ANNUAL REPORT OF THE SELECTMEN.


TO THE CITIZENS OF THE TOWN OF MILFORD :


We herewith submit our report for the fiscal year ending December 31, 1919, with an itemized account of the expenses of the various departments, under our supervision.


HIGHWAYS.


The report of the highway surveyor who has exclusive con- trol of the ordinary repairs of highways, town ways, streets and bridges, will be found under a separate heading.


We recommend that a reasonable appropriation be made for highways in order that they may be kept in proper condition. '


Your Board has had several conferences with the Massachu- setts Highway Commission relative to re-building Cedar Street to the Hopkinton Town line, and Medway Street, and the Com- mission have given their assurance that work will be undertaken in the spring.


Surveys are being made and plans prepared by the Commis- sion.


STREET LIGHTING.


During the past year 28 street lights were placed on Cedar Street, in accordance with a vote of the town, and additional lights were placed on Highland Street, and in other parts of the town where necessity required.


The number of lights now maintained is as follows:


672 40 cp. lights at 18.00 dollars per year.


71 60 cp. lights at 19.75 dollars per year.


87 100 cp. lights at 24.00 dollars per year.


WELCOMING HOME, SOLDIERS, SAILORS AND MARINES.


At the Annual Town Meeting in March 1919, $1,000.00 was appropriated for the purpose of Welcoming Home, Soldiers, Sail-

ors and Marines who served in the late war, and your Board ap- pointed a committee of citizens to act as a Welcome Home Com- mittee, and entrusted to them the responsibility of expending the money appropriated.


Additional funds were received by contributions from citi- zens and organizations.


The Committee organized with the choice of Thomas J. Nugent, as chairman, Allen A. Hartwell as Secretary, and James E. Walker as Treasurer.


Various sub-committees were appointed and all rendered val- uable service.


The receptions were very successful and appreciated by the boys who returned, and by the people of Milford, who showed by their enthusiasm that they were proud of their Heroes.


During the past year the Board of Selectmen has always been solicitious for the welfare of the town's interest and has been alert to guard the rights and privileges and safety of its citizens.


We call attention to perhaps the most important event of the past administration, the hearing of the petition of the Milford Water Company for a substantial increase of rates. We found ourselves financially handicapped and appealed to the Finance Board for permission to use some of the emergency fund which, in our opinion and in the opinion of the Town Solicitor, is creat- ed for such purposes. We were refused, but this did not diminish our activities in the matter and we instructed the Town Solicitor to guard the town's interest and empowered him to employ a competent engineer. All of this was done. The results of that hearing and the good that has reacted through the town in the saving of money, not only for the town but for the individuals who use the water, is very well known but a reiteration would not be amiss, perhaps, at this time. The investigation saved the town thousands of dollars in hydrant rental because if the petition was allowed as asked for, the rate of hydrant service would be about seventy-five dollars, whereas after the hearing we had the old rate of fifty dollars. The hearing has also resulted in furnishing, for the protection of property, additional hydrants. We also have tried to bring about protection for the new quarry property,

which promised to employ many men in the north end of the town, but have been unsuccessful.


During the past year many petitions were brought by the street railways coming into the town for increase of fare. The Board of Selectmen of Milford has spent many nights in confer- ence with the selectmen of other towns with the result that we have a very reasonable fare going out of Milford in every direc- tion when one considers the present very chaotic state of prices.


We have also been in consultation with the Highway Sur- veyor and the Sewer Board and Health Board concerning the abolition of a drain which runs underneath the factory of the new handkerchief concern and we hope to find a way to abolish it at once, as we recognize the justice of the claim and wish to encour- age all such attempts to further the interest of the town.


In addition to the above we found that with the increase of automobiles and with the inadequate amount of money to prop- erly patrol our highways, despite the fact that we have put up several "silent policemen" to guide the automobiles and protect the pedestrians, it occurred to us that there was need for street regulations concerning the moving of all types of traffic. We have had drafted, through the Law Department, a set of rules and regulations which are now the law of this community and will aid much if we only have the co-operation of both the automobile drivers and the pedestrians. Upon the conduct of them both will, in the last analysis, depend to a great measure the safety of themselves, and we ask that both the drivers and the pedestrians conduct themselves on the highways in such a manner that harm will not come to either.
