REPORT OF THE BOARD OF FIRE ENGINEERS
December 31, 1963 To the Honorable Board of Selectmen and Citizens of the Town of Merrimac, Massachusetts:
The Board of Fire Engineers submit the following report for the year ending December 31, 1963.

This past year, with the consent of the Townspeople, it became possible to replace the 1924 Seagraves with a 1938, 750 gallon Seagraves pumper at the Central Station and the 1926 Reo at the Port Station with a 1940, 400 gallon Howe pumper.
We wish to thank the Honorable Board of Selectmen, the Officers and men of the Fire Department, the Chief and officers of the Police Department and the citizens of the Town of Merrimac, Massachusetts, for their co-opera- tion and support this past year.

To the Citizens of the Town of Merrimac:
The eighty-eighth annual report of the Town of Merrimac is hereby presented for your consideration in accordance with Chapter 40, Section 49, of the General Laws of Massachusetts.
The Board organized for the year 1963 as follows:

The Board organized as a Board of Health and Veterans Benefits with the same officers; Mr. Stevens was appointed Veterans Agent and Mrs. W. Harold Whiting was appointed Agent of the Board of Health.
Due to the Conflict of Interest Law, Mr. Buzzell re- signed after having been elected to his twenty-fifth con- secutive year on the Board of Selectmen. Mr. Buzzell has been a very faithful servant during his years of service and will be greatly missed by all the townspeople.
The Board has tried to conduct all their duties in an efficient manner and to spend the money as appropriated.
The cooperation of all Departments has been deeply appreciated by the Board and thanks are extended to the Bureau of Accounts and all other State branches for their assistance in every way during the year.

Many cases were suppressed without arrest. Many complaints were withdrawn by request and consent and restitution was considered sufficient punishment in Juve- nile cases, with parents agreeing to more careful super- vision.
Many cases were filed at the Police Station, without prosecution, because I considered it in the best interest cf our community.
Many cases were filed without prosecution because the source of information was confidential, and the in- former was the best qualified witness for the Government. However in most of these cases the effect of the investiga- tion on the criminal shows assurance that there will be no repetition of this act by him, thus the community still benefits.
The efficiency of any Police Department is governed, in no small measure, by its source of information.
I sincerely ask all citizens for their cooperation in forthwith reporting any acts or suspicions of violations of the Laws, committed in their presence and will assure you confidential returns for the same.
Your Police Department is still operating on a two regular man basis, since 1928 - 35 years ago, in spite of the fact that crime, traffic and Juvenile Delinquency has alarmingly increased, far beyond the limits of information gained through the Press, Radio or Television broadcast of news.
The prosecution of cases require much more evidence today due to the ever changing amendments of the General Laws, on points of Law, rather than on direct

evidence. And you must bear in mind that there is still just 60 minutes in each hour to devote to investigation of cases, that is why I repeat the true saying - -
POLICE CAN BEST SERVE THE PUBLIC IF THEY GO HAND IN HAND.
I desire to thank the Honorable Board of Selectmen, His Honor Judge Salvatore Faraci, Associate Justice F. Leslie Viccaro, Clerk of Courts Branny Geballa, Probation Officer John O'Neil, the Amesbury Police Department, The Superintendents of Light, Street and School Depart- ments, Officers of the Department and Auxilliary Police and the Citizens of the Town for their cooperation during the year.

PUBLIC LIBRARY REPORT
The Trustees of the Merrimac Public Library present their eighty-seventh report for the year 1963.
The monthly deliveries were as follows:

The total number of volumes borrowed were 13,337, of which 3,272 were non-fiction and 3,190 were juvenile, and 1,685 were Bookmobile books left at the elementary school. Total amount of fines was $225.12, which amount was turned over to the Town Treasurer.
The Trustees purchased 163 new books, of which 93 were non-fiction, 64 were juveniles, and 16 were youth books. Ninety-one books were donated by friends to the library.
The Merrimac Garden Club again presented us with a beautiful Christmas bouquet, for which we are grateful.
We wish to thank donors of books, the Bookmobile, our exhibitors, and interested friends for their contribu- tions in making 1963 a successful year.
The Trustees recommend that the sum of $2,373.35 be appropriated for the year 1964.

TOWN OF MERRIMAC
REPORT OF THE PLANNING BOARD
Thirty-two meetings of the Merrimac Planning Board were held in 1963. The average number of routine plans were considered and passed upon.
The board found it advisable, for the good of the town, to oppose the establishment of a camping and tent- ing area on Bear Hill. This judgment was upheld by the voting at two special town meetings.
The Master Plan is rapidly taking shape and, in the opinion of your planning board, holds great promise, if adopted in whole or in part, of shaping the future develop- ment of our town to the advantage of all its citizens.
We can expect increasing building activity in the coming years and hope, with the help of present and projected controls to be able to broaden our tax base and promote healthy and profitable growth both private and industrial.

REPORT OF CIVIL DEFENSE AGENCY
December 31, 1963
To the Honorable Board of Selectmen and the Citizens of the Town of Merrimac:
Following is the report of your local Civil Defense Agency activities for the year ending Dec. 31, 1963.
I have attended Area & Regional meetings at Tops- field and Lawrence so that Merrimac Civil Defense has cognizance of the latest events and technicalities pertain- ing to Civil Defense.
We had an emergency in town at which time a local family had a disasterous fire. Merrimac C. D. responded immediately with cots, blankets, etc. The many volunteers who responded to this emergency were too numerous to name.
We have made available to the local Boy Scouts, a room at the old High School, under the sponsorship of the Lions Club.
Merrimac C. D. checks in weekly on the local C. D. net, and monthly on the sector net.
We have made available to town departments, rope, canvass, oxygen, etc.
I would like to take this opportunity to publicly thank my Deputy Director, Mr. Stuart Mitchell and the many citizens of Merrimac who unselfishly gave their time and talent so that this entire C. D. operation might be a success.
