DOMESTIC MAIL MATTER Classification and rates of postage


Domestic mall matter Includes matter deposited in the mails for locai delivery, or for transmission from one piace to another within the United States, or to or from or between the posses- slons of the United States. Hswsli, Porto Rico and the Virgin Islands of the United States are included In the term "United States." The Philippine, Archipelago, Gusm, Tutulla and Manua and the Csnsl Zone are included in the term "Posses- slons of the United States."


Domestic rates and conditions apply to maii matter addressed to officers or members of the crews of vessels of war of the United States, to matter sent to the United States Postal Agency at Shanghal, China, and other places where the United States mail service Is in operation, to officers and men of the United States Navy in the United States Navai Hospital at Yokohoma, Japan, and, with certaln exceptlons, to that sent to Canada, Cuba, Mexico, the Republic of Panama, and certain other Central and South American countries.


Domestic Rates of Postage


First Class-Letters, postal cards, post cards (private malling cards conforming to the requirements for such cards, and all matter wholly or party in writing, whether sealed or unsealed, except manuscript copy accompanying proof sheets or corrected proof sheets of the aame and the writing authorized by law to be placed on matter of other classes. Typewriting and carbon and letter press copies thereof are the equivalent of handwriting and are classed as such in all cases. Postal cards and private malling cards (post cards), 1 cent each. All other first class matter, 2 cents an ounce or fraction thereof. The limit of weight of first class matter is the same as for fourth · class matter.


Second Class-Includea newspapers, magazines and periodicals bearing notice of entry as second class matter. No welght llmit is prescribed. When sent unsealed by the public, that is, by others than the publisber or news agent, the postage rate Is 1 cent for each four ounces or fraction thereof. To be entitled to this rate, the copy or coples must be complete, incomplete copies being subject to the third or fourth class rate, according to their physical character.


Third Class-Embraces circulars, newspapers and perodlcals not admitted to the second class, nor embraced in the term "book," miscellaneous printed matter on paper not having the nature of an actual personai correspondence, engravings, hand- bills, lithographs, photographs, masic, proof sheets, corrected proof sheets, and manuscript copy accompanyIng the same, and matter In polnt print or raised characters used by the blind. Books are included in fourth class or parcel post mail, as also is miscellaneous printed matter weigbing more than four pounds. Matter printed on materlal other than paper is fourth class. Reproductions or imitations of handwriting and typewriting ob- tained by means of the printing press, neostyle, multigraph, or similar mechanicai process wlli be treated as third class matter, provided they are mailed at the post office In a minimum num- ber of 20 Identical unsealed copies. If mailed In less quantity. they will be subject to the first class rate. Letters and reading matter for the blind are transmissible in the mails under special conditions at special rates. The rate of postage on un- sealed third class matter is 1 cent for each two ounces or frac- tion thereof, on each individually addressed piece or package. . The limit of weight of third class matter Is four pounds. Parceis of printed matter welghing more than four pounds which do not exceed the limit of weight and size of fourth class matter come within the class and are mailable at the parcel post rates.


Fourth Class-Embraces matter known as domestic parcel post inall, and Includes merchandise, farm and factory products, seeds, outtings, bulbs, roots, sclons, and plants, books (includ- ing catalogs), miscellaneous printed matter weighing more than four pounds, and all other maliable matter not embraced In the first, second, and third classes. Rates of postage-to be fully prepaid-unsealed-are as follows: (a) Parcels weighing 4 ounces or less, except books, seeds, piants, etc., c., 1 cent for

(c) Parcels weighing more than 8 ounces, contalning books, seeds, plants, etc., parcels of mis- celianeous printed matter weighing more than 4 pounds, and all other parcels of fourth class matter weighing more than 4 ounces are chargeable, according to distance or zone, at pound rates, a fraction of a pound being computed ss a fuli pound. The limit of weight of fourth class matter is 70 pounds for parcels mailed for dellvery within the local delivery limits and the first, second, and third zones, and 50 pounds for all other zones. Parcel post matter may not exceed 84 Inches in length and girth combined. In measuring a parcei the greatest dis- tance in a straight line between the ends (but not around the parcel) is taken as its length, while the distance around the parcel at Its thlckest part Is taken as its girth. For example, a parcel 35 Inches long, 10 inches wide, and 5 Inches high measure, 65 Inches in length and girth combined.

