The following recommendation was referred to the Business Committee :


That Rule No. 4 (as amended June 1876) of the Rules of the General Convention in regard to Fairbanks Board for Relief of Ministers be amended to read as follows :


Rule No. 4 (as amended June 1876)


It is ordered that the Trustees appointed under the preceding Rules be authorized to settle with the Executors of the Will of Mr. Fairbanks by receiving the notes of E. & T. Fairbanks and Company as cash, and as fast as they shall receive the proceeds of these notes, the Trustees shall invest the same only upon the security of unencumbered real estate worth twice the amount so secured thereon, exclusive of buildings, or in United States Gov- ernment Bonds, or in State, City or Town Bonds of unquestioned validity and value, or in Corporation Bonds which are legal in- vestments for Savings Banks under the laws of Vermont.


The Report of the Committee on Benevolences and Mis- sionary Education, H. G. Woodruff, Chairman, was presented by Secretary C. C. Merrill, and was accepted. (See Appendix F).


The report of the Committee on Evangelism was presented by Rev. R. A. Hamilton.


After being amended so as to omit the recommendation that a minimum quota for accessions be sent to each church, the re- port was accepted and adopted. (See Appendix C).

On recommendation of the Committee on Nominations, C. P. Cooper of Rutland was elected to fill out the unexpired term of John R. Akin of Newport, deceased, as a member of the Com- mittee on Nominations.

This first section of the Tuesday afternoon session closed with an address on "Religious Education-The Next Step- How?", Rev. W. Vernon Lytle, Secretary for New England, Congregational Education Society, Boston.


After a brief recess the Conference sermon on "The Proof of Salvation," from I John 3: 14, was preached by Rev. George A. Buttrick of Rutland. The sermon was followed by the cele- bration of the Lord's Supper, Rev. William J. Ballou of Chester and Rev. H. H. Hines of Woodstock officiating, assisted by the following Deacons : W. R. Bristol of Vergennes, W. J. Chaffee of Enosburg, H. B. Cummings of Strafford, and C. H. Root of North Craftsbury.


Recess was declared until 7.30 P. M.


TUESDAY EVENING SESSION


The evening session was called to order by the President and the devotional service was conducted by Rev. E. T. Ford, of Hartford, a group of colored male singers from Straight College, New Orleans, assisting.

Statistical Secretary Comstock then made his Annual Re- port under the title "Vermont Congregationalism in 1920."


"Southland Congregationalism in 1921" was presented by President H. A. M. Briggs of Straight College, New Orleans.


The address of the evening, "The Religious Outlook in Anglo-Saxon Countries-the Attitude and Action it Suggests to Christian Leaders," was delivered by Principal D. L. Ritchie, D. D., of the Congregational College of Montreal.


The Straight College quartet furnished music throughout the evening.


The Conference was adjourned until Wednesday at 9.00 A. M.

In 1920, the dues of Chittenden Association for 1919 were un- paid amounting to $198.00. At the June meeting of that Asso- ciation it was voted to pay $70.00 of said amount in consideration that the Directors of the State Conference would abate the bal- ance, or $128.00. September 7th, 1920 Mr. H. S. Howard, Treas- urer of Chittenden Association, wrote me as follows: "Rev. C. C. Merrill has notified me that the Board of Directors of the State Conference has voted to abate the balance of the 1919 assessment of the Chittenden Association, or $128.00."

In the absence of Rev. Donald Fraser of Wells River, Chair- man of the Interchurch World Movement Committee, Secretary C. C. Merrill presented the Report of this Committee. The re- port was accepted. (See Appendix G).


The report of the Committee on Ministerial Standing was made by Rev. S. G. Barnes and accepted. (See Appendix E).


Secretary C. C. Merrill in the absence of Rev. William F. Frazier, Chairman, reported for the Committee on Religious Education, saying that the Committee had been mainly engaged with two matters: (1) the preparation of a Syllabus of Essen-

tial Christian Truths, for the use of ministers; (2) the forward- ing of a plan for Week-Day Religious Education. Concerning the first, considerable work could be reported and some progress. As to the second, there had been co-operation with other Protes- tant denominations ; an opinion had been secured from the At- torney-General, corroborated by the Commissioner of Educa- tion, which seemed to permit the starting of week-day religious instruction in co-operation with the public schools in at least a limited number of communities throughout the State; and the further carrying out of the plan had been committed to the exec- utive leadership of the Vermont Sunday School Association and its General Secretary. The report was accepted.


The report of the Board of Directors was presented by Hon. Charles I. Button of Middlebury. The report was accepted with the exception of the references to the Dunham Sunday Law. (See Appendix A).


The budget recommended in the report and the per capita contribution of eleven cents were adopted.


On recommendation of the Board of Directors, Secretary Charles C. Merrill was unanimously elected by a rising vote as Secretary for the year 1921-22.

At 10.00 A. M. the Conference adjourned to give place for the meeting of the Vermont Domestic Missionary Society.

WEDNESDAY AFTERNOON SESSION


The afternoon session was called to order by the President at 2.00 P. M.


