Progress Report


1. The new experimental reading program in grade one has met with success.


2. Our physically and mentally handicapped program is pro- gressing very well.


3. N.D.E.A. projects continue to strengthen our programs in guidance, science, mathematics, and modern foreign languages.


4. Our new elementary program in physical education, mu- sic, and art is proceeding according to plan.


5. Grade level meetings are providing in-service training for the elementary staff.


6. Hearing and vision testing is being done on a regular basis.


7. Library usage is being increased with the addition of new books and reference materials.


8. Full use is being made of science and language labora- tories.


9. New textbooks have been supplied at teacher and princi- pal request.


10. Teaching aids are being furnished as requested by teachers and principals.


Recommendations for the Future


1. Employment of an elementary supervisor.


2. Study and plans be initiated for cafeteria facilities at Thorndike Street, Three Rivers, and Bondsville Schools.


3. Study and plans be initiated for the renovation of class- at Bondsville Grammar School.

5. Establishment of a continuing School Needs Committee.


6. Continuance of the updating of furniture and repairs.


7. Study and plans be initiated for the establishment of a regional vocational school with surrounding communities.


Budget


The 1964 budget represents a total increase of $102,466 over last year. An analysis of this budget shows that, in the main, the increase is due to salaries, the addition of nine new teachers, insurance, library funds, opening of new rooms with needed fur- niture, and natural increases in costs of textbooks and supplies brought about by the new addition and increased enrollment.


It is the intent of the School Department to operate the schools as efficiently and economically as possible without sacri- ficing any necessary educational objectives.


Conclusion


In conclusion, may I take the opportunity to express my sincere appreciation to the School Committee, the Board of Se- lectmen, the Highway Department, the Police Department, the Fire Department, the Park Department, all other town officers, a loyal and helpful staff, Parent-Teacher Associations, coopera- tive parents and friends, community organizations, and all others who have given the School Department their wholehearted sup- port in its objective to provide a successful school program for your children.

To either of the Constables of the Town of Palmer, in said County, GREETING:


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn all the inhabitants of the Town of Palmer, qualified to vote in elections of town offic- ers, to meet at the several polling places in said Palmer, desig- nated by the selectmen, to wit: In Precinct A, at the Palmer High School; in Precinct B, at the Thorndike Grammar School in Thorndike; in Precinct C, at the Three Rivers Grammar School in Three Rivers, and in Precinct D, at the Bondsville Grammar School in Bondsville, on Monday, the third day of February, A. D. 1964, at ten o'clock in the forenoon, then and there to give in their votes on one ballot to the Town, for the following officers: 3 Selectmen, 5 Playground and Recreation Commissioners, 3 License Commissioners, Town Treasurer, Col- lector of Taxes, Tree Warden, all for the term of one year; 1 Assessor, 1 Member of Board of Public Welfare, 1 Cemetery Commissioner, 1 Member of School Committee, 1 Member of Board of Health, all for the term of three years; 1 Member of Board of Health for the term of two years (to fill vacancy); and 2 Members of the Planning Board for a term of five years;


And to vote upon the following question:

and further that the Selectmen shall appoint as Tree Warden whoever shall, from time to time, occupy the posi- tion of Highway Superintendent and that no additional com- pensation shall be paid to said Highway Superintendent for acting in such additional capacity.


The polls will be open at ten o'clock in the forenoon and will be closed at eight o'clock in the evening.


And you are further hereby required to notify and warn the inhabitants of said Palmer, qualified to vote in town affairs, to meet at the Palmer High School Gymnasium, Converse Street, Depot Village in said Palmer, on Monday, the tenth day of February, A.D. 1964, at seven o'clock in the evening, then and there to act on the following articles, viz:


Article 1. To choose a Moderator to preside at said meet- ing.


Article 2. To choose all other usual town officers.


Article 3. To act on the reports of the town officers.


Article 4. To hear and act on reports of committees.


