Report of the Board of Selectmen


The Board organized for the year with Leo St. Amand, Chair- man, Edward F. Ptyka, Clerk; and James F. Carter, Third Mem- ber.


Since the Department of Public Safety of the Commonwealth condemned the Town Hall, the Board had instituted a program by which the annual town meeting shall be rotated throughout the four precincts of the Town. The 1959 town meeting was held in the High School in Precinct A; last year's town meeting was held in the St. Stanislaus Hall in Precinct C; and the 1961 town meeting will be held at the St. Joseph Hall in Precinct B. Many favorable comments have been expressed by the townspeople on the above procedure.


The increased volume of motor vehicle traffic through the town is creating problems in regard to pedestrians' and traffic safety. In 1960 the Board had contracted with participating funds from the State Department of Public Works to install electrical signal devices at the intersection of Park and Thorndike Streets, and also on North Main Street in Precinct A. Flashing signal lights are also being installed at Town's expense at the Quaboag Street railroad crossing in Precinct C.


Due to a Federal Communication Commission's ruling the Town could not renew its lease with the New England Telephone and Telegraph Company for the rental and maintenance of a radio communication system for the Police Department. There- fore, a complete two-way radio system has been purchased and is currently in operation in the Police Department. The new installation also provides for direct radio communication with the State Police and the police departments of our neighboring towns. In conjunction with equipment purchases other than normal re- placement equipment for the Highway Department, the Board had purchased a heavy-duty 10-foot rotary snow blower. This new machine has proven invaluable to the Highway Department during the recent heavy snow storms which have blanketed the town.


During the year the Board held two special joint meetings with the Park Commission and the School Board for the purpose of filling existing vacancies within these committees. Mr. Michael Cavanaugh was appointed to fill the vacancy in the Park Com- mission created by the death of Mr. Louis Abbate and Mr. Stephen Lebida was appointed to fill the vacancy on the School Board by the resignation of Mr. Edmund J. Frydryk.

The original Town Hall at Four Corners has been razed. This action was taken according to the vote on Article 23 of the 1960 annual town warrant. This meeting also voted under Article 22 that the Board appoint a committee of nine to study the feasibility of constructing a new Town Hall. This committee has been appointed by the Board and a report of their findings is in- cluded in this report.


The Board through its actions during the year has established two precedences in the town. For the first time in the history of the Town, women citizens have been placed on the Jurors List for the Hampden County Superior Court. To improve the organi- zational structure of the Police Department, Chief Donahue had recommended to the Board, who act in the capacity of Police Commissioners, that the rank of sergeant be established within the Department. The Board has fulfilled this recommendation by appointing, according to Civil Service regulations, Mr. William Holt, the first Sergeant in the history of the Police Department. The Board feels confident that this new position will improve the operation of the Police Department.


On September 6, 1960 the Board received with regret a letter of notification from Chief of Police, James F. Donahue, of his decision to retire as Police Chief upon reaching retirement age on February 28, 1961. The Civil Service Commission has conducted competitive examinations on January 7, 1961 to establish a list of eligibles from which an appointment to fill the vacancy of Chief of Police will be made. The Board would like to publicly acknowledge the sincere interest and extra work which Chief Donahue has been doing to prepare the Department for a smooth transition to his successor. The Board is appreciative for these efforts.


The past year's accomplishments of the Board could not have been realized without the cooperation of all Town Depart- ments, Agencies and the Citizenry of the town. For this joint harmonious spirit, the Board is extremely grateful and sincerely appreciative.

The Committee after careful review, unanimously agreed that a definite need exists to construct a new structure. This will enable a consolidation of all town agencies, with adequate space to function efficiently, and result in the rendering of better services to the townspeople.


The next phase of this probe will consist of :


1. What space will be required by the different governmental agencies in a new building?


2. On the basis of the above findings what size building will be required?


3. Consultation with County officials to determine the possi- bility of relocating the judiciary and related functions to the new proposed structure.


4. The location of the new town hall.


5. Presentation of preliminary engineering plans for consider- ation and acceptance by the Town.