Parcels may not contain matter of a character perishable within a period reasonably required to transport and deliver the same nor may they be of form and kind likely to injure postai employees or equipment or other mail matter.


Meats and meat food products cannot be accepted for mailing from one State to another State uniess the certificate of inspec- tion or exemption required by law is flied with the Postmaster Such certificates must be prepared and furnished by the aender.


Plants and plant products, including all field grown florists stock, trees, shrubs, vines, cuttings, grafts, scions, buds, fruit pits, and other seeds of fruit and ornamental trees or shrubs, and other plants and plant products for propagation, except field, vegetable, and flower seeds, bedding plants, and other herbaceous plants, bulbs, and roots, may be admitted to the maiis only when accompanied with a certificate from a State or Governinent inspector to the effect that the nursery premises from which such stock is shipped has been inspected within a year and found free from injurious insects, and the parcel con- taining such stock is plainly marked to show the nature of the contents and the name and address of the sender.


Admissable liquids and oils, pastes, salves, or other articles easily fiquefiable will be accepted for mailing, regardiess of distance, provided they conform to certain conditions.


Parcels may be sent Special Delivery upon the payment of 10 cents in postage stamps affixed in addition to the regular postage.


Fourth class or parcel post matter may be insured against loss, riffing or damage upon payment of a fee of 3 cents for value not exceeding $5, 5 cents for value not exceeding $25. 10 cents for value not exceeding $50 or 25 cents for value not exceeding $100, in addition to the postage, both to be prepaid with stamps affixed. Parcei post matter cannot be registered.


The sender of a mallabie parcel of fourth class matter on which the postage is fully prepaid may have the price of the article and the charges thereon collected from the adressee on payment, of a fee of 10 cents in postage stamps affixed, pro- vided the amount to be collected does not exceed $50 and on payınent of a fee of 25 cents in stamps affixed, provided the amount to be collected does not exceed $100. Such parcels are automatically insured against injury or loss, without additional charge, in an amount equivalent to its actual value, but not to exceed $50 when a 10 cent fee is paid, and $100 when a 25 cent fee is paid.


FOREIGN MAIL MATTER


The United States domestic rates apply to letters and post cards, as well as to newspapers and periodical publications of the second class (1 cent for each 4 ounces or fraction thereof) addressed for delivery in Argentina, Bolivia, Colombia, Costa Rica, Cuba, Dominican Republic, Ecuador, Honduras, Nicar- agua, Salvador, Spain, including Balearic Islands, Canary Islands and Spanish possessions on the north coast of Africa and l'eru.


The maximum weight limit for newspapers, other printed matter, and commercial papers is 8 pounds 12 ounces (4 kilo- grams) ; and the maximum dimensions for this class of mail matter in the form of a roll is 40 inchies in length and 6 inches in diameter.


The above provisions are at present effective only to mail matter exchanged between the United States and the countries named.


The United States domestic rate of 2 cents per ounce or fraction of an ounce applies to letter mail only addressed for delivery in England, Ireland, Scotland, Wales, Bahama Islands, Barbadoes, Bermuda, British Guinea, British Honduras, Cacios Islands, Cayman Islands, Dutch West Indies, Haiti, Jamaica, Leeward Islands, Martinique, Newfoundland, Trinidad, includ- ing Tobago, Turks Islands, New Zealand and Windward Islands. Rates of postage on articles for foreign countries other than Canada. Mexico, the Republic of Panama, the United States Navai Hospital at Yokohoma, Japan, the United States Postal Agency at Shanghai, China, and on matter other than that men- tioned to countries above named.


Letters-Five cents for the first ounce, or fraction of an ounce, and three cents for each additional ounce, or fraction of an ounce.


Postal cards-Two cents each, for single; and four cents, each, for double cards (reply cards.)


Printed matter-One cent for each two ounces or fraction of two ounces.