Article 5. To choose committees and give them instructions.


Article 6. To see if the Town will vote to authorize the town treasurer, with the approval of the selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1964, and to issue a note or notes as may be given for a period of less than one year, in accordance with Section 17 of Chapter 44 of the General Laws.

Article 7. To see if the Town will vote to authorize the treasurer, with the approval of the selectmen, to borrow money as permitted by law to meet any appropriations made or ex- penses incurred under any of the articles of the warrant.


Article 8. To raise money and make appropriations to de- fray the expenses of the Town for the ensuing year.


Article 9. To see if the Town will vote to authorize the selectmen to sell at public auction, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the Town, fourteen days at least before the sale, property taken by the Town under tax title procedure, provided that the selectmen or whomsoever they may authorize to hold such auction may reject any bid which they deem inadequate, or take any action relative thereto.


Article 10. To see if the Town will vote to authorize the selectmen to sell at public auction, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the Town fourteen days at least before the sale, or at private sale, any old and obso- lete equipment or personal property, provided that the select- men or whomsoever they may authorize to hold such auction or sale may reject any bid which they deem inadequate, or take any action relative thereto.


Article 11. To see if the Town will raise and appropriate or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 90 Highway Maintenance, or take any action relative thereto.


Article 12. To see if the Town will vote to appropriate or, transfer from the parking meter account any sum of money for (a) police enforcement; (b) constructing, reconstructing, resurfacing, operating and maintaining off-street parking areas; (c) a miscellaneous fund under the exclusive control of the selectmen to be used for purposes authorized by law; (d) con- tribution toward cost of snow removal.


Article 13. To see if the Town will vote to transfer any sum of money from the Overlay Reserve account to the Reserve Fund, or take any action relative thereto.


Article 14. To see if the Town will vote to appropriate any sum of money from Free Cash to reduce the 1964 tax levy, or take any action relative thereto.


Article 15. To see if the Town will vote to raise and appropriate any sum of money for the purchase and installation of street signs in the several villages of the Town, or take any action relative thereto.


Article 16. To see if the Town will vote to raise and appropriate any sum of money to pay overdraft on snow re moval.


Article 17. To see if the Town will vote to accept the fol- lowing Perpetual Care Funds which have been given to it during the year: Frank Bielanski $200.00; Glennon L. Paine $150.00; Martha J. Article 18. To see if the Town will vote to purchase for the Police Department new police cruisers, and raise and appro- priate any sum of money therefor.


Article 19. To see if the Town will vote to raise and appro- priate to the use of the Planning Board in preparing a limited Zoning Plan the sum of One Thousand ($1,000) Dollars, or take any action relative thereto.


Article 20. To see if the Town will vote to develop as a public park that area of land in Palmer Center known as the Lions Club Park and use the Burleigh Trust Fund, so-called, for its development and maintenance, or take any action relative thereto.


Article 21. To see if the Town will vote to raise and appropriate any sum of money for the purchase of the follow- ing pieces of equipment for use of the Highway Department:


(1) Trucks


(2) Electric Welding Machine


(3) Sand Spreader


(4) Portable Flashers and Barricades


(5) Snow Plow


(6) Two way Radio


(7) Bituminous Berm Making Machine


(8) Other equipment


Article 22. To see if the Town will vote to widen and improve St. John Street, Village of Thorndike, and raise and appropriate any sum of money therefor.


Article 23. To see if the Town will vote to gravel and oil Rondeau Road, Village of Thorndike, and raise and appropriate any sum of money therefor.


Article 24. To see if the Town will vote to resurface with Type I, Pine Street, Village of Thorndike, and raise and appro- priate any sum of money therefor.


Article 25. To see if the Town will vote to reconstruct with Type I, Church Street, Village of Thorndike, from River Street to High Street and appropriate any sum of money there- for, said sum to be used in conjunction with any monies alloted by the Commonwealth to the Town in accordance with the provisions of Chapter 782 of the Acts of 1962 and Chapter 822 of the Acts of 1963.


