REPORT OF SPECIAL COMMITTEE
Voted. "That the report of the Superintendent be adopted by this Board as the annual report required by law: with the exceptions that we recommend those portions dealing with the special school for discipline, the new primary school below State street and the adoption of a text book in physiology be referred to the next year's board, as we are not pre- pared at this moment to endorse them but believe them well worthy of con- sideration.
The School Board wishes to thank the Woman's Club for their valu- able assistance in the supervision of the Cooking School and for their gifts to the different schools, and also to the Harvard Club of Newburyport for the gift of the picture of the Harvard Yard, recently hung in the High school.

REPORT OF THE SUPERINTENDENT OF SCHOOLS
To the School Committee,
Gentlemen :- The report of the receipts and expenditures of this de- partment must be reserved for the next regular meeting which will occur after the close of the present fiscal year.
ATTENDANCE.
The records as submitted by the teachers for the school year ending June 24, 1910, show that there were two thousand one hundred forty- three pupils enrolled in all of the public schools of the city, a gain over the previous year of sixty-two. This slight increase is almost wholly accounted for in the increased patronage our schools are receiving from surround- ing towns.
The extent to which our schools are used by outside pupils, may not be generally known to the members of the Board nor to the public at large.
If all the pupils who are now in the schools of the city, coming from other towns, remain through the year, enough money will be received for tuition, to pay the maximum salary of three grade teachers.
When it is understood that these outside pupils have not added a dol- lar to the cost of maintaining the schools, the advantage to the city in their attendance is evident.
An interesting fact brought out by the statistics is that fifty-nine more boys and girls over fifteen years of age, attended our schools during the last year than during the preceding year.
Seven hundred fifteen, or a trifle more than one-third of our total en- rollment, during the last year have been over fourteen years of age. This fact means that one-third at least of the pupils in our schools attend be- cause they appreciate the value of an education, and not because the law' compels them to attend.
The average membership this year is one thousand nine hundred thirty-three and four-tenths as compared with one thousand nine hundred seventeen during the preceding year, a gain of sixteen and four-tenths.
The average attendance shows the very slight gain of one and six- tenths over the preceding year, while there is an actual loss of six-tenths in the per cent. of attendance, the record for nineteen hundred nine being ninety-three and two-tenths as against ninety-two and six-tenths in nine- teen hundred ten.
The total number of pupils to complete the grammar course this year,

one hundred twenty-eight, is twenty-seven less than the number reported a year ago.
*In the aggregate there have been two hundred forty-nine and a half fewer days of school than during the preceding year. This is accounted for in the granting of a lengthened vacation period in the midyear, by special vote of the Committee and the shortening of the spring term.
There have been two hundred one fewer tardinesses, eighty-two fewer dismissals, forty-eight more cases of truancy, and three more non-resident pupils this year than last.

One item in the statistics as read deserves further notice.
It is difficult to explain why there should have been forty-eight cases of truancy this year, more than last. Possibly more vigilant care has re- sulted in more cases being reported. One boy has been committed to the school for feeble minded at Wrentham, one to Westboro, one to Lawrence, while several have been placed on probation by the local court.
The truant officer, teachers and many of the parents have been untir- ing in their efforts to see that all children between the ages of seven and fourteen attended school. In spite of this and because of the carelessness and indifference of a small proportion of the mothers and fathers, we are obliged to record forty-eight more cases of truancy this year than last, and a substantially lower rate of attendance.
