Annual Town Meeting, March 7, 1904
WARRANT
ESSEX, SS: To either of the Constables of the Town of Andover. GREETING :
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Andover qualified to vote in town affairs to meet and assemble at the Town House, in said Andover, on Monday, the seventh day of March, 1904, at 7.30 A. M., to act on the following articles :
Article 1st .- To choose a Moderator to preside at said meeting.
Article 2nd .- To choose Town Clerk, Treasurer, Collector of Taxes, three members of the Board of Selectmen, Asses- sors and Overseers of the Poor for one year, one member of the Board of Health for three years, three members of the School Committee for three years, one Trustee of Memorial Hall for seven years, one Trustee of Cornell Fund for three years, one Park Commissioner for three years, two members of the Board of Public Works for three years, five Trustees of Punchard Free School for three years, one Tree Warden for one year, three Auditors of Accounts, one or more Con- stables, Fence Viewers, Field Drivers, Surveyors of Lumber, Fire Wards, a Pound Keeper, one Surveyor of Highways, and any other officers the town may determine to choose.
Article 3rd .- To take action on the following question : "Shall license be granted for the sale of Intoxicating Liquors in this town ? "

Article 4th .- To determine what sums of money shall be appropriated for Schools, School-houses, School-books and supplies, Highways and Bridges, Macadamized Roads, Side- walks, Removing Snow, Horses and Drivers, Street Light- ing, Town Officers, Police Public Works, (Maintenance, Construction and Sinking Funds) Sinking Fund for Memo- rial Hall Notes, Fire Department, (Maintenance and Fire Alarm), Town House, Almshouse, Repairs on Almshouse, State Aid, Military Aid, Relief out of Almshouse, Soldiers' Relief, State Tax, County Tax, Abatement of Taxes, Interest on Bonds, Funds and Notes, Redemption of Water Bonds (Voted Oct. 21, 1889,) Notes Payable (Park Loan, Town House Improvement) Printing and Stationery, Miscellan- eous, Memorial Day, Insurance, Spring Grove Cemetery, Hay Scales, Park Commission, Tree Warden, Public Dump and other town charges and expenses.
Article 5th .- To see if the town will concur with the Board of Harbor and Land Commissioners in the proposed changes in the boundary line between the towns of Andover and North Reading, as recommended by said Board, or to take any other action thereon.
Article 6th .- To see if the town will appropriate the sum of two thousand six hundred forty nine 85-100 dollars ($2649.85) to defray the sewerage assessment against town property.
Article 7th .- To see what action the town will take in regard to the gift of one thousand dollars ($1000) by Warren F. Draper.
Article 8th .- To see if the town will raise and appropriate a sum of money for the following purposes : To build an an- nex to the John Dove schoolhouse ; to install a central heat- ing plant connecting with the John Dove, Stowe and Punchard Schools ; to install sanitaries in the Punchard, John Dove, Indian Ridge and Bradlee Schools, and to make

such alteration as may be necessary to carry these changes into effect.
Article 9th .- To see whether the Town will re-appropriate one thousand dollars ($1000.00) to carry out the provisions of the vote passed a year ago relating to the Bailey school- house.
Article 10th .- To see if the Town will appropriate one thousand and five and 03-100 dollars ($1005.03) to re- imburse Trustees of Phillips Academy for balance of amount of taxes paid under protest.
Article 11th .- To see what action the Town will take to establishı the street bounds and if necessary appropriate a sum of money therefor.
Article 12th .- To see if the Town will appropriate a sum of money sufficient to make a drain to carry off the surface water on Red Spring Road near the property of John Hickey and John Henderson.
Article 13th .- To see if the Town will appropriate a sum of money sufficient to complete Pine Street.
Article 14th .- To see if the Town will appropriate twelve hundred dollars ($1200.00) for repairs on Webster Street, to widen, remove brush, trees, etc., from the same from North Street to the Lawrence Line, and to put this road in a safe condition for travel, on petition of Dennis Riordan and others.
Article 15th .- To see if the Town will appropriate a sum of money not to exceed three hundred dollars ($300.00) to construct a sidewalk on the westerly side of Lowell Street from Mr. Lane's to Dascomb Road, on petition of William Shaw and others.
Article 16th .- To see if the Town will accept the street as laid out by the Selectmen, from Elm Street to Walnut

Avenue between the residences of Mrs. Anne Locke and George A. Christie, and appropriate a sum of money for con- structing the same.
Article 17th .- To see if the Town will instruct the Street Lighting Committee to have an incandescent street light placed on Central Street at or near where Rogers' Brook crosses said street, on petition of Dennis F. Sweeny and others.
Article 18th .- To see if the Town will accept Chapter 484 of the Acts of the Legislature of 1903, in regard to licensing coal and coke dealers.
Article 19th .- To see if the Town will accept so much of Section 23, Chapter 25, of the Revised Laws, as pertains to the removal of snow and ice from sidewalks, within the limits of highways or town ways thereon, to such extent as they deem expedient.
Article 20th .- To see if the Town will revise and accept the list of Jury prepared and posted by the Selectmen.
Article 21st .- To act upon the report of the Town Officers.
Article 22nd. To fix the pay of the Firemen for the en- suing year.
Article 23rd .- To determine the method of collecting taxes for the ensuing year.
Article 24th .- To determine what disposition shall be made of unexpended appropriations.
Article 25th .- To see if the Town will appropriate three hundred dollars ($300.00) for further street signs.
Article 26th .- To authorize the Town Treasurer to hire money for the use of the Town in anticipation of taxes for the current year, upon the approval of the Selectmen.

Article 27th .- To determine the amount of money to be raised by taxation for the ensuing year.
Article 28th .- To transact any other business that may legally come before the meeting.
Hereof fail not, and make due return of this Warrant with your doings thereon, to the Selectmen at the time and place of meeting.

