UNIVERSAL POSTAL UNION.
The rates of postage to the countries and colonies composing the Universal Postal Union (except Canada, Cuba, and Mexico) are as follows:
Letters, per 15 grams (1/2 ounce), 5 cents; postal cards each, 2 cents; news- papers and other printed matter, per 2 ounces, 1 cent; commercial papers, packets not in excess of 10 ounces, 5 cents, packets in excess of 10 ounces, for each 2 ounces or fraction thereof, I cent; samples of merchandise, packets not in excess of 4 ounces 2 cents. pack- ets in excess of 4 ounces, for each 2 ounces or fraction thereof, I cent; registration fee on letters or other arti- cles, 8 cents.
Ordinary letters for countries of the Postal Union (except Canada and Mexico) will be forwarded, whether any postage is prepaid on them or not. All other mailable matter must be fully prepaid.
RATES OF POSTAGE.
The letter rate of postage is two cents for each ounce or fraction thereof throughout the United States, Cuba, Hawaii, Guam, Porto Rico, the Phil- ippines, Tutuila, Canada and Mexico.
All letters must be prepaid by stamps affixed.
Letters should bear on the address side of the envelope, in the upper left- hand corner, the name and full address of the sender.
Letters with return cards when un- claimed by the addressee, are returned at the end of thirty days unless other- wise specially requested.
To secure the forwarding or return of second. third or fourth class matter. postage anew must be prepaid.
MAIL MATTER OF THE SECOND CLASS.
This class embraces newspapers and other periodical publications, issued not less than four times a year, from a known office of publication, and bearing a date of issue, and which have no cloth, leather, or other substantial binding. Such publications must have a legiti- mate list of subscribers and must not be designed primarily for advertising purposes or for free circulation. The rate of postage on second-class matter when sent from the office of publication (including sample copies), or when sent from a news agent to actual subscribers or to other news agents, is one cent per pound or fraction thereof; but if sent by any other than the publisher or a news agent is one cent for each four ounces or fraction thereof.
MAIL MATTER OF THE THIRD CLASS.
This class embraces transient news- papers and periodicals, books (printed), photographs, circulars, proof sheets.and corrected proof sheets with manuscript copy accompanying the same, and all matter of the same general character, as above enumerated. The rate of postage is one cent for each two ounces or fractional part thereof. Limit of weight, 4 lbs., except single books weighing in excess of that amount.
MAIL MATTER OF THE FOURTH CLASS.
This class embraces labels, patterns, playing cards, visiting cards, address tags, paper sacks, wrapping paper and blotting pads, with or without printed advertisements thereon, bill heads, letter heads, envelopes with printed® addresses thereon, ornamented paper, and all other matter of the same general character. This class also includes merchandise, and samples of merchan- dise, models, samples of ores, metals, minerals, seeds, etc., and any other matter not included in the first, second, or third classes, and which is not in its form of nature liable to damage the contents of the mail bag, or harm the person. Postage rate thereon, one cent for each ounce or fractional part there- of. Limit of weight, 4 lbs.
PARCELS-POST.
Unsealed packages of mailable mer- chandise may be sent by Parcels-Post to Guatemala, Venezuela, New Zea- land, Nicaragua, Jamaica, including the Turks and Caicos Islands, Bar- bados, the Bahamas, British Hondu- ras, Republic of Honduras, Mexico, the Leeward Islands, the Republic of

Colombia, Salvador, Costa Rica, the Danish West India Islands - St. Thomas, St. Croix, and St. John - British Guiana, the Windward Islands, Newfoundland, Trinidad including To- bago, and Germany, at the postage rate, and subject to the conditions here- in prescribed: Parcels may also be sent to Chile, subject to these conditions, at the rate of 20 cents per pound or fractional part thereof. Limit of weight, II lbs .; greatest length, 3 feet 6 inches; greatest length and girth combined, 6 feet; postage, 12 cents a pound or fraction thereof.
Except that Parcels for Colombia, Costa Rica and Mexico must not measure more than 2 feet in length or more than 4 feet in girth.
A parcel must not be posted in a letter-box, but must be taken to Win- dow No. 10, Post-Office, and presented to the person in charge, between the hours of 9 a.m. and 5 p.m., where a record will be made and a receipt given therefor.
PRIVATE MAILING CARDS.
Cards must not exceed in size 314 by 51/2 inches.
The quality of the cards must be substantially that of the Government postal cards, and weigh about 6 pounds 3 ounces to the thousand.
The cards may be of any color.
The cards must bear these words at the top of the address side: "Private Mailing Card - Authorized by Act of Congress of May 19, 1898." ("Postal card - Carte postale".) When pre- pared by printers or stationers for sale, they should also bear in the upper right-hand corner of the address side an oblong diagram with the words, "Place the postage stamp here"; and in the lower left-hand corner the fol- lowing words should be printed: "This side is for the address.'
The postage rate applicable to cards for the United States, Canada and Mexico is one cent. For other coun- tries the rate is two cents.
The face of the card is reserved ex- clusively for postage stamps, post- marks, and the address, which may be in writing, printing, by means of a stamp, or by an adhesive label of not more than three-fourths of an inch by two inches in size. The sender may in the same manner indicate his name and address on the face or back of the card; and engravings and advertise- ments may be printed on the front if they do not interfere with a perfectly distinct address.
The message on the cards may be either in writing or print; and there may also appear on the message side advertisements, illustrations, or other matter printed either in black or in colors.
There must be attached to every card mailed an adhesive postage stamp of the proper value.

Orders can be obtained upon any money order office in Germany, Russia, Trinidad, Mexico, Austria, Belgium, Holland, Denmark, Sweden, Norway, Switzerland, Italy, France, Algeria, Japan, Portugal, British Honduras, Republic of Honduras, New Zealand, New South Wales, Hungary, Egypt, Hong Kong, India, Tasmania, Queens- land, the Windward Islands, the Lee- ward Islands, Apia and Samoa, for any sum not exceeding $100 in United States currency.
No single order for more than $50 may be sent to Great Britain and Ire- land. Jamaica, Cape Colony, British Guiana and Bermuda Isles.
Parties desiring to remit larger sums must obtain additional money orders. There is no limit to the number of orders in the International Money Or- der System.

REGISTRY DEPARTMENT.
Letters can be registered to all parts of the United States and all countries in the Universal Postal Union, upon payment of a fee of eight cents, in ad- dition to the regular postage.
RAILWAY POST-OFFICES.
Post-office cars run on street rail- ways in the following streets: Cottage Grove av., Madison, Milwaukee av., N. Clark, and Wentworth av., making hourly trips between 8 a.m. and 6 p.m., each making down-town connection with all other lines. Letters may be deposited on these cars at any stop.
Railway post-offices are_established on all lines from Chicago. These offices run upon nearly all trains, and letters may be mailed at the cars up to the moment prior to the departure of the trains. Stamps of the denominations of two cents may be had at the cars.