Commercial papers-Five cents for the first ten ounces or less and one cent for each additional two ounces or fraction of two aunces.


Samples of merchandise-Two cents for the first four ounces or less and one cent for each additional two ounces or fraction of two ounces.


Parcel post-International parcel pust service is maintained with most of the foreign countries, postage and transit charges, size and weight limits, prohibitions, etc., varying according to which country the parcel is addressed to.


Information as to "prints," "commercial papers," "samples of merchandise." "composite packages." and "parcel post" may be had upon inquiry of the Superintendent of Mails.


Registration fee-In addition to postage, ten cents.


Reply coupons-Will be issued at the rate of 11 cents for exchange in every country of the Universal Postal Union for a postage stamp or stamps of value sufficient to prepay a letter of the first unit of weight from the country of origin of the letter addressed to a foreign country. No more than ten coupons will be sold to or exchanged for the same person in one day.


Registration


Any mailable article, except unsealed domestic parcel post matter (fourth class) and parcel post @ certain foreign coun- tries, may be registered upon presentation at the Main Post Office or one of the classified or numbered stations, or by rural or city carrier, at the rate of ten cents for each article in addition to the regular postage, to be fully prepaid hy stamps affixed. Each article must be in perfect condition, first class matter being securely sealed, and bear the name and address of the sender. In addition to the receipt issued the sender may have a card receipt returned from the addressee on request. Up to $50 indemnity is payabie in the event of loss in the domestic mails and up to 50 francs (approximately $9.65) when lost in the foreign mails.


Money Orders


Domestic money orders are issued at the Main Post Office and classified and numbered stations, payable in the United States and its possessions and the following foreign countries: Bermuda, British Guiana, British Honduras, Canada, Cuba, and Newfoundland, and the following islands in the West Indies: Antigua, Bahamas, Barbadoes, Dominica, Grenada, Jamaica, Martinique, Montserrat, Nevis, St. Kitts, St Lucia, St. Vin-

Original domestic money orders issued at and drawn on of- fices in the continental United States, exclusive of Alaska, are payable on proper presentation at any money-order post office in the United States, exclusive of Alaska, with 30 days from the date of issue, after which time such orders may be paid only at the offices therein designated.


International inoney orders are issued only at the Main Post Office and the classified stations and are payable in the fol- lowing countries: Belgium, Bolivia, Cape Colony, Chile, Casta Rica, Denmark, France, Great Britain and Ireland, Honduras (Republic of), Hongkong, Hungary, Italy, Japan, Mexico, Natal altd Zululand, Netherlands, New South Wales, New Zea- land, Nicaragua, Norway, Orange River Colony, Peru, Queens- land, Salvador, South Australia, South West Protectorate, Sweden, Switzerland, Tasmania, the Transvaal, Uruguay, Vic- toria and Western Australia. The fees for money orders drawn on the international form are 10 cents for each ten dollars or fraction of ten dollara.


Postal Savings


An account may be opened by any person of the age of 10 years or over, in his or her own name, and by a married woman in her own name and free from any control or interference by her husband. Deposits will be accepted only from individuals. No account will be opened in the name of a corporation, associ- ation, society, firm or partnership; in the name of any person as an officer of a corporation, association, or society; in the name of any person as a member of a firm or partnership; or in the name of two or more persons jointly. No account will be opened in the name of one person in trust for or on behalf of another person or persons. Accounts may be transferred from one post office to another anywhere in the United States with- out expense or loss of interest to the depositor. Deposits are evidenced by Postal Savings certificates issued in fixed denom- inations of $1, $2, $5, $10, $20, $50, $100, $200 and $500 each bearing the name of the depositor, the number of his account, the date of issue, the name of the depository office, and the date on which interest begins. Postal Savinga certificates are not transferable or negotiabie. No account will be opened for less than $1, nor will fractions of a dollar be accepted for deposit. No person is permitted to have a balance to his credit of more than $2,500, cxclusive of accumulated interest, A de- positor may at any time withdraw the whole or part of the deposits to his credit, with any interest payable thereon, by surrendering postal savings certificates, properly indorsed, for the amount to be withdrawn.
