A suitable high duty pump could be purchased at a cost, including foundations and all connections. for something less than $15,000.

will be $448.20 on the basis of the amount pumped in 1897. This will pay the interest on $11, 200 at four per cent while the saving shown in the second table will be $672.30, a sum suffi- cient to pay the interest on $16,880 at four per cent, or more than the entire cost of the high duty pump, while the high duty pump will have a capacity nearly double that of the Deane pump now in use.
During the summer a check valve was placed on the con- nection to the stand pipe in a by pass so that in case of fire the gate in the pipe which supplies the tank can be closed at once while the pressure from the tank is maintained through the by pass. As soon as the pumps at the pumping station are started, however, the check valve closes automatically and the pressure runs up to such a height as may be desired. In case of a break in the pump, so that the pressure begins to fall, the check valve again opens from tank pressure and the supply at the tank is in use again. This has proven to be an excellent safeguard besides saving time in closing the gate and getting direct pressure on the pipes as it was not possible here- tofore to close the gate to the tank without first telephoning or receiving a signal from the engineer at the pumping station as in case the pumps were not running there would have been no pressure.
In October, when the twelve-inch pipe was laid on North Main street to the factory of R. F. Simmons & Co., a con- nection was made so that in case of emergency a supply of

four fire streams can be obtained from the fire pump in their engine room. Such connections. while desirable, are uncer- tain factors to depend upon. however.
By laying the pipes during the past year on North Main and Fourth streets good fire protection has been furnished for all the shops in the village. In the case of the new shop on the corner of Dunham and Pine streets, which is being built by Mr. Makepeace. I would call your attention to the fact that there is but a six-inch cement lined pipe on Pine street. while on Dunham street. between Pine and Union steeets, the pipe is but a four-inch cement lined pipe. I would recommend that eight-inch cast iron pipe be laid on Dunham street from I'nion street to Pine street and on Pine street from Park to Pearl street, and a ten-inch iron pipe on Park street from Union street to Park avenne. The estimated cost of this work, including gates, hydrants. and reconnecting the house service, is as follows :

If the cement-lined pipes on Mechanic and Hodges streets are also replaced with cast iron pipes there will be no cement- lined pipes nearer the force main than the streets east of North Main street. The more remote the cement-lined pipes are from the force main the less serions the loss of pressure will be from a break in such pipes.
The average daily consumption of water during 1898 was 357,688 gallons. The average daily consumption for the week ending Tuesday, May 2f. 1898, was 533,874 gallons, the tatal amount pumped during the week being 3, 737.120 gallons. On Wednesday, May 18. 1,459,800 gallons were pumped, being the greatest amount pumped on any day during the year.

The figures given as normal rainfall in the above table are the results of sixteen years (1875-1890 inclusive) observations under the direction of the Boston Water Board on the Sud- bury River water shed (located thirty miles north of the Seven Mile River water shed.)
Appended will be found tables showing a condensed state- ment of the pumping records for the year and copies of the analysis made from samples of the water from the well.

ATTLEBOROUGH WATER WORKS.
WATER ORDINANCES.
SECTION 1. Water Commissioners shall. at their first meeting after the annual town election, choose from their number a chairman. Two members shall be a quorum for the exercise of the powers and performance of the duties of the Water Commissioners. The Commissioner- may appoint and remove at their discretion a clerk, who shall also be Water Registrar. a superintendent and such employes or agents as they may deem necessary, and may prescribe their duties. They may fix the salaries of such clerk, employes and agents subject to the instructions and control of the town.

SECTION 2. The Water Board shall have the exclusive and entire charge, superintendence and oversight of all lands, structures, works and apparatus designed and provided for obtaining and supplying pure water for the uses of the town. They shall have the exchisive control and management of the utses. repairs and extensions of such works and structures, whether newly determined upon or otherwise.
SECTION 3. The Water Board shall have control and jurisdiction over all sources of supply possessed by the town, and all lands appurtenant thereto. owned or law fully controlled by the town, and they may exercise all rights as to entry upon and passage over private premises which now are or may become vested in the town. belonging or relating to the manage- ment of the water works and supply of water.
SECTION 4. The Water Board shall use diligent care for the protection and security of all sources of water from which a supply is obtained. so that the purity thereof may not be impaired.
SECTION 5. The Water Board shall. as often as as once in each calendar month, meet and examine all bills and claims incurred by them in the prosecutions of their duty and al claims approved shall b' certified by them before payment of the same by the Town Treasurer.

