PAY OF THE OFFICERS OF THE NAVY.
Senior Captain-At all times when in service, $4,500; when on leave, or waiting orders. $3,500.
All other Captains-When in command of squadrons on foreign sta- tious, $1,000; on other duty, $3,500 ; off duty, $2,500.
Commanders-When attached to vessels for sea service, $2,500; to

navy yards, or on other duty, $2,100; on leave of absence or waiting orders, $1,800.
Lieutenants-Commanding, $1,800; on other duty, $1,500; waiting orders, $1,200.
Assistant Surgeons-Waiting orders, $650 ; at sea, $950; after pass- ing and found qualified for promotion to surgeon, $850; at sea, $1,200; when stationed at navy-yards, hospitals, rendezvous, and re- ceiving ships, $950 ; after being passed and stationed as above, $1,150.
Surgeons-For the first five years, $1,000; the second five years, $1,200; for the third five years, $1,400 ; for the fourth five years, $1,600; after he shall have been commissioned as a surgeon twenty years and upwards, $1,800.
All surgeons of the navy under orders for duty, at navy-yards, re- ceiving vessels, rendezvous, or naval hospitals, shall have an increase of one-fourth of the foregoing amount of their respective annual pay, from the date of their acceptance of such order. All surgeons of the navy ordered to any of the ships or vessels of the United States com- missioned for sea service, shall have an increase of one-third of the foregoing amount of their respective annual pay, from the date of their acceptance of such orders. All surgeons of the navy, ordered as fleet surgeons, shall have an increase of one-half of their respec- tive annual pay, from the date of their acceptance of such orders.
Chaplains-When attached to vessels for sea service, or' at navy- yards, $1,200 ; on leave of absence, or waiting orders. $800.
Professors of Mathematics-When attached to vessels for sea service, or in a yard, $1,200.
Secretaries-To commanders of squadrons, when commanding in chief, $1,000 ; to commanders of squadrons, not commanding in chief, $900.
Sailingmasters-Of a ship of the line, for sea service, $1,100; on other duty, $1,000; on leave of absence, or waiting orders, $750.
Second Masters-When attached to vessels for sea service, $750; on other duty, $500 ; on leave of absence, or waiting orders, $400.
Passed Midshipmen-On duty, $750; waiting orders, $600.
Warranted Master's Mates- When attached to vessels for sea service, or at navy-yards, $450 ; on leave of absence, or waiting orders, $350. - Midshipmen-When attached to vessels for sea service, $400; on other duty, $350; on leave of absence, or waiting orders, $300.
Clerks-Of a yard, $900; first clerk to a commandant of a navy- yard, $900; second clerk to a commandant of a navy-yard, $750; to commanders of squadrons, captains of fleets, and commanders of ves- sels, $500.
Boatswains, Gunners, Sailmakers, and Carpenters-Of a ship of the line for sea service, $750 ; of a frigate for sea service, $600; on other duty, $500; on leave of absence, or waiting orders, $360.
Officers temporarily performing the duties belonging to those of a higher grade, shall receive the compensation allowed to such higher grade, while actually so employed.
One ration per day only shall be allowed to all officers when at- tached to vessels for sea service.
Pursers-For ships of the line, $3,500; frigates or razces, $3,000 ;

DUTIES OF COMPTROLLERS AND AUDITORS OF THE TREASURY.
COMPTROLLERS.
The First Comptroller examines and certifies to the accounts that are settled by the First and Fifth Auditors, and warrants drawn by the Secretary of the Treasury are countersigned by him. He de- cides on all revenue cases in dispute.
The Second Comptroller audits the accounts reported by the 2d, 3d, and 4th Auditors, which comprise the war, naval, and Indian ex- penditures.
Appeals are had to the Second Comptroller from the settlements by the Auditors, whose decision is final. All the bonds and contracts connected with its duties are filed in this office, and accounts kept of the specific appropriations.
AUDITORS.
The First Auditor of the Treasury examines and reports on the following accounts :
Accounts of treasury notes returned by the collectors of the cus- toms and others to the Treasury for redemption ; accounts relating to the public debt; accounts for the pay and mileage of the members, and of the contingent expenses of both Houses of Congress ; ac- counts for the pay and mileage of the members, and contingent ex- penses of the Legislative Councils of the Territories ; accounts of the Treasurer of the United States; accounts with the deposite banks ; accounts of the Commissioner of Public Buildings; accounts for salaries of all the civil officers of the Government (except diplo- matic) paid from the Treasury ; accounts for the contingent ex. penses of the public offices ; accounts of the collectors of the customs, their cmolument accounts, extra compensation accounts, excess of de- posite for unascertained duties, &c. ; lighthouse and marine hospital act counts; accounts of judicial expenditures ; accounts for the min- establishment ; accounts of the coast survey ; accounts for construct- ing standard weights and measures; accounts under special acts of Congress; for refunding money for land erroneously sold by the United States ; accounts for the repayment on the withdrawal of applications for patents, and for refunding money paid into the 'Treasury through mistake ; and for accounts for property lost or de- stroyed in the military service of the United States paid on the award of the Third Auditor of the Treasury.