Pursuant to the foregoing Warrant, I, the subscriber, one of the Constables of the Town of Andover, have notified the inhabitants of said town to meet at the time and place, and for the purposes stated in said Warrant by posting a true and attested copy of the same on the Town House, on each school-house, and in not less than five other public places where bills and notices are usually posted, said Warrants have been posted two Sundays.

The Standard Ballot Box failed to work properly and an open box was substituted in its place.

The Moderator appointed the following persons as Finance Committee : John H. Flint, Harry M. Eames, Alexander Lamont, Bernard M. Allen, Patrick J. Scott, for three years ; David Shaw for one year, to fill the place made vacant by the death of J. Warren Barnard.

Voted, That the Town of Andover hereby concurs with the Board of Harbor and Land Commissioners in a proposed change in the boundary line between the towns of Andover and North Reading, so that the same shall be as follows :- Beginning at the present corner of the towns of Andover, North Andover, and North Reading, at a granite monument, lettered " A. R.", standing on the summit of Osgood Hill in latitude 42°, 36', 15.11", and longitude 71°, 4', 36.00", thence south 83º, 25' west, true bearing 16,055 feet to the present corner of the towns of Andover, North Reading, and Wilmington, at a granite monument, lettered " A. R. W.", in latitude 42º, 35', 56.90", and longitude 71°, 08', 09.25".

Voted, To appropriate the sum of two thousand six hun- dred and forty-nine and eighty-five one-hundredth (2649.85) dollars to defray the sewerage assessment against town property.
Took up Article 28th.
Voted, That the Selectmen be respectfully requested not to grant any sixth class liquor licenses this year.
Voted, that Article 28th be laid on the table.
Took up Article 7th.
Voted, That the citizens of Andover, in town meeting assembled, hereby acknowledge and accept the gift of one thousand (1000) dollars from Warren F. Draper.
They desire to further record their deep appreciation of the generous gift thus acknowledged, and of the spirit of local pride and warm love for the town's best good, which prompted the giver.
As a citizen of Andover for more than half a century, as a business man of long maintained integrity and high stand-

ing, as a contributor to the town's best civic and religious life during his many years of activity, as a benefactor of the great schools of learning which are so vital a part of the town, the citizens of Andover will ever remember Mr. Draper.
They pay tribute at this time to his long service in the life of the community, and hereby express their thanks for his generous linking of the town as an educational force to his other and more notable beneficiaries.
As the evening hour of his life shortens, his fellow citizens wish for him the peace and quiet so richly merited by his long and honorable life.
(The interest of the above amount is to be expended under the direction of the School Committee for the benefit of the schools.)
Took up Article 8th.
Voted, To raise and appropriate the sum of forty-five thousand (45,000) dollars for the following purposes : -
To build an annex to the John Dove schoolhouse ; to install a central heating plant connecting with the John Dove, Stowe, and Punchard schools; to install sanitaries in the Punchard, John Dove, Indian Ridge, and Bradlee schools, . and to make such alterations as may be necessary to carry these changes into effect.
That five thousand (5,000) dollars of this appropriation be paid for this year, and that the balance of forty thousand (40,000) dollars be raised by an issue of bonds.
That the Town Treasurer be and he is authorized to issue the bonds of the town, to be designated on their face Ando- ver Schoolhouse Loan, to the amount of forty thousand (40,000) dollars, the proceeds to be used to pay the expense of building an annex to the John Dove schoolhouse ; of in- stalling a central heating plant in said annex connecting with the John Dove, Stowe, and Punchard school buildings,

and including suitable heating and ventilating apparatus in said annex and Punchard buildings ; of installing sanitaries in the Punchard, Stowe, John Dove and its annex, and the Indian Ridge and Bradlee schools ; and of making such alterations as may be necessary to carry these changes into effect.
The bonds hereby authorized shall be forty (40) in number, and of the denomination of one thousand (1,000) dollars each. They shall be numbered 1 to 40, both numbers inclusive. They shall bear date of July 1st, 1904, and shall mature and be paid to the amount of four thousand (4,000) dollars in each year for the next ten (10) years from this date. They shall bear interest at the rate of four (4) per centum per annum, and said interest shall be paid semi-annually on the first days of July and January of each year. They shall have coupons attached to them providing for the payment of said interest at the times aforesaid. The principal and interest of said bonds shall be paid at some convenient bank or office in the City of Boston, Massachusetts. Said bonds shall be signed by the Treasurer, and countersigned by a majority of the Selectmen, as required by law. They shall be sold by the Treasurer to the highest bidder therefor in proposals to be solicited by him from brokers and others.
If any of said bonds are sold after one or more interest coupons have matured, such matured coupon shall be de- tached and cancelled before the delivery of the bonds, and all interest accrued, but not due, and payable at the time of sale of bonds, shall be added to the price.
All premiums received on sale of said bonds in excess of their face value shall be applied to the payment of the prin- cipal of the bonds first maturing.
This vote was unanimous.
Took up Article 9th.
Voted, To refer the matter of the Bailey schoolhouse to the next annual Town Meeting.

Voted, To appropriate one thousand and five and three one-hundredths (1,005.03) dollars to reimburse Trustees of Phillips Academy for balance of amount of taxes paid under protest.
Took up Article 11th.
Voted, That the sum of five hundred (500) dollars be expended by the Selectmen in establishing street bounds.
Took up Article 12th.

Voted, To accept the street laid out by the Selectmen from Elm street to Walnut avenue, between residences of Mrs. Anne Locke and George A. Christie, and that fifteen hundred (1,500) dollars be appropriated for construction thereof.

Voted, That the matter of an electric light on Central street be referred to the Electric Light Committee.
