REPORT OF SELECTMEN
This spring of 1941 marks the second year of our town under the town manager system and your Selectmen are more con- vinced than last year that the manager form of government is an improvement over the old system.
Robert E. Baumberger continued as town manager until De- cember, when he resigned to accept a like position at Ludlow, Vt. Your Selectmen then secured the services of Mr. A. C. Davis, of Springfield, Vt. Mr. Davis comes to us well recommended, having served with the Vermont Highway Dept. for ten years as supervisor of contract work. Mr. Davis is a graduate of Northeastern Uni- versity, Civil Engineering course.
Business and money conditions early in 1940 indicated that it would be advisable for the town to refund $60,000 of our out- standing indebtedness. After considerable study and investigation, we were successful in selling our bond issue at 212 % rate of in- terest, together with a premium over and above the cost for legal services, advertising, etc. of $406. Our total outstanding indebted- ness to-day $57,000, is covered by these bonds upon which $3,000 is payable on December 1st of each year, with interest payable on June 1st and December 1st of each year. We made the first $3,000 payment on last December 1st.
The year 1940-41 has been a rather difficult year regarding expenses. As you will remember in February and March we en- countered heavy snow storms, during June heavy rains, causing floods, and during December and January the worst icy road con- dition in our recollection. These have all cost the town money as reflected in the report, and the flood condition is not yet entirely repaired. This coming year will see some additional expense to correct these damages.
Regarding the icy condition of the roads, much has been spent. We have sanded more than the other towns around us and yet many complain because we have not sanded enough. If it is your desire for more sanding, more money must be supplied for this purpose.
We wish to call to your attention some expenditures for the coming year, that you may act accordingly when voting a tax.
We will receive this spring a bill from the state for our part of the expense of the new bridges on the East Hubbardton road, amounting to about $3200.
The vault at the town clerk's office is not fire proof, and it is the duty of the Selectmen to put this in condition. We can be held responsible for this and you should provide the money. We are

investigating the cost. Our town clerk has notified us that he will hold the Selectmen to their duty in this matter. The loss of re- cords would be a very serious matter for the town. Unless you vote not to have this condition corrected, and thereby accept the responsibility, we will attend to it this spring.
Sometime this spring we expect to adopt the so called stamp plan for the distribution of surplus commodities as recommended by the Federal Government. We are informed that all the neigh- boring towns are adopting this plan. This will require some ex- pense the first year, but we hope a saving on transportation of commodities will result and that in the long run it will be a sav- ing to the town. It necessitates our using the second floor of the town clerk's office building, as more room is required. This will mean an expense of relocating the entrance door, as the stairs will, of necessity, be off the west wall of the room. This expense will be kept as low as is consistent with having it properly done. Also it requires that we have a safe, files etc. for the exclusive use of the surplus commodity and stamp plan. The manager's office will of course be included in this change.
We also wish to call to your attention that it is again neces- sary to spend some money on the float bridge. Mr. Davis is mak- ing an examination with the state engineers.
Your Selectmen are in hopes that a tax of $2.20 for the General Fund for the coming year will be sufficient to care for the above expense, with the exception of the float bridge, provided the delinquent taxes may be used for current expense. Otherwise it will be necessary to vote $2.45 or oblige the officers to go into debt, which we are reluctant to do.
It is our desire and ambition to work for the best interests of the town and to keep the expenses as low as possible, but there are certain obligations and duties that we are required by law to meet, and we solicit your cooperation.

REPORT OF TOWN MANAGER
The following report covers the three departments under the jurisdiction of the Town Manager, namely Poor, Highway and General.
POOR
Town Farm Inmates-The Town pays twenty dollars per month for each person's board at the Town Farm, and makes extra pay- ments if an inmate is sick and requires special care. At present, there are four inmates on the farm.
State Welfare-For the Castleton children committed by the Courts to State Department of Welfare for care, the Town has to pay one-half of the expense for such care. The State pays the other half. For those fatherless families that the State has selected for special aid, the Town has had to pay one-fourth, the State one-fourth, and the Federal Government one-fourth.
Outside Care-Certain children have had to be temporarily cared for by the Town while an adjustment was being made in getting them provided for by relatives.
Legal Service-For any court committment, certain legal fees must be paid by the Town.
Miscellaneous-This item represents small purchases that cannot be classified in any of the above items.

State Road System
The State of Vermont has the complete control and re- sponsibility for construction and maintenance on Routes No. 4 and No. 30. However, the Town is assessed for part of the expense.
Selected Roads
The Selected Roads are termed "selected," because they have been approved by the State Highway Department to receive special state aid money for their construction and maintenance. The loca- tions of these roads are as follows:
Select No. 1: Castleton village Main Street (1.1 miles). This section of U.S. No. 4 must be maintained by the Town instead of the State, for the reason that water mains are in this section.
Select No. 2: The Creek Road, commencing at U.S. No. 4 in Hydeville and extending northwardly past Avalon Beach and West Castleton to Fair Haven Town Line (4.70 miles).
Select No. 3: The East Hubbardton Road, commencing at U.S. No. 4 at Langdon's Corner and extending northwardly to Hubbardton Town Line (5.35 miles) .
