Report of Chief of Police


To the Honorable Board of Selectmen,


Palmer, Mass.


Gentlemen :


The annual report of the police department for the year end- ing December 31, 1960 is respectfully submitted.


During the year, 408 complaints were prosecuted in the Eastern Hampden District Court against 291 males and 16 females. Nine delinquent complaints were issued against juveniles. In addition to the various duties of routine nature, the department recovered twelve stolen automobiles and three fugitives were taken into custody. Our motor patrols covered 76,860 miles during the year.


Four deaths resulted from auto accidents; in three instances, the operators were alone in their vehicles and excessive speed appeared to be the contributing cause of the accidents. Fifty- seven persons suffered personal injuries in thirty-seven accidents.


Our radio equipment has been replaced, there is in operation now, a base station, three mobile units, equipment monitored 10 Mass. State Police and a unit which ties in with the intercity radio of the surrounding towns and cities of the Connecticut Valley.


Traffic signals were recently installed in the North Main Street area and when weather permits, lights will be installed at the Park St. and Thorndike St. intersection. These lights should be very effective in controlling a dangerous area which has been of much concern for many years.


There has been but one change in the department personnel, Patrolman William E. Holt was recently promoted to sergeant.


I strongly urge the appointment of an additional sergeant from the existing list and recommend three additional' permanent patrolmen to meet the ever increasing demand for service.


The department has drastic need of additional space; we are operating at considerable inconvenience to the public as well as the members of the department. Presently, in our building, there is available space which should be acquired for department use.


Our cruisers are being operated on a six month trade-in plan:

if this plan is to be continued, it will be necessary to provide funds for the new cars.


This is my final report as Chief of Police as I will reach re tirement age February 20th, 1961.


I wish to express my appreciation to the heads of the various town departments, the civic and patriotic and fraternal organiza- tions of Palmer, the members of the press, State, Federal and local police agencies and all others who assisted the department.


I acknowledge the assistance rendered to me by the Honor- able Special Justices Joseph A. Furey and Norman L. Snow, Clerk of Court James W. Duffy, Probation Officer Davitt M. Rooney and the members of their office staffs.


To the Honorable Ernest E. Hobson, Justice of the Eastern Hampden District Court, I am indeed grateful. His close friend- ship during my entire police career has been an inspiring in- fluence. His kindness, patience, understanding and sound advice have made my work easier.


To the permanent, intermittent and auxiliary police and Clerk Harold Bachand, I extend my thanks for being attentive to their duties and carrying out assignments in a creditable manner.


To your Honorable Board my appreciation for your constant cooperation, and to my fellow citizens of the Town of Palmer my gratitude for the confidence you have reposed in me as a police officer for the past thirty-seven years.

Report of Park Commissioners


The parks and playgrounds of the town have been well main- tained throughout the year and have as usual provided recreation for a large number of our townspeople.


The seating at the permanent bleachers at Legion Field has been completely replaced, the first major repair since the bleachers were built more than twenty years ago. It is expected that the foot planking will last for several years yet.


In addition to flooding the tennis courts for public skating, a practice hockey rink has been frozen on Legion Field this season for the use of the high school students. This has resulted in mak- ing the original rink safer for young children as well as providing the older boys a place to develop the sport.


During the year Carmine Russo, who had been our caretaker for many years, resigned his position. The commissioners regret the loss of so capable a workman and take this opportunity to compliment him for his excellent service. He was replaced by Michael Russo who had formerly been an employee of this de- partment.


Last summer the John King monument on Main Street and the Henry Knox marker at Shearer's Corner were both struck by automobiles. Both stones had to be repaired and reset, re- sulting in an unusual expense to the department. The Town was later reimbursed by insurance but the settlement of course went directly into Town funds, not back into the Park appropriation.


The death of Louis Abbate early in the year created a vacancy on the board which was later filled by the election of Michael Cavanaugh of Three Rivers to serve out the unexpired term.


At a special town meeting held on September 26th, in an act on originated by the selectmen, the town voted to enlarge the board to five commissioners to be elected annually by ballot. This will result in an entirely new board for 1961, all the present com- missioners having decided not to seek re-election.
