PRELIMINARY PROCEEDINGS OF THE


BOARD OF TRADE.


02AT a meeting of the Executive Committee of the Board of Trade, on January 16, 1889, the matter of celebrating in some fitting manner the two hundred and fiftieth anniversary of the settlement of Haverhill was first discussed, and a committee appointed by the President, Mr. Thomas Sanders, to arrange and suggest, at the next meeting of the Board, the measures they deemed wise to adopt in regard to sach a celebration.


This committee consisted of George L. Emerson, George A. Hall, C. N. Hoyt, and the Secretary of the Board of Trade, E. G. Frothingham.

On the 12th of February, at the next meeting of the Executive Committee of the Board of Trade, it was voted that the above-named gentlemen, together with President Sanders and Charles W. Morse, be appointed a permanent committee to take such action as they thought wise with regard to the celebration of the anniversary, with fall powers to appoint any sub-committees they might think fitting, and also to confer with the Gio Government in regard to the matter, which they did, soon alter.


On February 13th, at a full meeting of the Board of Trade, this nomination was confirmed, and the Secretary was also in- unded to communicate with Haverhill's port, Mr. John (. Whittier, and request a poum for the occasion of the celebration, which was to take place sometime in 1890.


The Secretary sent Mr. Whittier the following letter :


HAVERHILL, Mess., Feb. 16, 1889. MR. JOHN G. WHITTIER,


My Dear Sir : - At the last regular meeting of our Haver- hill Board of Trade, the first step was taken by the ap- pointment of a permanent committee. for the arrangements towards a proper observance of the two hundred and tif- heth anniversary of the settlement of the town of Haver- 1.11. which will occur in 1890, probably on the Fourth of July.

I am further instructed to say that while we sincerely trust it may be our honor and happiness to have you with tis as our guest upon that occasion we hope that you will find it a pleasure to yourself, as it would certainly be a very great kindness to us, to, at your leisure, prepare for our city, to be read at that time, a poem of sach length as may best suit your inclination and wishes.

but the time is still far off, and age and illness admonish me that I am not authorized to make any promise for future work.

This letter was read at a meeting of the Board of Trade on March 13, 1889.


The Committee from the Board of Trade conferred with the City Government, as had been recommended in the Feb- quary meeting before mentioned.


Accordingly, a meeting of all those interested in cele- brating the two hundred and fiftieth anniversary was called by His Honor, Mayor Richards, and came together on Monday, August 19, in the Police Court Rooms. Mayor Fred. G. Richards presided, and after he had read a list of names suggested as a committee from the City Government, George L. Emerson was called upon to make the report of the Com- mittee from the Board of Trade in regard to a celebration. This report contained suggestions relating to the date, money to be raised, invitations to be issued, entertainment to be provided, and general manner of celebrating. The report was approved, and Mr. E. B. George was chosen Secretary of the General Committee, and Mayor Richards, Chairman.

ACTION OF CITY GOVERNMENT.


A 1 T the beginning of 1890, on the coming in of a new


City Government, it had been deemed best to rearrange the various anniversary committees previously elected, as the new mayor should be chairman cx-officio, and therefore all the committees resigned, and left the matter in the hands of the City Government.


On January 31, 1890, it was voted in the City Conneil that the Mayor be instructed in the name and behalf of the City of Haverhill to petition the General Court for author- ization to raise by taxation a sum not exceeding ten thousand dollars for the purpose of celebrating during the current year the two hundred and fiftieth anniversary of its settle- ment as a town, and publishing an account of the pro- ceedings of such a celebration. Mr. J. Otis Wardwell, presented the petition to the General Comit. and it was passed by that body, and was approved by the Governor, March 19, 1890.


On February 20, 1890, the following order was passed by the City Goverment: --

be appointed to make arrangements for, and have charge of, the celebration of the two hundred and fiftieth anniversary of the settlement of Haverhill ; and that the Mayor shall art as chairman of said committee.


2. That said committee be, and hereby is, empowered to appoint an exeentive committee and sub-committees con- sisting of members of the general connaittre in such manner and for such purposes as said general committee may deter- mine; that such committee may respectively make rules pre- scribing the manner of calling and notifying their respective committees, lixing their respective quorums and regulating the manner in which their business shall be conducted ; and that, at in aneting of any such committer at which a quostan is present, a majority vote of the members voting on any matter, question or measure shall be the action of such committee.


3. That nothing herein contained sh .H authorize any person or persons to bind the City of Haverhill by any arrangement or contract involving the expenditure of money For the purpose of such celebration, unless such arrangement or contract shall have been first authorized by vote of the general or some sub-committee having power so to do; and that no committee shall have power to make any such con- tract or arrangement, until an appropriation for the purposes of such celebration shall have been made by the City Council.

ACTION OF THE GENERAL COMMITTEE.


O N Monday, February 24, 1890, a meeting of this Gen- oral Committee on the Celebration of the Anniversary was called by His Honor, Mayor Thomas Edgar Burnham, at which he presided. A committee of five was appointed to prepare a programme for such a celebration, and also bring in a list of sub-committees to carry out thi programme. This committee recommended the following measures : -


That the dates of the Anniversary be July 2nd and 3rd ; that the first day be ushered in by the tiring of a salute and ringing of bells at sunrise for half an hour, and that at simset. also, there be a salute and ringing of bells; that there he a concert in the Square on Mi. Washington from 7.30 to 8 in the morning, and another on the Counnon from 8 to 9; that an appropriate procession mert the Governor atedl his

Staff and other distinguished guests at the Boston and Maine Station, and escort them to the church or hall where the pub- lic exercises shall be held at 11 A. M .; that these exercises consist of suitable music, devotional services by some clergy- men hereafter to be chosen, reading of an ode prepared by " our own poet, Whittier," an historical address and historical poem ; that Rev. Sammel White Duncan, D. D., be invited to deliver the address, and John Crowell, M. D., the poem ; that these exercises be followed by the anniversary banquet, at which addresses be made by distinguished and representative speakers to be designated hereafter; that the exercises in the evening consist of a general reception, followed by a ball; that sont manner of entertainment be provided to. the large manbers of visitors not attending the literary exercises and bat juet.


That the second day be devoted to a grand procession, military wel civic, with historical tableaux, and a full repre- conation of our varied industries, followed in the afternoon by a banquet for the children, if possible: that the celebra- tion be concluded by a grand display of fireworks in the wenig and an illumination of the river ; that the citizens be invited to decorate their houses, and that the public build- ings be decorated; that there be, as one of the features of the celebration, an exhibition of historie relies, portraits of former distinguished citizens of Haverhill. and other objects of historical interest ; that the sub-committees carry out this progr unme.
