress of knowl- edge, the promotion of justice, the reign of peace, and the realiza- tion of human brotherhood. Depending, as did our fathers, upon the continued guidance of the Holy Spirit to lead us into all truth, we work and pray for the transformation of the world into the kingdom of God; and we look with faith for the triumph of righteousness and the life everlasting.

The Vermont Congregational Conference convened for its One Hundred and Twenty-Eighth Annual Meeting in the First Church of Burlington on Tuesday, May 15, 1923 at 2.00 P. M., with the President, Rev. Walter Thorpe of Brandon in the Chair.


Devotional services were led by Rev. F. W. Hazen of Rich- mond.


Rev. John C. Prince of Waterbury was elected Scribe, and Rev. Charles C. Claris of Pittsford, Assistant Scribe.

The Conference program was presented by Rev. C. C. Adams, Chairman of the Committee on Arrangements, with "The Church and Her Youth" as theme. Rev. F. B. Richards of St. Johnsbury presented the report of the Fairbanks Board of Education for Gilbert E. Woods, the Treasurer, and J. C. Clark. Auditor. The report was accepted. (See Appendix B.) Rev. C. A. Adams of Danville read the report of Alvin C. Noyes. Treasurer of the Fairbanks Board for Relief of Ministers and of J. C. Clark, Auditor. The reports were accepted. (See Ap- pendix A). Rev. James B. Sargent of Richmond, Chairman of the Committee of Benevolence and Missionary Education, gave a verbal report which was accepted. Rev. S. G. Barnes of Essex Junction, Chairman of the Committee on Ministerial Standing. read his report, which was accepted. (See Appendix I). Rev. George S. Mills of Bennington, Chairman of the Committee on Religious Education, presented the report of the Committee and, commenting on the Vermont Summer School of Religious Edu- cation at Saxtons River, urged its support. The report was ac- cepted. (See Appendix G).


On motion of Rev. F. B. Richards it was voted that the

suggestion of the pastor of the entertaining church, Rev. C. C. Adams, concerning a possible change of dates for holding the State Conference and especially as to the value of including Sat- urday and Sunday in Conference days, be referred to the Busi- ness Committee for consideration and report.


Fraternal greetings were brought by Rev. Mark Kelley of the Methodist Episcopal Church and Rev. S. H. Mitchell of the First Church, Unitarian, of Burlington.


The Moderator responded appropriately to these addresses.


Rev. Arthur J. Covell, Secretary of the Board of Pastoral Supply, brought the greetings and report of the Board. The President, Rev. C. G. Clarke of Springfield, brought the report of the Anti-Saloon League. Rev. Merritt A. Farren, Secretary of the Boston Seaman's Friend Society, reported for that organ- ization.


The President, Rev. Walter Thorpe, addressed the Confer- ence on the theme, "The Three Essentials of Christianity."


After a brief recess, the Conference was called to order and Rev. F. L. Goodspeed of Barre delivered the Conference sermon on the theme, "Christ Exalted." Text, Rev. 1:17.


The Sacrament of the Lord's Supper was observed with Rev. Ambrose C. DeLapp of St. Johnsbury and Rev. Sydney J. L. Crouch of Westminster, officiating. The deacons were C. H. Root, Craftsbury ; S. E. Clark, Wells River; E. H. Cowles, St. Johnsbury; W. W. Holden, Northfield; C. F. Purinton and F. W. Nash, Burlington.


TUESDAY EVENING SESSION


The evening session was called to order by President Thorpe. Rev. E. Leroy Rice of Newport led the devotions. The organist and male quartet of the entertaining church ren- dered excellent musical selections.


The memorial service for deceased, pastors was in charge of Rev. S. G. Barnes, D. D., of Essex Junction.

The report of the Statistical Secretary was read by Mr. John M. Comstock of Chelsea.


Rev. Nehemiah Boynton, D. D., of New York gave an il- luminating address upon "International Imperatives" at the close of which the session was adjourned with benediction by the speaker.


WEDNESDAY MORNING


The morning session was called to order at nine o'clock by President Thorpe. After singing, Rev. W. J. Ballou of Chester offered prayer.


The President appointed P. T. H. Pierson of Bennington and Rev. W. A. McIntire of Danby to serve on the Committee of Nominations in the absence of Frank L. Fish and C. P. Cooper.


Secretary W. F. Frazier read his report. The report was accepted. (See Appendix F).


The Conference Treasurer's report was presented by Justus R. Hoadley of Rutland which was accepted and approved. (See Appendix D).


The Treasurer of Benevolences, Benjamin E. Bristol of Bur- lington made his report which was accepted and approved. (See Appendix C).


The period of prayer and meditation at 9.45 was led by Principal John E. Colburn of the Edmunds High School. Bur- lington. The theme was "The Youth's Conception of Religion."


It was voted on motion of Rev. C. H. Smith, Chairman of the Business Committee, that the Conference meet for business at 1.45 o'clock this afternoon, at 7.00 o'clock this evening and at 8.30 o'clock on Thursday morning.


The Conference adjourned.

The session of the Conference came to order at 1.45 with President Thorpe in the Chair.

VERMONT CONGREGATIONAL CONFERENCE


Mr. H. Gordon Woodruff, Chairman, read the report of the Board of Directors which was accepted. (See Appendix E).


It was voted that the recommendation, placing the assess- ment for Conference expenses at 111/3c be adopted. The one- third cent being to meet the request of the Board of Pastoral Supply because of the increased expenses connected therewith.


On motion of Rev. G. S. Mills it was voted that the recom- mendation of the Directors nominating Rev. W. F. Frazier as Secretary be adopted with appreciation for his service during the past year.


Mr. H. Gordon Woodruff read the following resolution of the Directors :


"That Article IV, Section 3 B of the Constitution as printed in the Minutes of 1919 be amended in the first line by substitu- ting the word "twenty-seven" for the words "twenty-one" and in line three by substituting the word "nine" for the word "three" and that Article 4, Section 3 G shall be amended to read as follows :


"In 1923 three members-at-large of the Board of Directors shall be elected for one year, three for two years and three for three years and in each subsequent year three shall be elected for three years. Such members-at-large shall be eligible to one re-election and then for a period of one year shall be in- eligible for election to the Board. Whenever for any cause a vacancy shall have occurred in the office of a member-at-large whose term of office shall not have expired. there shall also be elected at such annual meeting a member-at-large to fill such vacancy for the remainder of the unexpired term. And that the President and Secretary of the Conference be authorized to take such action as may be necessary to amend the articles of incor- poration of the Conference."


The resolution will come before the Conference Thursday morning for action.


Rev. F. B. Richards reported for the Committee on Nomina- tions the following list of nominees for the coming year. The report was adopted and the nominees declared elected.
