A Dedication To Four Faithful Servants


During 1957, the town lost four capable office holders. They were William J. Bernat, member of the Board of Health; Peter F. Warakomski, Jr., longtime member of the Board of Selectmen; James F. Kane, member of Board of Health, Park Commissioner and Finance Board member; and William C. Daly, agent of the Bcard of Public Welfare.


In recognizing the long and faithful service of the four men, the town fittingly pays tribute to them in this annual town report.

Inclusion of these testimonials in the annual town report is an indication of how the townspeople appreciated the sacrifices made by the four citizens. They devoted con- s derable time to the welfare of the community and always were ready to lend a helping hand to any cause which would benefit the town.


To the loved ones of Mr. Bernat, Mr. Warakomski, Mr. Kane and Mr. Daly the town extends its sincere sympathy.

WILLIAM J. BERNAT


Board of Health, 1939-1957


William J. Bernat, 47, of 99 Bourne Street, Three Rivers, a veteran member of Board of Health and affiliated with many civic and fraternal groups, died on March 2, 1957 in Wing Memorial Hospital, Palmer, following an illness of a few days. Born in Three Rivers, on May 17, 1909, the son of the late Mr. and Mrs. John Bernat, he was a lifelong resident of Three Rivers.


The late William Bernat was first elected as a member of the Palmer Board of Health in the year 1939. He served continuously from then until his death in 1957 and served as chairman in the following years: 1948, 1949, 1950, 1951 and 1957.


He served as director of the Three Rivers Chamber of Commerce for many years and was chosen in February of 1957 to serve as president for the ensuing year. Held a membership in St. Stanislaus Polish Lyceum and many other organizations and was a communicant in Sts. Peter and Paul's Parish of Three Rivers.


To his friends he was modest, extremely likeable, keenly intelligent. His life was an example of unselfish devotion to his community.


Survived by his wife, Mrs. Anna (Skutnik) Bernat and a son John. The inhabitants of the town of Palmer extend to Mrs. Bernat and son their deepest sympathy.


Ju Memoriam


PETER F. WARAKOMSKI, JR. Board of Selectmen, 1943-1957 Board of License Commissioners, 1940-1943


Peter F. Warakomski, Jr., 42, of 12 Hobbs Street, Thorndike suffered a fatal heart attack on the morning of July 10, 1957.


Mr. Warakomski was born in Willimantic, Conn., son of Peter and Eva (Dytkiewicz) Warakomski, Sr. His parents moved to Thorndike when Peter Jr. was 12 years old. He attended St. Cecilia's Grammar School in Willimantic and the Palmer schools, graduating from the local Palmer High School in 1934, where he was a three letter athlete. In recognition of his basketball ability Mr. Warakomski's name is inscribed on the school's Athletic Shield of Honor.


He was a prime mover in the youth athletic programs of the town encouraging youngsters to participate in all forms of sports.


Besides attending to town affairs as a selectman, Mr. Warakomski was active in the civic, fraternal and community affairs and especially in the St. Joseph Polish Society in Thorndike and Sts. Peter and Paul Parish of Three Rivers of which he was a parishioner.


Mr. Warakomski was serving his 15th term as a town selectman, having been elected annually since 1943. He also served three terms of one year each as a town license com- missioner, entering politics in 1940. His 18 year era of political life was an example of unselfish devotion to this community.

JAMES F. KANE


Board of Health 1949-1957


Park Commissioner 1944-1957


James J. Kane, prominent in the civic, fraternal, church and political life of Palmer died August 17, 1957 and the town lost a faithful and conscientious servant.


Mr. Kane was a member of the board of health at the time of his death and also was a park commissioner and member of the finance board and for years had served on the finance group's sub-committee on education. He was a strong advocate of a progressive educational system and worked zealously on behalf of the local schools.


Born in South Shields, England, son of James and Jane Ann (McAley) Kane, he was widely known in the area, having served many years with the Metropolitan Life In- surance Company, retiring in 1941 as assistant manager of the Palmer branch.


