At the appointed time the board met and continued in session, examin- ing phaos and estimates from day to day, until the tenth day of the session, when, on the morning of April 21, 1877, being satisfied in the premises, the plans and specifications prepared and submitted by Edwin May, of Indianap- olis, were agreed upon, and he was directed to finish the same without delay, and submit them for the further consideration of the board, at a special meet- ing to be held for that purpose, on Thursday, April 26, at which time the board met, but, the plans of Mr. May being still incomplete, adjourned to Wednesday, May 2. This May special was not held as contemplated, but, at the session in June (14), called for the purpose of further considering the plans submitted by Mr. May, being unable to consummate their labors sat- ixfactorily, the board postponed the further consideration of them until the 19th, at which time they invited the attendance of a number of the lending citizens, to confer with them concerning the proposed plans and specifications. On the 20th, another special session was held, at which there were present, with the board, Edwin May, architect; W. Il. Brown, expert, and W. M. Licke, C. Hunt, Daniel Fisher, J. T. Yon, G. W. Vestal, W. A. Waywright, I. Z. Patterson, also Mesera. Kane and Davis, County Attorneys, as a com- mittee to examine the drawings of plans and the specifications for the new court house. was directed to incorporate them in his drawings, etc. Finally, at another special session, hell on the 24th of the same month, Mr. May submitted his plans, as corrected and amended, and they were accepted accordingly. The Auditor, then, was directed to advertise the same in the Lodger, giving notice that sealed properals and bids for the construction of the building, according to the plans and specifications on file, would le received until August I fol- lowing, when the bids would be opened and the contract awarded. The build- ing was to be completed by the first of June, 1879. At the time pra- posed for opening the bids, the notice having been found to be defective, the board, at a special session on the 11th of August, ordered the same to be re-advertised in the Ledger, the proposals not to be opened until September 29. 1877. At the same time, Mr May was allowed 82,900 for the plans and specifications so submitted and accepted

For the purpose of creating a fund, to be appropriated toward the building of this new court house, the County Board, at their Derender session, 1877, ordered " that bonds be issued for a loans, to raise funds for the building of the court hope, in the sum of seventy seven thousand five hundred dollars (877,500), un anumit not exceeding one per centum of the assessed valuation of' real and personal property of the county." The bonds were to be issued in demoninations of $500, interest to Jos payable annualy, on the 1st day of January, at the rate of 7 por centom per annum. There were three series d' them, as follows: $0,000, payable in ten years. $25,000, payable in fifteen years, and $22,500, payable in twenty years. The Auditor was weeord- ingly ordered to prepare such lands, with the necessary interest warrants, or conpons, affixed. At a subsequent special session of the board, held on the Ist day of January, 1878, the Auditor presented the bomis before ordered, which, non examination, were approved, and the board signed them to the mmuber of' one hundred and fifty-five, in denominations, as prescribed in the order for their issite. The Auditor was then directed to certify to the same, anul turn them over to the Treasurer, who was then instructed to sell them lo the Citizens' Bank of Noblesville, umler the following regulations : The bank


to take those luavls at 99 cents on the dollar, and pay out upon them $30,000 January 20, 1878, and $1,000 each month thereafter, commencing the first Munday in February following, until the whole sut was paid out.


During the progress of the building, there were frequent causes of dissatis. faction in the management. growing out of the superintendeney of Mr. May. the architect. The result of those frequent manifestations, was the dismissal of Mr. May, as Superintendent, by the County Board, at the special session. held on the 7th of January, 1575 and the appointment of Mr. J. C. Julian. of' Fremunt, Ohio, in his strad.


At the March session following. the board designated the use of Philadel. phia brick for the exterior finish of the Court House, and allowed the con- traitor an additional sum of $750 for that porjuer. This was done under the privileges reserved by the Commissioners, as indicated by the conditions of the award to the accepded contractors, Joshua Cuttinghan, at the same session. was appointed local Superintendent of the work of construction, and allowed a salary of $2 50 per day for his services, during the pleasure of the board. . Is a part of the proceedings ad the same form. also, the Masnie fraternity was invited to take charge of the laying of the " corner stone " of the new edilive at the proper time.


I'mder the order prescribing the use of Philadelphia brick for the outer finish, Daniel Gascho and E. S. Phillips, were appointed, on the 11th of April. a cobonitter, with instructions to proceed to Philadelphia and make such selection of brick as might be determined upon for the use aforesaid. A work later, the board designated l'holadelphia " Peerless Brick." as the kind proper to be used in the construction of the building.