Article 26. To see if the Town will vote to reconstruct and resurface with Type I and install Type I Berm on the southerly side of School Street, Village of Thorndike, from High Street to Main Street, and raise and appropriate any sum of money therefor.


Article 27. To see if the Town will vote to reconstruct with Type I material and install a Berm on River Street, Vil- lage of Thorndike, between Church Street and High Street and appropriate any sum of money therefor, said sum to be used in conjunction with any monies allotted by the Commonwealth to the Town in accordance with the provisions of Chapter 782 of the Acts of 1962 and Chapter 822 of the Acts of 1963.

Article 28. To see if the Town will vote to improve Gates Street, Village of Thorndike, from River Street to Old Warren Road, a distance of about forty-two hundred (4200) feet, and raise and appropriate any sum of money therefor.


Article 29. To see if the Town will vote to reconstruct with Type I material and install a Berm on Oak Street, Village of Three Rivers, from Pleasant Street to East Street and appro- priate any sum of money therefor, said sum to be used in con- junction with any monies alloted by the Commonwealth to the Town in accordance with the provisions of Chapter 782 of the Acts of 1962 and Chapter 822 of the Acts of 1963.


Article 30. To see if the Town will vote to reconstruct with Type I material Maple Street, Village of Three Rivers, from Front Street to High Street, and raise and appropriate any sum of money therefor.


Article 31. To see if the Town will vote to reconstruct with Type I material and install Berm on High Street, Village of Three Rivers, from Kelly Street, southerly to Maple Street, and raise and appropriate any sum of money therefor.


Article 32. To see if the Town will vote to resurface Chudy Street Extension, Village of Three Rivers, from its inter- section with Linda Street, westerly, to its intersection with Edge- wood Street, a distance of approximately five hundred (500) feet, and raise and appropriate any sum of money therefor.


Article 33. To see if the Town will vote to hard surface a fifty (50) foot gravel road on Chudy Street Extension, Village of Three Rivers, beginning at Sibley Street and running approxi- mately three hundred fifty (350) feet westerly to Overlook Drive, and raise and appropriate any sum of money therefor.


Article 34. To see if the Town will vote to hard surface a (50) foot gravel road, Chudy Street Extension, Village of Three Rivers, beginning at the Milton Kokoszka boundry and running westerly to Edgewood Street, approximately two hundred (200) feet, and raise and appropriate any sum of money therefor.


Article 35. To see if the Town will vote to hard surface a fifty(50)foot gravel road beginning at Chudy Street Exten- sion, Village of Three Rivers, running Southerly for approxi- mately six hundred fifty (650) feet on Overlook Drive, and raise and appropriate any sum of money therefor.


Article 36. To see if the Town will vote to continue re- construction with Type I material on Springfield Street, Village of Three Rivers, from the end of the present reconstructed sur- face to the Wilbraham Town Line or as far as funds will permit, and raise and appropriate by taxation or otherwise any sum of money therefor, said sum to be used in conjunction with monies allotted by the Commonwealth of Massachusetts and the Coun- ty of Hampden, or take any action relative thereto.


Article 37. To see if the Town will vote to resurface with Type I material, South High Street, Village of Bondsville, from Crawford Street to Palmer Street and appropriate any sum of money therefor, said sum to be used in conjunction with any monies allotted by the Commonwealth to the Town in accord- ance with the provisions of Chapter 782 of the Acts of 1962 and Chapter 822 of the Acts of 1963.


Article 38. To see if the Town will vote to widen and im- prove Griffin Street, Village of Bondsville, from the B & M Railroad tracks to Jim Ash Road, and raise and appropriate any sum of money therefor.

Article 39. To see if the Town will vote to reconstruct with Type I material Pinney Street, Depot Village, from Park Street to Breckenridge Street and appropriate any sum of money therefor, said sum to be used in conjunction with any monies allotted by the Commonwealth to the Town in accordance with the provisions of Chapter 782 of the Acts of 1962 and Chapter 822 of the Acts of 1963.