Mr. Kane was an honorary member of Western Massa- chusetts Safety Council; a charter member of Wallingford, Conn., Lodge of Elks; member of the Metropolitan Life Insurance Company Old Guard; member of the Palmer Council, Knights of Columbus; member of the Holy Name Society of St. Thomas the Apostle Church. He was well- known as a vocalist.


Surviving Mr. Kane are his wife, Mrs. Grace (Schwink) Kane; two sons, Henry of Hinsdale, N.H. and James J. Jr. of Holden; a daughter, Mrs. Frank Partridge of Walling- ford, Conn .; and eight grandchildren.

WILLIAM C. DALY


Welfare Agent, 1937-1957


William C. Daly, 66, of 86 Springfield Street, Three Rivers, public welfare agent for 20 years, died November 26.


Mr. Daly was born in Warren, son of Patrick C. and Lena (Heidel) Daly and lived in the town of Palmer for 65 years. He was an active member of Wenimissett Tribe of Red Men and a longtime member of St. Mary's Church in Thorndike.


Surviving him are his wife, Mrs. Hazel (LaForest) Daly; a daughter, Mrs. George Lapierre of Marlboro; three sons, William F. of Springfield, Vt., Everett of Palmer and Donald of Danielson, Conn .; two brothers, Raymond E. of Glastonbury, Conn. and Edwin C. of Rocky Hill, Conn .; and several grandchildren.


Mr. Daly was a devoted public servant and ably super- vised the work of the welfare department and the disburse- ment of its funds during the most trying periods of the welfare program. He was zealous in his duties and the accomplishments of his office often times were cited by both State and Federal agencies.

Report of the Board of Selectmen


The Board organized for the year with John D. Aldrich, Chairman, Peter F. Warakomski, Clerk and George B. Cheney, Third member.


At a special election held in September, Edward F. Pytka, Three Rivers was elected to fill the unexpired term of Peter F. Warakomski who died suddenly in July after having served the town as a member of the Board for many years.


Under Chapter 90, in cooperation with the Department of Public Works, South Main Street, Depot Village was recon- structed at a cost of approximately $23,000. The State and County are contributing seventy-five percent of the cost of this work with a cost to the Town of approximaely $5700. Burleigh Bridge is in the process of being replaced under the Flood Control Program at no cost to the Town. The approaches to Burleigh Bridge will be constructed by the State, County and Town with a cost to the town of $10,000, the total cost of the project being estimated at $50,000. It is expected that Palmer Street, Three Rivers will be reconstructed in the spring, the work to begin at the end of the previously improved section and running easterly to the westerly approach to the bridge. Cost of this work is estimated at $18,000, with the Town con- tributing $4 500.


The 1958 Warrant will include articles calling for the reconstruction of Belchertown Road, Three Rivers, from the end of the previously improved surface to the Belchertown line, and Calkins Road from Palmer Street, Three Rivers to Route 20. The County Commissioners and the Commonwealth have been requested to provide funds for this work under the provisions of Chapter 90.


In order to provide better approaches to the Turnpike Inter- change on Thorndike Street, the Board had several conferences with the Worcester and Boston offices of the Department of Public Works with reference to the improvement of Route 32 from the intersection of Park and Thorndike Streets, northerly to the intersection of High Street, Thorndike at Palmer Center. Considerable damage was done to this highway during the course

of construction of the Turnpike and the Board feels fairly certain that this highway will be improved by the Commonwealth at no cost to the town.


Under Flood Control, during the year, the Board contracted with a firm of hydraulic engineers to survey and study certa'n problems relating to the dam and power installation on the Chicopee River at Three Rivers. A progress report covering the work completed to date is being prepared but has not been re- ceived at this writing.


In connection with the 1955 flood, the Board wishes to an- nounce that in 1957 the sum of $34,227.64 was paid to the Town from State and Federal Flood Agencies as final reimburse- ment for damages suffered to highways, walks and sewers. This sum, added to the reimbursements in 1955 and 1956 totals $58,788.13, in full payment of claims totalling $65,000.


All highway, walks and sewer projects were completed as specified under articles of the 1957 warrant.


The Board wishes to express its thanks to all town depart- ments and agencies for cooperation throughout the year.
