HIGHWAY SURVEYOR'S REPORT
To the Selectmen of the Town of Andover : -
GENTLEMEN : I herewith present my report on Highways and Bridges.
Tuesday, March 29th, we began work on Pine street, grading nearly the entire length. Florence street was graded with gravel from Red Springs. On Phillips street we grav- eled where needed from Main street to Chapin's residence. The usual spring cleaning of gutters was done, and the catch basins have been looked after at all times.
On Main street we commenced where the State left off, raised the grade of the hollow three feet, lowered the ledge the same and then macadamized 1100 feet. This gives us an unbroken macadam road from the Reading line to Memorial Hall at the square. There remains about three hundred feet between the square and Pearson street. When this strip is done, there will be a continuous macadam road from the Lawrence line to the Reading line. Our next macadam was on Salem street. We began near Dr. Bricault's and put in 2200 feet, finishing at Porter street. This used all our stone and we then graveled Whittier street, Chestnut street, and part of Bartlet street; macadamized three hundred feet near Cooper's pond on Central street.
At the hollow on Elm street near Plato Eames' house, three hundred feet of macadam was laid. This was paid for from the highway appropriation. Near D'Arcy's four hun- dred feet of old macadam was re-surfaced making it as good as new.
The road machine was used twenty-two days in different parts of the town. Six hundred and fifty-five loads of gravel were put on the River road and the cross roads near Edward Boutwell's and Deacon Abbott's.

The West Parish sidewalk has been completed from Buchan's pit to the Williamson place and three hundred feet of retaining wall put in, varying from three to fifteen feet in depth. This was also railed. Poor street, Frye Village, has been graded, also Lowell street, between Edward Burtt's house and the Trow place, and between the Gillen place and the fountain.
The sidewalk has been built to grade from Scott's on Summer street to Whittier street and the large trees there were removed. The sidewalk on Whittier street from Summer street to Elm street has been blocked out ready to gravel. Other sidewalks have been repaired where needed. In Abbott Village, a catch basin was put in. A new foot bridge, nine feet wide, was built over the Shawsheen River at a cost of nearly $200. Also, one on Stimson's bridge on Main street at a cost of $285. Mineral street has been re- paired so that the water which caused so much trouble in years past, will now find its way to the brook.
In October, we built one hundred feet of face wall on Pine street, at the house of Wendell Jenkins. Mr. Jenkins re- ceived no land damages and the selectmen agreed to fix his lot satisfactory to him. This was the reason for building the wall. There is over $200 left from the Pine street appro- priation. I would recommend that this money be re-appro- priated for a sidewalk on the west side of Pine street. I in- tended to build this, but the selectmen, as well as the people on the new street, were anxious to have me commence on the new road. Work began there October tenth and the street was finished December tenth. Then the ground was frozen, the season's work finished, leaving Pine street side- walk unbuilt. There is also a balance of over $200 left from the appropriation for the new street which I would recom- mend that the town re-appropriate. A good deal of the material used there was frozen, and as this is liable to settle the street will need to be touched up in the spring.
In Ballardvale, a, sidewalk was built between Perry's house

and Moody's corner. In this walk there were two hundred feet of retaining wall and two hundred feet of railing. One hundred and thirty feet of rail was built on Chester street. The streets of Ballardvale have been kept in repair by the town team kept there.
Perhaps it would not be out of place to say right here that this is the second year out of the six years of my service as highway surveyor, that I have expended the appropriations according to my judgment. The other four, at the annual town meeting, it has been designated where the macadam money should be expended. I say this to inform the public that my hands were tied mainly by vote of the town. This year the macadam has been placed as follows : 300fe et on Elm street, 2200 feet on Salem street, 1100 feet on Main street in the hollow, and 300 feet on Central street near Cooper's pond.
