Town of Palmer Gentlemen:
All inspections ordered by the Division of Livestock Disease Control have been completed and requirements of Section 19, Chapter 129, of the General Laws of Massachusetts have been complied with, and reports filed with the Division at 41 Tremont Street, Boston.
There were three shipments of cattle received in town from other states. These animals were identified and released per order of the Division.
There were 94 visits made to examine and quarantine dogs known to have bitten persons. None showed symptoms of Rabies and were released after 10 days.

Report of Forest Fire Warden
To the Honorable Board of Selectmen,
Town of Palmer, Massachusetts
Gentlemen:
I herewith submit my report as Forest Fire Warden of the Town of Palmer for the year 1963.
This department responded to a total of 60 calls during the year:
37 for brush, forest fires, and dump.
12 for brush, grass, forest, in Palmer Fire District.
9 for house, and forest under Mutual Aid to neighboring towns.
2 for car fires in town, but out of Fire Districts.
Hundreds of permits were again issued for outside fires.
The new forest fire truck has proven to be very satisfactory. This being one of the driest years on record, we had more calls than usual, but due to better equipment, and fine cooperation from men of this department and neighboring districts and towns, we managed to keep the fire loss and cost to the town down to a minimum.
I would like to thank your Honorable Board, Police Depart- ment, and others for the cooperation they have given me during the year.

Report of The Palmer Public Library
To the Honorable Board of Selectmen, Town of Palmer:
The year 1963 can be described as the year of library serv- ices in the Town of Palmer. Throughout the nation there has been a re-awakening on the part of the people to improve their library services. The people of Palmer are no different in this respect and are insisting on a program of improvement of its library services.
The Trustees recognized this early in 1963 and their first step was to call for a survey to be made by Mr. John A. Hum- phry, Director, The City Library, Springfield, Mass. and Mr. Franklin P. Taplin, Director, Western Region Public Library System. A series of recommended improvements to meet the library needs of the Town of Palmer were implemented, based on the survey and our own local observations.
The Constitution and By-Laws were up-dated; new members were brought into the library association; the library's name was changed to "Palmer Public Library" without loss of corporate status; Mrs. Dean was promoted from Assistant Librarian to Li- brarian; we applied for and obtained State Library Aid from the Commonwealth of Massachusetts; also in1963 we introduced Bookmobile service which has been received with favorable re- actions, providing neighborhood service and weekly school stops to complement the reading development program of the school curriculum. The Bookmobile vehicle was purchased and presented as a gift to the Palmer Public Library by The Palmer Rotary Club as a community service. We obtained a gift of $1000., to be added to the endowment fund, from Roger, Philip and Henry Holden, the income to be used for the purchase of new books for the library, a much needed item, as our collection needs to be updated. Since a library's stock in trade is books, their pur- chase is our most important job. We joined the Western Public Library System which is a network of libraries intended to pro- vide residents of the region with reference and research library services, inter library loans, telephone reference service and pho- toduplications. There is no charge for this type of service to the Town of Palmer or patrons of the library. These changes have increased circulation by 17.1% over 1962.
The addition to the High School is evidence of the significant strides that Palmer is making to improve its educational pro- gram. School library service is being provided in this addition. We all recognize the fact that both school and community libra- ry services are needed and that they supplement and complement each other. Our Public Library offers children the opportunity to select materials to develop reading interests as well as supple- ment school assignments - the school library provides a book collection and service which supports the school's program of

instruction and introduces boys and girls to books and reading. The public library as well as the school library is needed because the composition of the book collection in each type of library differs and the school library is not usually open late afternoons, evenings or Saturdays, the very times the students need library materials.
The Trustees propose to make the following improvements during 1964:
1. Increase Bookmobile hours in the field to improve the service for the entire town.
2. Expand schedule of service hours at the main library on Central Street for greater convenience to the public.
3. Rearrange the reading rooms and stackroom for better advantage to the public.
4. Continue to carefully weed out old books and replace with current useful volumes.
The number of people who stand ready to avail themselves of library services is relatively high - the incidence of use is still below that of what we feel it should be - it is to this end the Trustees direct their efforts in closing the gap. We look forward to a very busy year.
