Report of Chief of Police


To the Honorable Board of Selectmen,


Palmer, Massachusetts.


Gentlemen:


The annual police report for the year ending December 31, 1957 is submitted for your consideration.


During the year 418 complaints were prosecuted in the Dis- trict Court of Eastern Hampden against 338 males and 15 females. Seven deliquent complaints were issued against juveniles. Eleven stolen automobiles were recovered, 246 summonses were served for other departments and four fugitives were taken into custody. Motor patrols covered 43,987 miles.


It is pleasing to report Palmer had no automobile fatalities during 1957, but sixty-eight persons suffered injuries as a result of auto accidents.


Installation of traffic signals have aided greatly in eliminat- · ing a dangerous situation at the Four Corners intersection. The east-west Toll Road has created an increase in traffic in the Thorndike and North Main Street areas. It is my opinion traffic lights placed in strategic points would not only regulate the smooth flow of traffic but would afford protection to pedestrians crossing these streets. Lights at the intersection of Park and Thorndike Streets and a light located between Holbrook and Thorndike Streets on North Main Street would afford protection on these heavily travelled arteries.


Because of the advantageous location of the Palmer inter- change on the Toll Road and the apparent popularity of this interchange as an entrance and exit, the entire length of Thorndike Street is receiving a very heavy load of "new traffic." Not only are the suggested lights essential to handle the traffic situation on this street but more concentrated police patrol is necessary.


Because of the augumented traffic conditions and the in- creased demand for additional police service, both in town and throughout the various new developments, we strongly recommend the addition of four regular police officers. The additions would place the Palmer department on a comparative basis for a town our size. We are awaiting results of a recent police entrance examination to determine eligible appointees.

Gentlemen:


The past year found the Town free from gypsy Moth infesta- tions however, scoutinf and spraying precautions were taken, keeping the pest under control.


Several sprayings for fly and mosquito control were made with excellent results noted.


Numerous requests were received for eradication of Poison Ivy and Dogwood Poison during the year. Sprayings were made with good to excellent results.


Poison Ivy and Dogwood Poison are considered a public nuisance by the State. Any growth of the plant within a 100 feet of a dwelling will be sprayed upon request.


DUTCH ELM DISEASE

The Dutch Elm Disease continues to take its toll of Elm trees in the Town. During the year, 51 Elm trees were found diseased. These trees were disposed in accordance with State regulations.


The condition of the disease remains almost the same as last year; however, with the record drought of the past summer, the trees were left in a weakened condition and it is expected that the mortality will be greater than in the past.


Every effort is being made through a spraying and sanita- tion program to combat the disease.

Report of Park Commissioners


As in previous years, the facilities of Palmer's parks and playgrounds continue to be used and enjoyed by more and more of our people. The loss of Burleigh Park and its pool are still keenly felt and tentative plans for replacement are being made. The newly established Endelson Playground at Bondsville has been in complete use during the year; as have the other children's fields at Three Rivers Common, Thorndike Grammar School and Eager Field.

IMMEMORY OF LOUIS ENDELSON YBY HIS FAMILY


At the request of the Endelson family no public ceremony was held to mark their gift to the Town of the land in Bonds- ville which now bears their name. So far as the Commissioners can speak for the hundreds of children who now and later will enjoy the playground, we thank the Endelson family most sin- cerely. Our thanks also go to Mrs. Wallace Andringa, Joseph Les, Wallace B. Wile, George Belisle and Martin Kapinos, who as members of the Bondsville P.T.A. were the committee to work for a playground in the village. The success of their untiring effort is now there for all to see and enjoy.


Little League baseball is now a well established feature at Legion Field, and it is possible that provision for still another junior diamond may have to be made this year. There is also a strong probability that the large diamond will provide semi-

pro ball this year as well as the High School and other local games. The field, like all the other property in the charge of our capable caretaker and his assistants, is in excellent condition.


With profound sorrow and deep regret we record the death of James J. Kane. Elected to the Board of Park Commissioners in 1944, he served the Town of Palmer faithfully and well, giving greatly of his time and ability. Courteous and cooperative, sound in judgment and sincere in purpose, thorough in thought and perserver'ng in performance, he did his full share and more, with no thought of reward beyond the satisfaction of good work well done.
