St. Jean Baptiste.


At the annual meeting it was voted to place the matter of building a new highway to connect with the St. Jean Baptiste Plat in the hands of the Selectmen to report at some future meeting. Soon after the meeting we commenced an investiga- tion for the purpose of selecting a location that would be for the best interest of the Town and the inhabitants of that plat. We secured the services of a practical engineer and decided that there were three locations that were practicable. -- the Bacon street plan which was estimated to cost about $10,000.00; the next an overhead bridge across the railroad estimated to cost abont 87,500.00, providing that an amicable arrangement could be made with the railroad company,-the other the Scott street plan at an estimate of $5,000.00. On July 20th a special meeting was called upon a petition of the inhabitants of that part of the town asking for an appropria- tion to build the Bacon street plan. It was voted that the Selectmen build a highway to connect with the St. Jean Bap- tiste Plat and to draw upon the Town Treasurer not to exceed the sum of 85,000.00. We at once began to get ont plans for the Scott street location as we were satisfied this was the only street that could be built for the sum given us by the Town, bnt at this time there was a great deal of dissatisfaction in regard to the building of this street from the inhabitants of that Plat who entered a protest against it by putting into our

hands a petition for another special meeting which was held September 29th, asking the Town to rescind its vote of July 20th, which was rejected, leaving the matter in the hands of the Selectmen. Soon after this meeting we received a delegation from that part of the Town asking us to defer the building of Scott street for a few weeks to allow them to get estimates for the building of Bacon street, as they were not satisfied with our estimate. We granted their request but as they did not bring us satisfactory evidence that Bacon street could be built for that sum we began to make preparation to ask for bids to build Scott street, and received another petition from them asking for another special meeting which was held November 10th, with the same result as before. As the season was so far advanced at this time we did not think it practicable to com- mence work this season and we would suggest that the Town decide upon one of these locations and make an appropriation for that purpose.


Steam Road Roller.


At the last annual meeting, the Town voted to purchase a steam roller and appropriated the sum of $2,500.00 for that purpose. At that time it looked to a great many as though the Selectmen were handicapped as it did not seem possible to pur- chase a suitable roller for that amount, but owing to the

competition and rivalry that existed at that time between the different manufacturers, we were able to keep within the appropriation. After carefully looking at the different rollers and seeing them in operation and getting the opinions of officials of different cities and towns using steam rollers, we received bids to furnish the Town of Attleborough a roller from the Harrisburg Machine Co., the Russel Steam Road Roller Co., and the Buffalo Pitts Road Roller Co. After opening bids we decided to purchase a 12 ton Harrisburg Roller ( they being the lowest bidder ), for the sum of $2,450.00, and we believe that the Town has one of the best rollers made, with a saving of several hundred dollars.

Report of the Superintendent of Streets.


After a thorough and careful inspection of the roads and their needs. it has seemed advisable to make four divisions in place of the three heretofore existing : and to place in each a competent man who would be responsible for the work there performed.


After due consideration the following superintendents were appointed to have charge of the different highway divi- sions :


In the southern, Hugh A. Smith of Hebronville. with seventeen miles of road.


In the western, Walter L. Manchester of West street. with ten miles of road.

In the southwestern, George W. Allen of South Attleboro. with thirteen miles of road.


In the northern, Charles S. Cummings, whose district em- braced twenty-six miles of road and the nine miles of streets in the centre of the village.


Lawrence Flanagan has had charge of the street cleaning department.


The department has had the use of the two horses of the fire department. The latter department provided hay, grain. shoeing, and such maintenance, while the highway department assumed the care of the horses. One was used each morning, the other in the afternoon. The horses were always kept within a half mile limit from the fire headquarters. The de- partment's work comprised the cleaning of gutters. such patch- ing of streets as were needed, and the ashing and repair of sidewalks as far as possible. Two men were permanently in the employ of this department. but later it became necessary to add two others. A part of the time. therefore, four were engaged in this work.


The itemized report shows something of what has been done, but an idea of the work of each superintendent is in order.


In the south district Superintendent Smith has done ex- cellent work on four important roads, South Main Street. Taunton Avenue. Read Street, and County Street. The nature of the improvements was to plough up the okl roadbed,

serape it well, and redress the surface with fresh gravel. This was the work on Read Street. On South Main Street an accumulation was removed from the gutters and the surface was repaired as in the other streets, and over 1,200 loads of the surface gravel used in this job were contributed by the Hebron Manufacturing Co. without charge. A small but efficient work was done on Thurber Avenue of the kind out- lined. On Taunton Avenue a large job was thus accomplished. On County Street much was done in this way, and the roads were put in good condition from County Street to South Attle- boro. This district is marked by having in it several banks of fine road material. a point in which the town generally is a little weak. Its notable gravel banks are those in Dodgeville, Hebronville, and on Taunton Avenue.


Work in the western division under Mr. Manchester was hampered by the scarcity of good road material at hand. On North avenue the plough and scraper were used and a new gravel surface put on from Daggett's Corner to the Newcomb place. A section of West Street between Brady's Corner and Daggett's Corner was repaired by opening the gutters and re- surfacing the street. On West Street, between the pumping station and the Farmer's Village, several sections were put in order, including Ide's Hill. In this section Mr. Manchester accomplished much in the economical way possible when the plough and scraper are the principal things used. Wherever the surface was regraveled quite a share of gravel was taken

from beside the road. Mr. Manchester contributed some from his own land, and some had to be purchased.


In the southwest division, that of Superintendent Allen, the lack of material is felt more than in any other. The super- intendent found the roads in very bad shape. the hills being notably bad. The important work done was on the Birch Hill road, Brown Street. the Valley road, and the Lanesville road. The work accomplished is commendable, the plough and scraper has been almost altogether used, and the greater part of the material was taken from beside the road. In the Attle- borough City section 100 loads of earth were moved in open- ing the gutters, and a new gravel surface was put on the road. This gravel was principally taken from the bank beside the pond. so there was no expense in getting it. In this district another good work was the complete or partial relaying of three culverts.


In speaking of the north division work of Superintendent Cummings one could enumerate nearly all the streets as scenes of more or less work. In this division alone the work is con- tinuous. In the others it is done largely in spring. but with permanent men and wagons it is carried through the entire year in this section. Among the first large pieces of work done in early spring was a thorough trimming of the brush beside all the roads to the east and north of the centre. On Park Street three knolls were leveled and, with Bishop Street, new gravel was put on from the Solomon bank at no expense