The dismissed of Mr. May does not appear to have been satisfactory to that predoman. bence he commeneed a suit for damages against the board to serate butter termes, In the mean time, however, stops were taken to adjust the differences between the contracting parties, which resulted in the board allowing him, on the 20th of Ajatil. the sum of $1,200, in full of all demand-, for all services rendered by him as architect and Superintendent May to di-mi~ the sait so rommeneed by him, and pas all costs incurred. This was thought to be the better alternative, this avoiding all further litigation in the premises.


In the mean time, on the Body of April, 1978, the corner-tone of the new etifire had been laid with Masmnie honors, by P. G. M. Martin H. Rier, assisted by the officers and members of Solde -ville Lange, No. 35. under the anspices of the Grand Landge of' the State of Indiana.


Subsequently, on the 16th of October, at a spreid session of the board. it was designed " that F. M. Horton be allowed the contract to furnish a 3,000. found full and a No. 3 Howard clock." to be placed upon the new court boots when completed. Aber, at a spreid session, held on the 20de of the sour month, ujum consideration of the board. the plans of J. C. Jduson, for the heating of the new court house by steam, were adopted, and Baker, Smith & d'o. 151 fireen street, New York City, were awarded the contract at their lid of 87.710. At a special session, held in November, the board con. trated with Haymes, Spencer & Co., to furnish the wow court house with furniture, as per their plans, submitted and approved by the board, at the proposed price of 85,529. During this session, abs, Mr. J. C. Johnson, the architect in charge, tendered his resignation, which was accepted by the board, the work Iwing at that time nearly completed and his services no longer needed.


On the End of Devender, at a further special session of the bund, hide for the court-house sewer were submitted and opened, as follows:

Mr. Burflinger being the lowest bilder, the contract was awarded to him. necurdingly.


The contracts for an iron fener and for desks and other furniture, were let on the 11th day of April. 1879, with the Champion Tron Fener Company, for a fence around the court house, at the rate of 81.75 per find. and with Hayne, Spencer & Co., for desks for County Superintendent's room, for the sum of 835 1,60; No. 16 walnut desks, $10; So, & Worten rotary decks, 850 ; No. 1 standard- case, revolving hook carr, 820; total, $161.60,


From the time of letting the contract and procuring the necessary materials, the work of constructing the building progressed with a fair degree of rapidity, until it was claimed by the contractor to be completed. Such a representation was made by Mr. Compfield, at a special session of the board, held on the 2 of July, 1879, at which time the board ordered an examination of the building

prior to its acceptance by them. The board, bring unsatisfied with some of the details, met ngain on the 23d when it was agreed to submit the matters in difference between Mr. Campfield and themselves, to four arbitrators, who were, in the event that they could not agree, to chonse nn umpire, whose de- vision in the premises should be final. The building, however, was infurisally nerepted, and the county officers directed to occupy it. Under the agreement to submit the questions of difference to arbitration, the following persone were chosen: For the Board-Ingraham Fletcher. of Indianapolis; T. J. Tolan. of Fort Wayne. For the Contractors-D. B. Harris, of Greensburg, Ind. ; D P. Hopping of Springfield, III.


These gentleman, having thoroughly convused the matters in detail, sub- mitted to them. agreed without calling an empire, and made a report of their conclusions to the board, on the 25th of July, 1879, after a session of six days. Their finding was in favor of' A. G. Campfield. the contractor, that the board was to pay him the sum of 87,522,59, and the expenses of arbitration, as follows: To Ingraham Fletcher. 850; T. J. Tolan, $150, D. n. Harris, $150; D P. Hopping, $175.

When the new building had been completed, and the county officials had been directed to ocenpy the apartments appropriated to their use respectively, the board appointed Isaac Hiatt Engineer and Superintendent of the heating department and Janitor at large for the entire building, with a salary of 8700 per annum, At the same time, Booth and Jenkins were appointed to take charge of the clocks and keep the same in proper condition.


As a whole, this building is one of the best of its kind in the State outside af Marion County. The plan is excellent, and the arrangement of npartments assigned to the several county, judicial, legislative and exventive officers, can Hearerly be surpassed. each having an exact adaptation to the purjewe for which it was designed, and being furnished with all the appliances conducive to the centomie administration of the affairs of the county.


Inasmuch. therefore, as the construction, arrangements and furnishing of this court house have been weressarily attended with great expuse, we have, with great care and painstaking, given all the essential details incident to no accurate understanding of the situation. These details are wholly drawn from official sources, and may be relied on as strictly correct. It cannot fail to be of interest to every reader of the county.

NDER the legislative cnaetment, approved January 31, 1824. to regulate the method of doing county business, elections were held for the choice of men to fill theoffice of Justices of the Peace. pursuant to the provisions of that law. Such officers having been chosen and commissioned, as prescribed, they met nt the u-pal plare of holding courts in Hamilton County, on the first Monday in September, 1821, med proceeded to organize as indicated by the record. to wit :
