SIXTIETH ANNUAL REPORT OF THE CITY AUDITOR

To the Honorable Mayor and City Council:


The undersigned herewith presents a statement of the receipts and payments of the city of Newburyport for the year beginning Dec. 18, 1909, and ending Dec. 17, 1910.


The first part of this report is devoted to an exhibit arranged upon the Schedules for Uniform Municipal accounting as issued by the Bureau of Statistics of Labor of the Commonwealth of Massachusetts. It will be no- ticed that the terms "Revenue" and "Non-Revenue" are used. "Revenue" meaning money accruing to the municipal treasury under general taxation, police powers, gifts, or services rendered. "Non-Revenue" meaning Off- sets to Overlays such as permanent improvements, bond issues, money hired in anticipation of taxes, temporary accounts, etc. Following these schedules are presented detailed statements arranged in the same order, together with the usual matters given in the Auditor's report, including a schedule of the city property, a statement of the securities held by the sink- ing fund commissioners as sinking funds, also as trust funds.


This report should show the result of every transaction of the city in all its departments, whether Public Service, Trust Funds or General, and has done so, except in the case of certain Trust Funds, whose trustees have not yet filed with the city clerk a statement of their transactions.


But few citizens have the time or disposition to analyze a report, which necessarily is made up largely of figures, so the following analysis of the city's business for the past year is made.


As will be noted in Schedule A, the actual cash receipts for the year exceed the payments by $15,601.25, so we end the year with that much more cash in the treasury, which, however, is merely a condition of our cash and has no bearing on the cost of running the city.


Schedule B (with transfers eliminated) shows that for operation and maintenance of the different branches, we received as revenue $357,806.90, and paid for fixed charges $318,591.41, making the excess of receipts over payments for the year $39,215.49, which amount has been used in new construction, permanent improvements, reduction of debt, and cash on hand. (See classification of Payments and Receipts). In making up actual cost of maintenance and operation "Agency Transactions," such as State Tax, County Tax, etc., are eliminated.


I would further report that I have audited the accounts of the Water

Department, Sinking Fund Commissioners, Trust Fund Commissioners, Treasurer and Collector, City Clerk, City Messenger, Sealer of Weights and Measures, the cash disbursements of the Clerk of the Overseers of the Poor, and examined all bills presented, verified same, and when approved charged same to proper appropriations, signing orders on the treasurer for their payment, also have countersigned all notes and bonds, and have as- certained that issue of same was properly authorized.


The net debt of the city has been decreased in the past year $48,- 555.93.


The undrawn balance of appropriated accounts for the year was $19,- 595.80, from which we paid the County of Essex $18,700, our portion of the cost of Chain Bridge, and the balance of $895.80 was paid to the Sink- ing Fund Commissioners.