The Water Board shall keep a full record of their pro- ceedings, and they shall at the annual town meeting make a report in detail to the town of their official acts and doings for the year preceeding, with estimates of expenditures and re- ceipts for the year succeeding. and such suggestions and rec- ommendations as may seem to them for the benefit of the towll.
SECTION 6. The Water Board shall make all proper ar- rangements for the sufficient supply of water for use at fires. and for furnishing the same in the most efficient and suitable manner. They shall, in consultation with the Selectmen, ar- range for such supply of water as may be required for operat- ing any public fountains, or ornamental public water works. for flushing and cleansing public sewers and drains. for sprink- liug streets, and for any other use clearly distinct from that of ordinary water takers.
SECTION 7. The Water Board shall have exclusive charge of the supply of water. may make all the necessary ar- rangements therefor, and such rules and regulations and rates as they may deem to be judicious.
SECTION 8. The following rules and regulations are hereby established, and, together with such rules, regulations and rates as shall, from time to time, be made by the Water Board, under the authority of the preceeding section, shall be

considered a part of the contract with every person who takes the water, and the fact of taking shall be considered as ex- pressing assent on the part of the taker to be bound thereby.
Whenever any of them is violated, although two or more parties may receive the water through the .same pipe, the water shall be cut off and not let on again, except by order of the Water Board, and on payment of one dollar, and in case of such violation, any payment made for the water by the person committing such violation, shall be forfeited.
RULES AND REGULATIONS.
1. Applications for the use of water must be made in writing at the office of the Water Registrar in the prescribed form, and must state fully and truly the use to which it is to be applied.
No water shall be supplied by takers to persons not entitled to its use.
2. All persons taking the water shall keep the service pipes within their premises in good repair and protected from frost at their own expense, and they shall be held liable for all damages resulting from their failure to do so. They shall provide a stop and waste cock. to be properly located inside the building, and have the pipes so arranged that the water can be drawn from them whenever there is danger of its freezing.

3. They shall prevent all voluntary waste of water. and shall not allow water to run through their fixtures to prevent freezing, and there shall be no concealment of the purpose for which the water is usel.

No alteration shall be made in any of the pipe- or fixtures inserted by the town except by persons authorized by the Water Board. who shall be allowed to enter the premises to examine the apparatus. the quantity of water used and the manner of its use, and to ascertain whether there is any unnecessary waste.
5. The town reserves to it-elf the right. whenever the Water Board deens it necessary to repair the works. to shut of the water in whole or in part.

The Water Registrar or Superintendent. or their agent- or assistants may enter the premises of any water tuker to examiive the quantity used and the manner of it- use amul to out of the water for non-payment of rent or lines. or any violations of these regulations or for any other necessary pur- pove converted with the dischange of their duties.
7. Owners Shall Be responsible for water supplied to their premise -. When water is supplied to more than one taket through a single service. the bill may be made either to the owner of the estate or by the direction of the owner to the

tenants; but in case of non-payment the water may be shut off. notwithstanding one or more takers may have paid their proportion to such owner or the town.
S. A taker may be required at any time to attach to the service pipes of his premises a meter of suitable size. when at the discretion of the Water Board it seems for the interest of the town. And in all such cases the rates for the current year shall be adjusted by the meter readings, even if a bill by fix- ture rates has already been settled.
SEcriox 9. All service pipes and stop cocks will be sup- plied and put down to the sidewalk line by the town. All work beyond the sidewalk line shall be done under the di- rection and approval of the Water Board by the water taker and at his expense both for labor and material.
SECHOx 10. In all cases of non-payment of water rent in thirty days after the same is dne, or violating the above rules the water may be shut off. The sum of $1 will be charged for letting it on.
SECTION 9. The water rates and meter rents shall be payable semi-annually in advance on the first days of January

and July of each year. All charges for specific supplies or supplies for fractional parts of the year shall be payable in advance and before the water is let on. In all cases where the consumption of water is ascercained by meters, any excess of the minimum rates shall be payable annually, quarterly or monthly. as may be required by the Water Board. Bills for the same shall be due when rendered.
SECTION 10. If any person shall turn on or turn off the water in any of the public water pipes or reservoirs without the license of the Water Board he shall be liable to a penalty of not less than $3 nor more than $20 upon conviction thereof before a trial justice or court having jurisdiction of offenses arising under town by-laws.
AUDITORS' REPORT.
The undersigned auditors, elected at the annual meeting in March, 1898, respectfully report that they have examined the books and reports of the various departments, namely. Water Commissioners, Registrar, Commissioner of Sinking Fund, Selectmen, Town Treasurer, Tax Collectors, School Committee, Trustees of Public Library, Overseers of the Poor. and find that their books and reports agree, and that they agree with the books of the Town Treasurer.
The Town Treasurer's report agrees with the Selectmen's orders, and also to amount received from Collectors of Taxes and other sources.
