WARRANT FOR SPECIAL TOWN MEETING AUGUST 19, 1919.
COMMONWEALTH OF MASSACHUSETTS.
Worcester, ss.
To either Constable of the Town of Milford, in said County, Greeting :
In the name of the Commonwealth aforesaid, you are hereby required to notify and warn the inhabitants of said Town quali- fied by law to vote in Elections and in Town affairs, to meet at the Town Hall, in said Town, on Tuesday, the nineteenth day of August A. D. 1919, punctually at eight o'clock in the evening, to act upon the following articles, namely :
Article 1. To choose a moderator to preside at said meet- ing.
Article 2. To see if the town will vote to raise and appro- priate the sum of Six Thousand Five Hundred Dollars, ($6,500 .- 00), or will authorize the Town Treasurer to issue notes or bonds

of the Town to an amount not exceeding Six Thousand Five Hundred Dollars ($6,500.00), at a rate of interest not exceeding six per cent. per annum, payable semi-annually, for the purpose of installing a new heating apparatus in the High School Build- ing, or take any action in relation thereto.
Article 3. To see if the town will vote to raise and appro- priate the sum of One Thousand Dollars ($1,000.00), for the purpose of increasing the pay of the patrolmen from thirty cents per hour to forty cents per hour, or take any action in relation thereto.
Article 4. To see if the town will vote to raise and appro- priate the sum of Five Hundred Dollars ($500.00) additional for care of trees, or take any action in relation thereto.
Article 5. To see if the town will vote to raise and appro- priatte the sum of Four Hundred Twenty-two Dollars and Seventy-seven cents ($422.77) for the purpose of paying the extra premium on the Workmen's Compensation and Employer's Lia- bility Policy, or take any action in relation thereto.
Article 6. To see if the town will vote to raise and appro- priate the sum of Sixteen Hundred Dollars ($1,600.00) for the purpose of paying the increase of salaries of school janitors, or take any action in relation thereto.
Atricle 7. To see if the town will vote to raise and appro- priate the sum of Seven Thousand Dollars ($7,000.00) for the purpose of increasing the salaries of the school teachers, or take any action in relation thereto.
Article 8. To see if the town will vote to raise and appro- priate Twelve Hundred Dollars ($1,200.00) additional for in- cidentals, or take any action in relation thereto.
Article 9. To see if the town will vote to locate thirty additional hydrants for fire purposes, or take any action in rela- tion thereto.
And you are hereby directed to serve This Warrant by post- ing up attested copies thereof at each of the Public Meeting Houses and at the Post Office in said Town ; also cause an attest-

ed copy to be published in the Milford Daily News, a newspaper published in said Town, Two Sabbaths at least before the Time set for said meeting.

SPECIAL TOWN MEETING, AUGUST 19, 1919.

Milford, August 19, 1919.
At a legal meeting of the inhabitants of the Town of Mil- ford, qualified by law to vote in elections and in town affairs, holden this nineteenth day of August, A. D. 1919, at eight o'clock in the evening, the said inhabitants proceeded as fol- lows :
The meeting was called to order by the town clerk who read the warrant and the officer's return thereon.
Under Article 1. The meeting made choice of John T. Mc- Loughlin as moderator.
Article 2. Voted : That the town treasurer be, and hereby is authorized to issue notes or bonds of the town to an amount not exceeding Sixty-Five Hundred Dollars, ($6,500.00), at a rate of interest not to exceed six per cent. per annum, payable semi- an- nually, signed by the town treasurer, and counter-signed by a majority of the board of selectmen, the same to be paid as fol- lows: Two Thousand Dollars ($2,000.00) annually for two years next ensuing the issuing of said notes or bonds, and the balance of said Sixty-five Hundred Dollars ($6,500.00) to be paid on the third year next thereafter ensuing, for the purpose of installing the heating apparatus in the High School Building. Yes, 79. No, 0.
Article 3. Voted: To raise and appropriate the sum of One Thousand Dollars ($1,000.00) for the purpose of increasing the pay of the patrolmen.
Voted : That a committee of five be appointed by the mod- erator for the purpose of considering the whole matter of a police system, and report at some future meeting. Jeremiah J. Comba, George W. Ellis, Alfred B. Cenedella, Owen F. Croughwell, Thomas F. Flanigan were appointed on the committee.