Article 40. To see if the Town will vote to reconstruct and improve Warren Road, Depot Village, from end of the pres- ent improved area to property of Lizak, and raise and appro- priate any sum of money therefor.


Article 41. To see if the Town will vote to improve with Type I material and install a Berm on Emelda Street, Depot Village, and raise and appropriate any sum of money therefor.


Article 42. To see if the Town will vote to lower the bank on the west side of Flynt Street, Depot Village, to road level beginning opposite Stetson's Driveway and extending south four hundred fifty (450) feet, to be of sufficient width to eliminate a road hazard and to allow width for snow removal, and raise and appropriate any sum of money therefor.


Article 43. To see if the Town will vote to surface with Type I material Overlook Drive, Depot Village, and raise and appropriate any sum of money therefor.


Article 44. To see if the Town will vote to widen, recon- struct and provide suitable drainage on Smith Street, Lake Thompson from Flynt Street to Beech Street, and raise and appropriate any sum of money.


Article 45. To see if the Town will vote to improve and resurface Mason District Road from the end of the present im- proved surface, northerly to the end of Mason District Road (Massachusetts Turnpike Barrier), and raise and appropriate any sum of money therefor.


Article 46. To see if the Town will vote to resurface the entire distance of Orchard Street, Depot Village, with two (2) inches of class A hot provia blacktopping, and raise and appro- priate any sum of money therefor.


Article 47. To see if the Town will vote to transfer a par- cel of land situated on the Northwesterly side of Rathbone Street, Depot Village, from the authority and control of the Cemetery Commissioners to the authority and control of the Board of Selectmen, which parcel of land is shown on "Plan of


Land in Palmer, Mass., surveyed for the Board of Selectmen, December 1963, Scale 1" = 100', Kenneth C. Sherman, Town Engineer" and more particularly bounded and described as fol- lows:


Beginning at a point in the Northwesterly line of Rathbone Street, which point is located N. 40° 38' W. a distance of Fifty (50) feet from a point in the Southeasterly line of said Rath- bone Street, which latter point is located N. 49° 22' E. a distance of sixty-three and 58/100 (63.58) feet from a point in said Southeasterly line of Rathbone Street, which latter point is located N. 60° 35' E. twenty-nine and 72/100 (29.72) feet from a stone bound in the Northeasterly line of Converse Street; thence turning and running from said point of beginning N. 40° 38' W. nine and 41/100 (9.41) feet to a point; thence turning

Article 48. To see if the Town will vote to raise and appro- priate any sum of money for the construction of sewers, cul- verts and proper catch basins, or take any action relative thereto on the following projects:


(a) Provide suitable drainage on Smith Street, Lake Thompson, from Flynt Street to Beech Street.


(b) Storm drain at Highland and Squier Streets to prevent accumulation of storm water between Knox Street and Squier Street.


(c) Correct storm sewage drainage on Converse Street, Depot Village.


(d) Installation of a sump and sump pump at the low point of the highway in front of the Thorndike Mills, Inc., said pump to have connected the existing 8" line in Vicardav Avenue, The Thorndike Mills, Inc., and a 12" main towards Ware as far as funds will allow. Said pump to discharge into the existing gravity sewer 170' away through a 4" pipe.


(e) Sewers, culverts and catch basins as required on Overlook Drive, Depot Village.


Article 49. To see if the Town will vote to install, main- tain and raise and appropriate money for additional street lights as follows:


(a) Lights on poles #82 and #83, Ware Road, Village of Thorn- dike.


(b) Increase lighting on High Street, Village of Thorndike, from the residence of John Cantwell to the junction of High and Center Streets.


(c) Lights on poles #3 and #5, Palmer Center, vicinity of Ware Street, Village of Thorndike.