The Board of Directors presented the following recommen- dations for the permanent establishment of the office of Treas- urer of Benevolences :


(1). That Article IV, Section 1 of the Constitution be amend- ed by adding after the word "Treasurer," the words, "Treasurer of Benevolences," so that the first sentence of said Article IV, Section 1 shall read :


The Officers of the Conference shall be a President, Vice- President, Secretary, Treasurer, Treasurer of Benevolences, one or more Auditors of Accounts, and a Board of Directors.


(2). That the Committee on Nominations be instructed to bring in a nomination for an auditor of accounts whose duty shall be to audit the account of the Treasurer of Benevolences.


These recommendations were laid upon the table according to the Constitution to be taken up at the Thursday session.


Secretary C. C. Merrill moved that the Chair appoint a com- mittee of three to consider the question of delegates to the Na- tional Council. The motion was carried and the following com- mittee appointed :


Rev. C. C. Adams, Rev. W. A. McIntire and Rev. R. A. Hamilton.


The state percentages for division of missionary contribu- tions as recommended by the Board of Directors were approved by the Conference. (See report of Board of Directors, Appen- dix A).


The question of the time for the benevolence canvass on motion of Secretary C. C. Merrill was referred to the Board of Directors who are to report their findings duing the Convocation at Middlebury.


A motion was passed instructing the Board of Directors to ask each church to undertake some program of Missionary Edu- cation.

Secretary C. C. Merrill reported on the progress of the Con- gregational World Movement canvass to date : that 125 churches or 621/2% of those assigned quotas had reported subscriptions of $78,614 or 60% of the State's quota, Union Association having subscribed the largest percentage (85%).


Rev. W. A. McIntire, for the special Committee on National Council Delegates, reported as follows :

"The special committee appointed to consider the whole question of state representation at the National Council to be held in Los Angeles, recommends as follows :


First, that in the interest of Congregational co-operation it would be unwise to request from the National Council Vermont's quota of Council money for rebating railroad fares of delegates and to apply the whole amount in aid of one delegate.


Second, that the Associations put forth every effort to send delegates, and when possible, to pool their funds for a joint rep- resentation.


Third, that the Conference recommend that the Board of Directors appropriate the sum of Three Hundred Dollars ($300.00) to send Rev. C. C. Merrill to the National Council."

THURSDAY MORNING SESSION


Session was called to order by the President.


Devotional service was conducted by Rev. J. J. Hutchinson of Barton.


The recommendation of the Board of Directors regarding a Treasurer of Benevolences was taken from the table and adopted unanimously, the Constitution being thereby amended as follows :


In Article IV, Section 1, the words "Treasurer of Benevol- ences" were added after the word "Treasurer" so that the first sentence of said Section reads as follows :


"The Officers of the Conference shall be a President, Vice- President, Secretary, Treasurer, Treasurer of Benevolences, one or more Auditors of Accounts, and a Board of Directors."


By the adoption of this recommendation the Conference further provided that the Committee on Nominations should bring in a nomination for an Auditor of Accounts whose duty it should be to audit the account of the Treasurer of Benevolences.

The motion was carried by a two-thirds vote of the Confer- ence.


Rev. James B. Sargent, Northfield, presented for the Busi- ness Committee, the following resolutions which were unani- mously adopted :


We, the members of the Vermont Congregational Confer- ence, assembled in Vergennes in the final session of our One Hundred Twenty-Sixth Annual Meeting, mindful of the ideal conditions under which this meeting of the Conference has been held, and recognizing the sources of our obligation, do extend our most hearty thanks to the officers of this Conference, its pro- gram committee and speakers for the full fruitage of their efforts which has given us the bountiful and well arranged feast of rea- son and inspiration we have enjoyed; to the pastor, entertain- ment committee, members of this historic church and its sister, the Baptist church, and the householders of this ancient city, who one and all, by their care of our every need, have conspired to make our stay in this spot of beauty, a delight that is destined to become a pleasant memory; to the choir of this church and the quartet from Straight College who have added to the ses- sions of this Conference that final something whose effect makes perfection. In conclusion we would make declaration of our be- lief that this meeting of our Conference will be remembered as one of our most notable gatherings.


It was voted that the Scribe complete the Minutes of this Conference as soon as possible after adjournment.


It was moved by Secretary C. C. Merrill in behalf of the Board of Directors that one cent be added to the already ordered eleven cents per capita contribution making a twelve cent con- tribution for each member. The motion was carried.


Moved that the Executive Committee of the Conference be authorized to fill any vacancy in the State Conference delegation to the National Council. This motion was carried.


It was ordered that the total registration be incorporated in the report of the Conference Roll.

An agreeable innovation in the printed program of this meet- ing is the historical memorandum of the origin and early history of Vergennes. It is odd that in the 126 years of the existence of this organization of our state churches its annual meeting has been held but three times in this city, great in age if not in size, which has for all these years possessed a flourishing church of our order. The first two Vergennes meetings, in 1811 and 1838, were of the "General Convention of Congregational and Presby- terian Ministers of the State of Vermont," a purely ministerial body. By the time of the last meeting, held in 1859, the name had become the "General Convention of Congregational Minis- ters and Churches in Vermont," and of the 54 delegates elected by ministerial associations, conferences, and consociations, 11 were laymen. Naturally none of these now survives.