D. 1919, punctually at 5.45 o'clock in the forenoon, at which time the polls will be open for said voters to give in their ballots to the Selectmen of said town, for Governor, Lieutenant- Governor, Secretary, Treasurer, Auditor, Attorney-General of the Commonwealth of Massachusetts, Councillor, (Seventh Councillor District), Senator, (Fourth Worcester Senatorial District), Two Representatives in General Court (Ninth Wor- cester Representative District), County Commissioner, (Worces- ter County), Two Associate Commissioners (Worcester County), District Attorney (Middle District), all on one ballot designat- ing the office intended for each person voted for as provided for under the provisions of Chapter 835, Acts of 1913, and acts in amendment thereto.
Also upon said ballots the voters shall give in their votes on the Acceptance of the rearrangement of the Constitution of the Commonwealth submitted by the Constitutional Convention.
Acceptance of Chapter 311, General Acts of 1919, entitled "An act relative to the establishment and maintenance of con- tinuation schools and courses of instruction for employed minors."
Acceptance of Chapter 116, General Acts of 1919, entitled "An act to authorize savings banks and institutions for savings and trust companies having saving departments, to place deposits interest monthly." (Referendum.)
Question of Public Policy under Chapter 819, Acts of 1913.
Shall the Representatives from this district be instructed to vote for legislation to regulate and license the manufacture and sale of beverages containing not over four per cent. of alcohol by weight and to define same to be non-intoxicating ?
(The polls may be closed at four o'clock in the afternoon on said day of meeting.)
At two o'clock in the afternoon of the above mentioned fourth day of November, at the same place there will be a meet- ing of the above described inhabitants to act upon the following articles, namely :-

TOWN MEETING NOVEMBER 4, 1919.

Milford, November 4, 1919.
In pursuance to the foregoing warrant the inhabitants of the Town of Milford, qualified by law to vote in elections and in town affairs, met in Dewey Hall in said town on Tuesday, the fourth day of November A. D. 1919, punctually at 5.45 o'clock in the forenoon, and were called to order by the town clerk who read the warrant and the officer's return thereon.
In accordance with the provisions of Chapter 835, Acts of 1913, and acts in amendment thereto, sealed packages said to con- tain 3000 official ballots, specimen ballots, cards of instructions, penalty cards and copies of the Constitution as amended were de- livered to Thomas J. Nugent, Presiding Election Officer.
The seal was then publicly broken, the package opened and the ballots delivered to the ballot clerks and their receipt given to the town clerk. One card of instructions, one penalty card and one copy of the Constitution were posted in each marking compartment, and five cards of instructions, five penalty cards, five copies of the Constitution and Five Specimen ballots were posted in the hall outside the rail.
The ballot box required by law to be used in elections was then publicly opened and found to be empty, the register of the box was set at 0000, the box locked and the keys delivered to Jeremiah T. Murphy, Constable in attendance at said meeting.

the voting list at the polls, William G. Pond and Joseph J. Clancey ballot clerks and Alfred B. Cenedella and James F. Bax- ter, Deputy Ballot clerks all appointed by the selectmen were sworn to a faithful performance of their duty by the town clerk.
The polls were opened at 5.50 o'clock A. M.
Voted : To close the polls at 8 o'clock P. M.
Due notice having been given the polls at eight o'clock P. M. were declared closed.
At two o'clock in the afternoon of the above mentioned fourth day of November at the same place the above described inhabitants acted upon the articles named in the warrant as fol- lows :
The meeting was called to order by the town clerk who read the warrant and the officer's return thereon.
Article 1. The meeting made choice of John T. McLough- lin as moderator, the vote being unanimous.
Article 2. Voted: That the sum of Six Thousand Five Hundred Dollars ($6,500.00) be appropriated for the purpose of installing the heating apparatus in the High School Building, the said sum of money to be taken from any unappropriated money in the hands of the treasurer.
The vote was unanimous.

During the voting the ballot box was opened, by unanimous consent of the Selectmen and Town Clerk, six times for the pur- pose of taking out, sorting and counting the ballots, first at 11.10 o'clock A. M. when the box registered 450 ballots, at 3.50 o'clock P. M. when it registered 900, at 5 o'clock P. M. when it reg- istered 1100, at 6.17 o'clock P. M. when it registered 1424, at 7.25 o'clock when it registered 1883, and at the close of the polls 8 o'clock P. M. when it registered 2025.
The count on the ballot box did not agree with the number of names checked at the polls and at the tables of the ballot clerks.
The names of those on the lists of voters which were checked and audibly counted were found to be 2024.
The tellers having canvassed the votes given in and found the total number of ballots cast to be 2024, the same having been sorted and counted, declaration thereof was made in open meet- ing and recorded as follows :

The ballots cast and the list of voters used at the polls and by the ballot clerks were sealed and endorsed by the election offi- cers.
The ballots were then delivered into the custody of the town clerk, and also the voting lists in conformity with law in such cases made and provided.
The unused ballots remaining and all soiled and cancelled ballots certified to by the ballot clerks to be such were sealed in an envelope and delivered to the town clerk as the law provides.
