REPORT OF CEMETERY TRUSTEES


Report to Board of Selectmen for the year 1963:


The new road was completed and it was a fine job. We wish to thank the Highway Department and the Board for the fill from River Road job. This allowed us the chance to complete our fill job before the new road coming into the cemetery is done. We have installed drainage pipes under the fill to carry off surface water.


We purchased a new mower this year to help with the work in keeping the cemetery looking up to par.


I want to thank the Highway Dept. for the work of keeping the roads open in the winter and sanding the same for us.


We also want to thank Mr. Charles Haynes for his work in keeping the cemetery looking so good, and taking care of the other business of the cemeteries.


With spring thaw over we will finish the grading in the southwest cor., and seed same which will give us several more lots for use.

Article 2. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen to borrow money from time to time in anticipation of the Revenue of the Financial year beginning January 1, 1965 and to issue a note or notes therefore, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.


Article 3. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen to sell at public auction, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the Town, fourteen days at least, before the sale, property heretofore taken or which may be taken by the Town under Tax Title Procedure, provided that the Town Treasurer, with the approval of the Selectmen or their authorized agent may at the time of such public auction reject any bid which they may deem inadequate, or may after such auction has been held sell such property provided that in their estimation an adequate offer may be made.


Article 4. To see if the Town will vote to authorize the Selectmen and their successors in office to sell at public or private sale any of the property which the town may have acquired or may hereafter acquire through proceed- ings based upon nonpayment of taxes or under proceed- ings for the sale of lands of low value, to impose upon the property so sold such restrictions, reservations or con- ditions as shall be deemed expedient, and to execute and deliver in the name and under the seal of the Town quitclaim deeds or other instruments therefor, or to see what action the Town will take in the matter.

To see if the Town will vote to appropri- ate the sum of Four Hundred Dollars ($400.00) from the sale of Cemetery Lots, such sum or part thereof, to be expended under direction of the Cemetery Trustees for the "Care, Improvement and Embellishment" of said ceme- teries, according to Section 14 and Section 25 of Chapter 114, General Laws.

Article 12. To see if the Town will vote to appro- priate a sum of money from Electric Light Operating bal- ance, said money to be used by the Assessors with the estimated receipts to fix the Tax Rate for the year 1964.


Article 13. To see if the Town will vote to accept Chapter 822, Acts of 1963, (State funds used for construc- tion of roads), Merrimac's share to be Five Thousand Five Hundred Fourteen Dollars and Eighty Cents, ($5,514.80) ; Three Thousand Two Hundred and Fifty Dollars, ($3,250.00) to be used as the Town's share of Chapter 90 construction work and the balance for new construction work, or take any action relative thereto.


Article 14. To see if the Town will vote to raise and appropriate the sum of Twenty Two Hundred ($2,200.00) Dollars for the purchase of a new Cruiser for the Police Department, said Cruiser to be purchased by a committee consisting of the Board of Selectmen and the Chief of Police, and to authorize such committee to dispose of the present Cruiser by public Auction or by trading it in to- wards the purchase of the new Cruiser, or take any action relative thereto.


Article 15. On petition of Dorothy A. Cloyd and others to see if the Town will vote to accept Section 97A of Chapter 41 of the General Laws which is a section re- quiring the establishment by the Selectmen of a Police Department which shall be under the supervision of an officer to be known as the Chief of Police, and which authorizes the Chief of Police to make suitable regulations governing the Police Department, and the officers thereof, subject to the approval of the Selectmen and which places the Chief of Police in immediate control of all town property used by the Department and of the Police Officers and their assignments.

Article 16. To see if the Town will vote to raise and appropriate the sum of Five Hundred Dollars, ($500.00) for the purchase of one radio for the Fire Department or take any action relative thereto.


Article 17. To see if the Town will vote to raise and appropriate the sum of Six Thousand Dollars, ($6,000.00) for the purchase of a Dump Truck and Plow for the Highway Department, or take any action relative thereto.


Article 18. To see if the Town will vote to raise and appropriate the sum of Two Thousand, Two Hundred Dollars, ($2,200.00) for new copper gutters, repointing and water proofing wall on rear side of the Town Hall, or take any action relative thereto.


Article 19. To see if the Town will vote to authorize the Selectmen to establish a schedule of fees to be collect- ed for the benefit of the Town for all permits and licenses issued by them.


Article 20. To see if the Town will vote to raise and appropriate a sum of money to defray the cost of re- location and change of water system necessitated by con- struction of Route 495.


Article 21. To see if the Town will vote to authorize the Selectmen to petition the legislature to pass legisla- tion to permit the Merrimac Water Department, under the direction of the Water Commissioners, to set aside all its receipts in a special fund to be used by said Water missioners, without appropriation by the Town, to defray the cost of operation of said Water Department and also to be used to pay for capital expenditures.

Article 22. On petition of Harry Girroir and others to see if the Town will vote to raise and appropriate the sum of $3,955.08, to increase the size of the present main (11/4 in. & 1 in.) on Currier Ave. & Union St. to six inch (6 in.) main. Starting on West Main Street near the resi- dence of Thomas Boland, running Southerly across West Main Street, down Currier Ave. approx. 336 feet, then on Union Street running Easterly 264 feet to a point beyond the residence of Charles Sande, making a total of 600 feet. Also to connect the present services to six inch main (6 in.) main, or take any action relative thereto.


Article 23. On petition of Eleanor Williams and cthers to see if the Town will vote to instruct the Board of Selectmen to appoint a five man committee to look into the cost of building a Junior High School in the Town of Merrimac.


Article 24. On petition of H. Jean Rose and others to see if the Town will vote to raise and appropriate the sum of Two Thousand Seven Hundred Dollars ($2,700.00) to extend a six (6) inch water main along Highland Road from in front of the residence of Richard Beebe to the land of Robert Mullis to a point beyond the land of or formerly of Elmer Day, a distance of eight hundred (800) feet, or take any action relative thereto.

I submit herewith my report of an audit of the books and accounts of the town of Merrimac for the fiscal year 1962, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. William Schwartz, Assistant Director of Accounts.

In accordance with your instructions, I have made an audit of the books and accounts of the town of Merrimac for the fiscal year 1962, and submit the following report thereon:

The records of financial transactions of the several departments receiving or disbursing money for the town or committing bills for collection were examined and veri- fied by comparison with the reports and records in the office of the town accountant.


The books and accounts of the town accountant were examined and checked. The receipts as recorded were checked with the available departmental records and with the treasurer's books, while the payments were compared with the selectmen's warrants authorizing the disburse- ment of town funds and with the treasurer's records.


The ledger accounts were analyzed, the appropria- tion accounts were checked with the amounts voted by the town as shown by the town clerk's records of town meet- ings, the transfers from the reserve fund were compared with the amounts authorized by the finance committee, while other accounts were checked with information in the various departments in which the transactions originated.


The necessary adjusting entries resulting from the audit were made, and a balance sheet, which is appended to this report, was prepared showing the financial condi- tion of the town as of December 31, 1962.


The books and accounts of the town treasurer were examined and checked. The cash book additions were verified and the recorded receipts were compared with the accountant's books, with the records of the several departments collecting money for the town, and with other sources from which money is paid into the town treasury. The payments were checked with the select- men's warrants authorizing the treasurer to disburse town funds and with the accountant's ledger, and the cash balance on February 23, 1963 was proved by reconciliation

of the bank balances with statements furnished by the banks of deposit, by verification of the United States Treasury bills in safekeeping, and by examination of the savings bank books.