(d) Install lights, as necessary, on Palmer Road, Village of Three Rivers, in the vicinity of Quaboag Mobile Home Park.


(e) Install street light in front of Edward Deras' house on Sharon Street, Village of Three Rivers.


(f) Lights, as necessary, near intersection of State Street and Jim Ash Road, Village of Bondsville.


(g) Install pole and light in front of residence of Frank A. Moore on Fuller Street, Village of Bondsville.


(h) Lights on poles #70, #72, #74 and #76 on Palmer Road, Village of Bondsville, from residence of W. Babineau to that of H. Bachand.


(i) Light on pole # 20, State Street, Village of Bondsville.

(j) Install Rod Beam lights at intersection of Pine, Converse Thorndike Streets, Depot Village.


(k) Install Rod Beam lights at intersection of Bridge and Main Streets, Depot Village.


(1) Install and maintain street lights, as necessary, on Over- look Drive, Depot Village.


(m) Lights, as necessary, on Emelda Street, Depot Village.


(n) Increase lighting on Ware Road, Palmer Center near Thorndike Mills, Inc., to provide more safety for cross-walk and traffic.


(o) Light on pole #62 at entrance to the Palmer State Fish Hatchery.


(p) Install and maintain a street light on an existing utility pole which is located between the properties of Mitchell Garabe- dian, 61 Breckenridge Street and Raymond Labonte of Brecken- ridge Street, Depot Village.


Article 50. To see if the Town will vote to raise and appro- priate any sum of money for the purpose of installing signal lights to control vehicular and pedestrian traffic at the inter- section of Main and Thorndike Streets, Depot Village and to authorize the Town to accept any personal or corporate dona- tions toward the purchase and installation of such signal lights or take any action relative thereto.


Article 51. To see if the Town will vote to provide ade- quate lighting for the high school parking lots, and appropriate any sum of money therefor.


Article 52. To see if the Town will vote to raise and appro- priate any sum of money for the purpose of installing a traffic pedestrian lights system at the intersection of Pine, Thorndike, and Converse Streets in the Depot Village or take any action relative thereto.


Article 53. To see if the Town will vote to raise and appro- priate any sum of money for the construction of sidewalks and/or curbings, or take any action relative thereto on the pro- jects set forth as follows:


(a) Replace asphalt walk with concrete sidewalk on Church Street, Village of Thorndike, from First Congregational Church to Main Street.


(b) Curbing, as necessary, around the Common, Village of Thorndike, in the vicinity of Church Street and River Street.


(c) Replace present asphalt sidewalk with concrete sidewalk from St. Joseph's Society to railroad tracks along Commercial and Main Streets, Village of Thorndike.


(d) Sidewalk on the East side of River Street from residence of Edward Opielowski, 61 River Street, to the residence of Joseph Bernier, 29 River Street, a distance of approximately four hundred (400) feet, Village of Thorndike.


(e) Sidewalk on Pleasant Street, Village of Thorndike, from the end of the completed walk near the residence of Brown, southerly a distance of approximately three hundred (300) feet, to the completed walk near the residence of Bigda.

(f) Replace present asphalt sidewalk with concrete sidewalk on school side of School Street Village of Thorndike, starting at High Street and ending at corner of Main Street.

(1) Sidewalk four (4) feet wide in Hryniewicz Park, Village of Three Rivers, starting from Front and Kelly Streets, through the park to Springfield Street in front of Tampax, Inc., a dis- tance of two hundred forty (240) feet.


(m) Curbing on Linda Street, Westerly side, beginning at the intersection of Chudy Street and extending southerly for a dis- tance of approximately five hundred forty-two (542) feet to the intersection of Sylvia Street, Village of Three Rivers.


(n) Sidewalk on Linda Street, Westerly side, beginning at the intersection of Chudy Street and extending southerly for a dis- tance of approximately five hundred forty-two (542) feet to the intersection of Sylvia Street, Village of Three Rivers.


