THE TRUE PRINCIPLES OF FINANCE.
No science is better misunderstood in this country, or misapplied with more skill, than that of finance. We propose to contribute a little if possible, to the general fund of misinformation which exists on the subject, and to condense the whole science into such brief space that any person can carry it around in his hat, if he has one, and the wayfaring man, though a book agent, need not err therein.
I. The main confusion on this subject grows out of the mis- pronunciation of the word. It should be pronounced fin-ance, with the accent strong on the second syllable. Any person trying this for a few days will be surprised to see how it will clear up his mind, and if conscientiously adhered to for six months, he will be almost as profoundly misinformed on the subject, as a member of Congress.
II. What is money? There has been a great waste of words on this point. Professor Bonhommie Price, one of the most genial writers on finance, says "money is a standard of value and a medium of exchange." Professor James Buchanan, of Indiana, says it isn't. Neither of them is quite right. Money-(we speak of it in the abstract, and stripped of all conventionalities); money, as generally understood by average minds, and not as beclouded, befogged and bewildered by writers on finance-money is money.
III. Having now brushed aside some of the verbal fallacies and popular errors which surround the subject, we are prepared to inquire, " What is currency ?" Lo, the poor Indian, says it is wam- pum ; Hon. Frank Landers says it is milk tickets. They are both wrong, because they both look at it from a Lo standpoint. Currency, (from the Latin verb curro, to run), is anything that may, can or will run. Thus sheep, hogs, cattle, molasses, buttermilk, sugar sap-all these are currency, because they all run; but the best of all currency is a promissory note, because, under favorable conditions, it will run longer and farther than any other. It also furnishes the best means of expanding and contracting the currency, since by the mere issuing of promissory notes, the currency can be inflated to any desired extent, while, if deemed expedient to pay them, it can thereby be easily contracted. The expansion of the currency by this means, is a pleasant and fascinating process, but great care should be taken not to push the contraction too rapidly, as this is often attended with serious consequences. Under some conditions a promissory note is very hard to lift, and men have been known to injure themselves for life in the operation. For this reason, as long as a note shows good running qualities, it may be best to let it run.
IV. And lastly, how shall we resume specie payments? Two ways have been suggested, one being to bring gold down, and the other to bring greenbacks up. Both of these plans are impractica- ble. The only true one is this: Let the government issue a long bond-say about 27,000 miles long-bearing interest at the rate of 3365 per cent. (We name this rate of interest because three feet make a yard, and there are 365 days and 52 Sundays in a year). Then let the Secretary of the Treasury fund as many greenbacks as

he can in this long bond, and put the remainder up at auction. This will cause gold to flow here from all parts of the world; confidence will revive, the wheels of trade will be set in motion, and resump- tion will come as gently as the falling due of a promissory note.
Much more might be said on this prolific subject, but any person who masters these fundamental principles will know as much about finance as most men, and quite as much as it is safe for any one man to know.
MONEY.
Of money there are two kinds-hard money and soft money.
Some of the catamount money which used to be current-if not gooseberry-may be concurrent, in Indiana, before the war, was what might be called "hard " money.
The bank of Gosport, for instance.
The money of the Southern Confederacy got to be rather "hard " just before the close of the war. It was easy to get but hard to spend.
The hardest money in the world, however, is that of Hayti, and it takes $600 of it to buy a cocktail.
If you want a cocktail in Hayti you must expect to pay for it.
In the pioneer days of Indiana the business of the country was transacted upon a hard money basis.
Beeswax, ginseng, tanbark, boneset and calamus were used as cur- rency, but coonskins were the favorite money, because they fluctuated but little in value.
The coon and the coon's kin were in high favor among financiers
