JOHN FITZGERALD KENNEDY
The sudden death of President John Fitzgerald Kennedy on November 22, 1963 grieved the entire citi- zenry of the Town of Palmer. 4
A world leader, President Kennedy was well-known to the people of Palmer. He had made several visits to this community during his days as U. S. Senator from Massachusetts. On one occasion, accompanied by his gracious wife, Jacqueline, he addressed a large gathering in front of the high school building.
John Fitzgerald Kennedy will be recorded in his- tory not only as a leader of men, but as a champion of individual rights for all men, regardless of race, creed or color.

Report of the Board of Selectmen
The Board organized for the year with Leo St. Amand, Chairman; Edward F. Pytka, Vice-Chairman and Raymond F. Niles as Clerk.
The Federal Housing and Home Finance Agency approved a grant of $125,500 to the Town under the provisions of the Public Works Acceleration Act, Public Law 345 for the purpose of constructing a Town Administration Building and Court House.
At a special meeting held on August 10th, at the new Palmer High School Gymnasium, by a ballot vote of 881 to 571, the voters approved the construction of a Town Administration Building and Court House on town property at the corner of Main and Sykes Streets in Precinct B.
As required by Chapter 779 of the Acts of 1962, commonly referred to as the Conflict of Interest Statute, the Board of Selectmen classified all town employees and officials according to the provisions of this act. This law became effective May 1, 1963.
The Board classified each town employee or official as Special or Regular. Special employees or officials cannot trans- act any business with their own departments but can do busi- ness with other departments of the town. Classified Regular employees or officials cannot do any business with any depart- ment of the town.
As a result of this statute, one elected official and several Finance Committee members tendered their resignations.
The Board had been notified by the U.S. Army Corps of Engineers that the final bids for the Three Rivers Flood Control Project had exceeded the original estimates. The Board peti- tioned the General Court of the Commonwealth to increase its participation in the local interest costs of this project. The Town is very grateful to the General Court for granting the town addi- tional aid.
A special town meeting was also held on this matter on December 2, at which time the town voted to accept the Com- monwealth's additional participation, and also appropriated addi- tional moneys to get this vital project under way. The U.S. Army Corps of Engineers notified the Board that the contract for this project was executed on December 31, 1963. The town will pay only $367,500 toward this $2,000,000 project. The State will contribute $367,500 and the Federal Government $1,265,000.

It is with deep regret that the Board records in this docu- ment the death of Highway Superintendent, Mr. Stanley Wilk, on September 18. Mr. Wilk was head of the Highway Depart- ment from 1952 to 1963. During his tenure, he was a faithful and economy-minded servant of the community.
At a joint meeting with the Board of Health, Chester Mar- helewicz was elected to fill the vacancy due to the resignation of Dr. Harry Anton from the Board of Health.
We could not conclude this report without expressing our sincere appreciation to all town departments, agencies and citi- zens of the community, for their cooperation during the past year.

A familiar and pleasant sight at bicentennial celebration parades in Ware, Belchertown and Wilbraham in recent years was Palmer's official float, depicting a scene from the family album of years ago. No old-fashioned production would be complete without characters who dressed the part and gave freely of their time to make these historic con- tributions possible. The float was approved by Board of Selectmen and was conceived and constructed by local labor. The float not only gained widespread comment for its timeliness and originality but was awarded recognition on at least two occasions in bicentennial parades.

In Memoriam
ERNEST E. HOBSON
Honorable Ernest E. Hobson, Justice of the District Court of Eastern Hampden for 37 years died on Decem- ber 12, 1963.
Judge Hobson was a native of Palmer and served as Town Counsel for over 25 years. He formerly represented this area in the General Court and Senate of the Com- monwealth of Massachusetts and was active in municipal affairs not only of the Town of Palmer, but of the Fire Districts with the Town and surrounding Towns, all of which he represented during his long years of practice as an Attorney. Judge Hobson had been an active At- torney practicing in Palmer for over 60 years and his ex- cellent reputation as an Attorney and a Judge was wide- ly recognized.
The Town has lost a most able and respected citizen.

STANLEY G. WILK
During the year, the Town of Palmer lost a faithful servant in the death of Stanley G. Wilk, superintendent of streets. Over a long span of service, Mr. Wilk dis- tinguished himself as an outstanding official.
He conducted his work in a humble and quiet man- ner but managed to give the town excellent service and build a highway system which was the envy of nearby towns and cities. Not only did the citizens of the town appreciate the results of the late Mr. Wilk's fine work but out of town travelers, in every season of the year, were loud in praise of the condition of Palmer's high- ways.
The late superintendent of streets has left a monu- ment to the town. He has established a pattern of effi- ciency and hard work which should serve as a future pattern to his successors.