(o) Curbing on Chudy Street, Village of Three Rivers, North- erly side, beginning at the end of the present curbing and ex- tending westerly for a distance of approximately three hundred . eighteen (318) feet to the intersection of Linda Street.


(p) Sidewalk on Chudy Street, Village of Three Rivers, North- erly side, beginning at the end of the present sidewalk and extending westerly for a distance of approximately three hun- dred eighteen (318) feet to the intersection of Linda Street.


(q) Sidewalk on State Street, Village of Bondsville, from end of present walk on property of Frank Savickas to property of Louis Kapinos.


(r) Sidewalk and curbing on Palmer Road, Village of Bonds- ville, from residence of John Yurkunas to end of residence of Edward Midura, a distance of five hundred (500) feet.


(s) Sidewalk on State Street, Village of Bondsville, from pro- perty of Muniec to property of Balon.


(t) Curbing on Pleasant Street, Depot Village, where necessary.

Article 54. To see if the Town will vote to accept and allow a Town way in Depot Village as shown on plan entitled "Layout of Emelda Street, Depot Village, Palmer, Mass., Scale 1" - 100', December 24, 1963, Kenneth C. Sherman, Town Engineer", ac- cording to the following description:


A certain street running Southeasterly from the intersection of Geraldine Street, 1954 Town Layout, and June Street, 1956 Town Layout, described as follows:


Beginning at a Concrete Bound on the Southeasterly line of said Geraldine Street, at the Northerly corner of land of Paul G. and V. A. Wildman, and running thence N. 50° 06' E. thirteen and 20/100 (13.20) feet along the Southeasterly line of said Geraldine Street to a point; thence turning and running N. 1° 47' E. sixteen and 95/100 (16.95) feet along the Easterly line of said Geraldine Street to a point; thence turning and running S. 88° 13' E. seventy-eight and 83/100 (78.83) feet along the Southerly line of June Street to a point; thence turning and running Westerly, Southwesterly, Southerly and Southeasterly in a curve to the left with a Radius of twenty and no/10 (20.0) feet, a length of forty-five and 97/100 (45.97) feet along land of David Demaio, et ux to a point; thence turning and running S. 39º 54' E. two hundred and twenty-six and 43/100 (226.43) feet along land of said Demaio, and land of Robert E. and J. A. Ma- guire to an Iron Pin; thence turning and running S. 31° 18' E. two hundred thirty-six and 90/100 (236.90) feet along land of William L. and Elaine T. Silliker, Esther C. and Mary C. Fitz- gerald, and land of Joseph V. and Patricia L. Vedda to an Iron Pin; thence turning and running S. 48º 34' E. seventy-seven and 45/100 (77.45) feet along said land of Vedda to a point; thence turning and running S. 41° 26' W. fifty and no/10 (50.0) feet crossing the within described Emelda Street to a point; thence turning and running N. 48° 34' W. eighty-five and 04/100 (85.04) feet along remaining land of Palmer Realty and Development Co., Inc., to a point; thence turning and running N. 31° 18' W. two hundred forty and 68/100 (240.68) feet along said last named

land to an Iron Pin; thence turning and running N. 39º 54' W .. two hundred and seventy-eight and 45/100 (278.45) feet along land of Frank Caldwell, et ux, and land of Paul G. and V. A. Wildman to the POINT OF BEGINNING.


Said street is laid out over land of Palmer Realty and Devel- opment Company, Inc.


Said street is to be known as Emelda Street.


And you are hereby directed to serve this warrant by post- ing up attested copies thereof in some one public place in each of the four villages of the Town, known as the Depot Village, Thorndike, Three Rivers and Bondsville, seven days at least before the holding of said meeting, and by publishing attested copy thereof in at least two issues of the Journal-Register, a newspaper published in said Palmer the first publication to be not less than seven days before the holding of said meeting.


Hereof, fail not and make due return of this warrant, with your doings thereon, to the Town Clerk at or before the holding of said meeting.
